Approve the plans and specifications for the New City Hall Renovations and Relocation, Project No. E016015. 2. Appropriate funds in the amount of $12,600,000 from the General Fund Known Contingency Reserves to the New City Hall Renovations and Relocation, Project No. E016015 and authorize the transfer of fund from the General Fund to the General Capital Improvement Fund. 3. Award a Construction Contract in the amount of $42,348,123 to Roebbelen Contracting, Inc., of El Dorado Hills, CA, for the New City Hall Renovations and Relocation, Project No. E016015. 4. Execute Amendment No. 5 to the Standard Agreement with Indigo, Hammond + Playle Architects, LLP to extend the termination date to December 31, 2024, and increase funding in the amount of $600,000 for design construction support services for the Tenant Improvements to the Waterfront Towers for the Relocation of City Hall, Project No. E016015. It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution. It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution. Approving the FY 2022-23 Annual Action Plan for the Community Development Block Grant, HOME Investment Partnership, and Emergency Solutions Grant Programs; and 2. Authorizing the City Manager or designee, to appoint staff as the Certifying Officer responsible for completing the environmental review process to ensure compliance with the National Environmental Policy Act (NEPA); and 3. Authorizing the City Manager, or designee, to execute and submit all documents to the U.S. Department of Housing and Urban Development and to take actions necessary and appropriate to carry out the purpose and intent of the resolution.
