CITY OF STERLING HEIGHTS OFFICIAL MINUTES OF THE ELECTION COMMISSION February 16, 2016 Location: Conference Room 201, City Hall, 40555 Utica Road, Sterling Heights, MI 48313 1. Meeting called to order and roll call Chairman Carufel called the meeting to order at 2:14 p.m. Commissioners present: Joseph Niman, Jr, John Gardiner (via phone), and Mark Carufel – City Clerk. 2. Approval of Agenda Moved by Gardiner, seconded by Niman, to approve the agenda as presented. Yes: All Motion carried. 3. Approval of meeting minutes of October 13, 2015 Moved by Niman, seconded by Gardiner, to approve the meeting minutes of October 13, 2015 as presented. Yes: All Motion carried. 4. Appointment of election inspectors for the March 8, 2016 Presidential Primary Election. Chairman Carufel explained that the election inspectors recommended for appointment are for the most part inspectors that have worked numerous elections. Precincts will be staffed with 4, 5 or 6 inspectors, depending on number of registered voters in the precinct. He also stated that approximately 20 inspectors are new, and a few are students, and will undergo training prior to the election and will work at a precinct with experienced inspectors. Moved by Niman, seconded by Gardiner, to approve and appoint the list of Election Inspectors for the March 8, 2016 Presidential Primary Election. Yes: All Motion carried. 5. Appointment of election inspectors to the Receiving Board for the March 8, 2016 Presidential Primary Election. Chairman Carufel explained that he is recommending four (4) receiving boards, three to work at the court to help process the precincts as they report, and one to process the six Absent Voter Counting Board precincts at the Library. Moved by Gardiner, seconded by Niman, to approve four (4) receiving boards and to approve the list of election inspectors appointed to the Receiving Board for the March 8, 2016 Presidential Primary Election. Yes: All Motion carried. Page 1 of 2 Page 2 of 2 Election Commission Unofficial Minutes February 16, 2016 6. To consider consolidation of precincts for the May 3, 2016 Special School Election. Chairman Carufel stated that the Warren Consolidated Schools District had called a special school election for May 3, 2016 for voters to consider a bond proposal. He provided a proposed listing of consolidations and is recommending approval of consolidation of precincts for those precincts in the school district. Moved by Niman, seconded by Gardiner, to approve the consolidation of precincts, as recommended by the City Clerk, for the May 3, 2016 Special School Election. Yes: All Motion carried. 7. To establish Absent Voter Counting Boards for the May 3, 2016 Special School Election. Chairman Carufel advised the commissioners that he thought he would need two (2) Absent Voter Counting Boards for the May 3, 2016 Special School Election. Commissioner Gardiner recommended that the commission approve up to three (3) Absent Voter Counting Boards and leave it up to the City Clerk to decide the final number, after conducting an analysis of prior elections and consider expected voter turnout. Moved by Niman, seconded by Gardiner, to establish up to three (3) Absent Voter Counting Boards for the May 3, 2016 Special School Election. Yes: All Motion carried. 8.
