CITY OF STERLING HEIGHTS OFFICIAL MINUTES OF THE ELECTION COMMISSION April 7, 2016 Location: Conference Room 201, City Hall, 40555 Utica Road, Sterling Heights, MI 48313 1. Meeting called to order and roll call Chairman Carufel called the meeting to order at 3:06 p.m. Commissioners present: Joseph Niman, Jr, John Gardiner (via phone), and Mark Carufel – City Clerk. 2. Approval of Agenda Moved by Gardiner, seconded by Niman, to approve the agenda as presented. Yes: All Motion carried. 3. Approval of meeting minutes of February 16, 2016 Moved by Niman, seconded by Gardiner, to approve the meeting minutes of February 16, 2016 as presented. Yes: All Motion carried. 4. Appointment of election inspectors for the May 3, 2016 Warren Consolidated Schools District Special Election. Chairman Carufel explained that the election inspectors recommended for appointment are for the most part inspectors that have worked numerous elections. Precincts will be staffed with 4 or 5 inspectors, depending on number of registered voters in the precinct. He also stated some precincts will be using dual poll books, as a test for future elections. Moved by, Gardiner seconded by Niman, to approve and appoint the list of Election Inspectors for the May 3, 2016 Warren Consolidated Schools District Special Election. Yes: All Motion carried. 5. Appointment of election inspectors to the Receiving Board for the May 3, 2016 Warren Consolidated Schools District Special Election. Chairman Carufel explained that he is recommending three (3) receiving boards, two to work at the court to help process the precincts as they report, and one to process the two Absent Voter Counting Board precincts at the Library. Moved by Gardiner, seconded by Niman, to approve three (3) receiving boards and to approve the list of election inspectors appointed to the Receiving Board for the May 3, 2016 Warren Consolidated Schools District Special Election. To establish Absent Voter Counting Boards for the August 2, 2016 Primary Election and November 8, 2016 Presidential Election. Chairman Carufel advised the commissioners that he thought he would need up to seven (7) Absent Voter Counting Boards for the August 2, 2016 Primary Election and up to eleven (11) Absent Voter Counting Boards for the November 8, 2016 Presidential Election. He advised that six (6) AV boards were used in August 2014 primary and nine (9) at the November 2012 presidential election, however, a 50% increase in voter turnout in March 2016 might indicate a need for a few more boards, especially in November 2016. Commissioner Gardiner recommended that the commission authorize the use of Absent Voter Counting Boards for the August 2, 2016 Primary Election and the November 8, 2016 Presidential Election and authorize the City Clerk to decide the number of Absent Voter Counting Boards needed, after conducting an analysis of prior elections and considering expected voter turnout. Moved by Gardiner, seconded by Niman, to authorize the use of Absent Voter Counting Boards for the August 2, 2016 Primary Election and the November 8, 2016 Presidential Election and authorize the City Clerk to decide the number of Absent Voter Counting Boards required for each election, after conducting an analysis of prior elections and considering expected voter turnout.
