Approving the following loans for four affordable housing activities: a. $300,000 to Stockton Shelter for the Homeless, Housing Authority of County of San Joaquin (Housing Authority), and Stocktonians Taking Action to Neutralize Drugs (S.T.A.N.D.) for the Partnership in Housing for the Homeless project; b. $60,000 to Habitat for Humanity for the Dream Creek Finalization project; c. $100,000 to LINC Housing Corporation for the Pacific Villas project; d. $1,200,000 to Housing Authority for the Sierra Vista Apartments, Phase II project; and 2. Approving the allocation of 36 low-income housing units to the Sierra Vista Apartments, Phase II project pursuant to Article XXXIV of the California Constitution; and 3. Authorizing the vacation of a portion of Sonora Street west of Lincoln Street and Harrison Street north of Church Street; 2. Authorizing the reservation of a public utility easement; 3. Authorizing the filing of Notice of Exemption No. CE028-17 under the California Environmental Quality Act (CEQA) for the abandonment of Sonora Street west of Lincoln Street and Harrison Street north of Church Street; and 4. Authorizing the City Manager, or his designee, to take all the necessary and appropriate actions to carry out the purpose and intent of this resolution.
