The Board welcomed Randall Schwarb as the new Police Representative Member who is filling
the unexpired term of Kenneth Solak.
1. The regular meeting of the Police and Fire Retirement System was called to order by
Chairman Lamerato at 3:36 p.m.
2. Board Members present: Lamerato, Schwarb, Wellhausen, Maleszyk, Varney. Also present:
Tim Brice, representing Merrill Lynch Private Client Group; Tom Michaud, Legal Counsel; and
Nancy Duyck, Pension Technician.
3. APPROVAL OF CONSENT AND REGULAR AGENDAS
Motion by Wellhausen, supported by Maleszyk, to approve the consent agenda as presented.

Retirement System for the 2013 tax year as of 2/13/14. The System has received $7,192,467.43
of the 2013/14 budget of $8,095,472.00, leaving a $903,004.57 balance.
c. Benefit Register Listing as of May 1, 2014 from Comerica Bank showing 302
retirees/beneficiaries with a payout for May of $1,192,309.36 and a year-to-date of
$6,201,525.69.
d. The current Merrill Lynch Bond index for April 2014 is 2.11%.

account for the second quarter 2014.

e. Quarterly Performance Report
1. Merrill Lynch
Tim Brice reviewed the summary report of manager performance. Enclosed in this report was
the Board’s summary of investment policies and objectives, first quarter 2014 AIM Market
Focus report.
Also included was an executive summary of the Composite, Allianz, Eagle, Earnest, Herndon,
Intercontinental, Invesco, Janus, Pimco, Wamco and Winslow reports.
The following manager specific comments were discussed:
Pimco
a. The total portfolio return in the first quarter was 1.4%, ranking in the 54th percentile of the
BofAML Domestic Fixed Income Sample. It trailed the Custom Index and the BofAML Broad
Market Bond index (1.9%).
b. Their total portfolio return was 2.7% since inception (6/30/11). This trailed the Custom
(3.0%), and the BofAML Broad Market Bond index (3.3%).
c. Cash on hand at first quarter ending was within guidelines.
Western Asset Management
a. The total portfolio return in the first quarter was 2.6%, ranking in the 15th percentile of the
BofAML Domestic Fixed Income Sample. It exceeded the Custom Index and the BofAML
Broad Market Bond index (1.9%).
b. Their total portfolio return was 4.3% since inception (6/30/11). This exceeded the Custom
(2.9%), and the BofAML Broad Market Bond index (3.3%).
c. Cash on hand at first quarter ending was within guidelines.
Herndon Investment Counsel
a. The total portfolio return in the first quarter was 1.4%, ranking in the 86th percentile of the
BofAML Domestic Large Cap Value Equity Sample. It trailed the Custom Index and the Russell
1000 Value Index (3.0%).
b. Their total portfolio return was 20.7% since inception (9/30/12). This trailed the Custom
(23.7%), and the Russell 1000 Value Index (24.3%).
c. Cash on hand at first quarter ending was within guidelines.
Eagle Investment Counsel
a. The total portfolio return in the first quarter was 1.9%, ranking in the 76th percentile of the
BofAML Domestic Large Cap Value Equity Sample. It trailed the Custom Index (3.1%), and the
Russell 1000 Value Index (3.0%).
b. Their total portfolio return was 26.2% since inception (9/30/12). This exceeded the Custom
(23.5%), and the Russell 1000 Value Index (24.3%).
c. Cash on hand at first quarter ending was within guidelines.
Winslow Investment Counsel
a. The total portfolio return in the first quarter was -1.2%, ranking in the 91st percentile of the
BofAML Domestic Large Cap Growth Equity Sample. It trailed the Custom Index and the
Russell 1000 Growth Index (1.1%).
b. Their total portfolio return was 14.5% since inception (3/31/12). This trailed the Custom
(16.1%), and the Russell 1000 Growth Index (16.5%).
c. Cash on hand at first quarter ending was within guidelines.
Janus Investment Counsel
a. The total portfolio return in the first quarter was -1.6%, ranking in the 94th percentile of the
BofAML Domestic Large Cap Growth Equity Sample. It trailed the Custom Index (1.0%), and
the Russell 1000 Growth Index (1.1%).
b. Their total portfolio return was 14.0% since inception (12/31/09). This trailed the Custom
(15.0%), and the Russell 1000 Growth Index (15.8%).
c. Cash on hand at first quarter ending was within guidelines.
Earnest Partners
a. The total portfolio return in the first quarter was 4.0%, ranking in the 8th percentile of the
BofAML Domestic Small Cap Equity Sample. It exceeded the Custom Index (2.2%), and the
Russell 2500 Index (2.3%).
b. Their total portfolio return was 9.8% since inception (9/30/06). This exceeded the Custom
(8.7%), and the Russell 2500 Index (9.0%).
c. Cash on hand at first quarter ending was within guidelines.
AIM/INVESCO Capital Management
The total portfolio return in the first quarter was 1.2%, ranking in the 42nd percentile of the
BofAML International Equity Sample. It exceeded the Custom Index and the MSCI AC World
ex US Growth Index net (0.3%).
Their total portfolio return was 8.6% since inception (12/31/10). This exceeded the Custom
(5.6%), and the MSCI AC World ex US Growth Index net (4.7%).
Cash on hand at first quarter ending was above guidelines.
NFJ/Allianz Global Investors
a. The total portfolio return in the first quarter was -0.1%, ranking in the 63rd percentile of the
BofAML International Equity Sample. It trailed the Custom Index and the MSCI All Country
World ex US-net (0.5%).
b. Their total portfolio return was 6.6% since inception (12/31/10). This exceeded the Custom
(4.8%), and the MSCI All Country World ex US-net (4.9%).
c. Cash on hand at first quarter ending was above guidelines.

Mr. Brice suggested that Winslow be brought in to the June 19, 2014 to discuss their
performance.

2. Glenn Garwood - DROP retirement termination information - discussion
FEO Glenn Garwood of the Fire Department terminated his DROP retirement as of April 30,
2014. All required paperwork is on file in the Pension Office.
Motion by Wellhausen, supported by Schwarb, to approve the disbursement for the regular
pension and process the retirement certificate as submitted.
Ayes: All.

3. Kenneth Solak – DROP retirement termination information – discussion
Sergeant Kenneth Solak of the Police Department terminated his DROP retirement as of May 5,
2014. All required paperwork is on file in the Pension Office.
Motion by Wellhausen, supported by Schwarb, to approve the disbursement for the regular
pension and process the retirement certificate as submitted.
Ayes: All.
The motion carried.
4. Rodney Damm - EDRO approval resolution – discussion
The Board is in receipt of an Eligible Domestic Relation Order dated January 28, 2014
which purports to grant Alternate Payee, Sherie Damm, part of the monthly pension
benefit normally payable to Rodney Damm.
Legal Counsel has opined that the EDRO is consistent with the provisions of the Retirement
System and applicable law. After discussion, the following resolution was considered:

Re: RODNEY A. DAMM v. SHERIE A. DAMM
Macomb County Circuit Court Case No. 12-4814-DM
WHEREAS, the Board of Trustees is in receipt of an Eligible Domestic Relations Order (EDRO)
dated January 28, 2014, wherein Sherie A. Damm, the Alternate Payee, is awarded certain rights
to the retirement benefit of Rodney A. Damm, the Participant, and
WHEREAS, the Alternate Payee is entitled to claim a portion of the Participant’s retirement
benefit from the Defined Benefit Plan, and
WHEREAS, the payments from the plan to the Alternate Payee of the Participant’s benefits shall
begin when the Participant commences benefits from the Retirement System, unless the
Alternate Payee elects to receive benefits at any time after the Participant reaches his earliest
retirement date, but not later than when the Participant actually commences benefits, and
WHEREAS, the Board’s policy is to require that the cost for the actuary’s calculations are to be
borne by the parties to the domestic relations proceedings, and the order provides that the
Participant and the Alternate Payee shall be responsible for any and all additional costs for
actuarial services, and that the Alternate Payee’s share of said costs shall be in proportion to the
Alternate Payee’s share of the Participant’s retirement allowance awarded to her pursuant to the
Order, and
WHEREAS, said matter has been discussed with Legal Counsel who has opined that the
applicable terms of said court order are consistent with the provisions of the Retirement System
and applicable law including Public Act 46 of 1991 (MCLA 38.1701) as amended, therefore be it
RESOLVED, that the Board of Trustees acknowledges receipt of said court order, will pay
pension benefits consistent with said order subject to an application being filed by either the
Participant or the Alternate Payee seeking payment, and further
RESOLVED, that upon application of either the Alternate Payee or the Participant, this file be
forwarded to the Board’s actuary for calculation of the benefits, and further

RESOLVED, that a copy of this resolution be immediately attached as the top sheet of the
Participant’s pension file and other appropriate records be kept for the Retirement System
relative to this matter, and further
RESOLVED, that copies of this resolution be sent to Rodney A. Damm, the Participant; Deborah
F. O’Brien, Esq., Attorney for the Alternate Payee; Sherie A. Damm, the Alternate Payee; and
the Board’s actuary.
Motion by Wellhausen, supported by Lamerato, to adopt the resolution as presented.

The motion carried; the resolution is hereby adopted.
5. Account transfer for June 2014 benefit payments – discussion
As of May 12, 2014, the Clearing Account had a balance of $159,772.58. An additional
$1,214,000.00 is needed for the June 1, 2014 pension benefit payments and bills from the
Clearing Account. Merrill Lynch had forwarded an e-mail that the additional amount needed
should be taken from the Pimco and WAMCO accounts equally, based on the asset allocation
targets.
Motion by Varney, supported by Wellhausen, to approve the transfer of the appropriate amount
of funds from the Pimco and WAMCO accounts, based on the asset allocation targets, to
provide for pension benefit payments and other disbursements on June 1, 2014.
Ayes: All.
The motion carried.
6. Alan Byrd – partial DROP distribution – discussion
Lt. Alan Byrd of the Police Department terminated his DROP retirement as of June 18,
2008. He requested a partial DROP distribution from his DROP account. All required
paperwork is on file in the Pension Office.
Motion by Wellhausen, supported by Schwarb, to approve the partial DROP distribution as
presented.
Ayes: All.
The motion carried.
