6. To establish Absent Voter Counting Boards for the August 2, 2016 Primary Election
and November 8, 2016 Presidential Election.
Chairman Carufel advised the commissioners that he thought he would need up to seven (7) Absent
Voter Counting Boards for the August 2, 2016 Primary Election and up to eleven (11) Absent Voter
Counting Boards for the November 8, 2016 Presidential Election. He advised that six (6) AV boards
were used in August 2014 primary and nine (9) at the November 2012 presidential election, however, a
50% increase in voter turnout in March 2016 might indicate a need for a few more boards, especially
in November 2016. Commissioner Gardiner recommended that the commission authorize the use of
Absent Voter Counting Boards for the August 2, 2016 Primary Election and the November 8, 2016
Presidential Election and authorize the City Clerk to decide the number of Absent Voter Counting
Boards needed, after conducting an analysis of prior elections and considering expected voter turnout.
