Accept this budget status report on the unaudited results of the fourth quarter of Fiscal Year (FY) 2015-16 for the City's General Fund. 2. Authorize the recommended budget amendments to the FY 2015-16 Annual Budget in the Public Works Capital Grants Fund and the Tourism and Business Improvement Fund. 3. Authorize an amendment to the FY 2016-17 Adopted General Fund Budget in the amount of $301,000 using unspent funds from the FY 2015-16 City Auditor's budget to fund two contracts for services that were budgeted in FY 2015-16 but not expended or encumbered by the close of the 2015-16 fiscal year. 4. Authorize the available General Fund Balance at June 30, 2016, to be used to fund the Working Capital Reserve of $34.0 million, restrict $31.3 million to Known Contingencies, and restrict $5.0 million to Risk-Based Reserves and allocate the balance of $262,000 for one-time City Council priorities, including authorization to transfer cash into the Reserves and Fiscal Sustainability fund in accordance with the Council Reserve Policy. It is further recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of the resolution. And it is recommended that the Parking Authority of the City of Stockton (Parking Authority) approve a resolution to: 1. Authorize the recommended budget amendments to the FY 2015-16 Annual Budget for the Parking Authority.
