MEASURE M) 1/4-CENT SPECIAL TRANSACTION AND USE TAX AND DESIGNATION OF CITY REPRESENTATIVES TO EXAMINE TAX RECORDS MAINTAINED BY THE STATE BOARD OF EQUALIZATION Recommended Action: RECOMMENDATION It is recommended that Council adopt a resolution authorizing the City Manager to execute an addendum to the existing agreement with Hinderliter, de Llamas and Associates (HdL), in the amount of $100 monthly, for tax audit and information services related to the Strong Communities 1/4-cent special transactions and use tax (Measure M) approved by the voters on November 8, 2016. As additional compensation for the tax information services provided pursuant to this addendum, HdL will also receive a contingent fee of 25% of any additional tax revenue recovered for the City as a result of HdL's Strong Communities audit and follow-up activities. It is also recommended that the resolution appoint the City Manager, or his designee, to represent the City with authority to examine transactions and use tax records, and to designate HdL as the City's representative with authority to examine transactions and use tax records, receive allocation and/or registration information, and identify uses of that data for specific governmental functions of the City. Authorize an amendment to appropriate $46,146 from the Water Utility Fund balance, $490,612 from the Wastewater Utility funds balance and $130,713 from the Stormwater Utility Fund balance. 4. Increase the total authorized full-time positions by one Library Assistant to staff the Fair Oaks Library. It is further recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of the resolution.
