CITY OF STERLING HEIGHTS OFFICIAL MINUTES OF THE ELECTION COMMISSION July 12, 2016 Location: Conference Room 202, City Hall, 40555 Utica Road, Sterling Heights, MI 48313 1. Meeting called to order and roll call Chairman Carufel called the meeting to order at 10:28 a.m. Commissioners present: Joseph Niman, Jr, John Gardiner, and Mark Carufel – City Clerk. Also present: Melanie Ryska, Deputy City Clerk 2. Approval of Agenda Moved by Gardiner, seconded by Niman, to approve the agenda as presented. Yes: All Motion carried. 3. Approval of meeting minutes of April 7, 2016 Moved by Niman, seconded by Gardiner, to approve the meeting minutes of April 7, 2016 as presented. Yes: All Motion carried. 4. Appointment of election inspectors for the August 2, 2016 Primary Election. Chairman Carufel explained that the election inspectors recommended for appointment are for the most part inspectors that have worked numerous elections. Additional inspectors will be recruited for this election and will therefore have experience for the November election. Chairman Carufel requested authority to add additional qualified inspectors as needed. The name of the AVCB Chair was added to the list of election inspectors under consideration. Moved by, Gardiner seconded by Niman, to approve and appoint the list of Election Inspectors, as amended, and authorize the City Clerk to add qualified inspectors as needed, for the August 2, 2016 Primary Election. Yes: All Motion carried. 5. Appointment of election inspectors to the Receiving Board for the August 2, 2016 Primary Election. Chairman Carufel explained that he is recommending three (3) receiving boards. All three will conduct their receiving duties at the Court including handling the Absent Voter Counting Board precincts. Moved by Niman, seconded by Gardiner, to approve three (3) receiving boards and to approve and appoint the list of election inspectors appointed to the Receiving Board, and authorize the City Clerk to add qualified inspectors to the Receiving Board, as needed, for the August 2, 2016 Primary Election. To appoint members of the Board of Election Inspectors Certifying Board – Precinct Delegates, for the August 2, 2016 Primary Election. Chairman Carufel advised the commissioners that the canvassing of votes for the precinct delegate election must be conducted by a special certifying board. A list of election inspectors was presented for appointment and approval, however he also requested the authority to amend the list depending on the needs and availability at the end of the night, drawn from members of the receiving board or the list of election inspectors. Moved by Gardiner, seconded by Niman, to approve and appoint the list of election inspectors to the Board of Election Inspectors Certifying Board – Precinct Delegates and authorize the City Clerk to add inspectors, as needed, for the August 2, 2016 Primary Election.
