CALL TO ORDER: Mayor Lary . II. ROLL CALL: Mayor and Council were all present III. INVOCATION: Council Member Rob Turner IV. PLEDGE OF ALLEGIANCE: V. PUBLIC COMMENTS: Harold Smith spoke on the Townhall Meeting held by Council Member George Turner. VI. MINUTES: Council Member George Turner made a motion to approve the June 12, 2017 City Council Minutes with the correction of Council Member Rob Turner’s name with Council Member Rob Turner providing the second. The motion carried unanimously. Council Member Rob Turner made a motion to approve the Special Called Minutes of June 14, 2017 with Council Member Clanton providing the second. The motion carried unanimously. VII. ADOPTION OF THE CITY COUNCIL AGENDA: Council Member Adoma made a motion to add a discussion on Security for the meetings with Council Member George Turner providing the second. The motion carried unanimously. Council Member Clanton made a motion to adopt the agenda with the one addition with Council Member George Turner providing the second. The motion carried unanimously. VIII. PRESENTATIONS: None IX. AGENDA ITEMS: Old Business 1. Public Hearing: Ordinance 2017-06-04 – Studies of negative public issues regarding the operation of Adult /Nude Dance Clubs Attorney Emily Macheski-Preston gave an overview of the Ordinance. Mayor Lary opened the Public Hearing on Ordinance 2017-06-04. Spoke in Favor Susan Lee Barbara Hall Tracie Taylor Lisa Wright James Stegers Alisa Clark Harold Smith Barbara Lee Spoke Against There was no one against. Mayor Lary closed the Public Hearing. Council Member Rob Turner made a motion to adopt Ordinance 2017-06-04 with Council Member Clanton providing the second. The motion carried unanimously. 2. Public Hearing: Ordinance 2017-06-05 – City of Stonecrest Alcohol Ordinance Attorney Emily Macheski-Preston gave an overview of the Ordinance. Mayor Lary opened the Public Hearing for Ordinance 2017-06-05 Spoke in Favor- None Spoke Against- None  Mayor Lary closed the Public Hearing. Council Member Adoma made a motion to adopt Ordinance 2017-06-05 with Council Member Clanton providing the second. The motion carried unanimously. 3. Public Hearing: Ordinance 2017-06-06 – Ordinance for the City of Stonecrest fees for Business, Alcohol and other Licenses Attorney Emily Macheski-Preston gave an overview of the Ordinance. Mayor Lary opened the Public Hearing for Ordinance 2017-06-06 Spoke in Favor – None Spoke Against – None Mayor Lary closed the Public Hearing. Council Member George Turner made a motion to adopt Ordinance 2017-06-06 with Council Member Rob Turner providing the second. The motion carried unanimously. 4. Public Hearing: Ordinance 2017-06-07 – Ordinance for the City of Stonecrest Hotel/Motel Tax City Attorney Steve Fincher gave an overview of the Ordinance. Mayor Lary opened the Public Hearing for Ordinance 2017-06-07. Spoke in Favor Joel Thibodeaux Lisa Wright James Stegar Spoke Against – None Mayor Lary closed the Public Hearing. Council Member Clanton made a motion to adopt the Ordinance 2017-06-07 with Council Member Rob Turner providing the second. The motion carried unanimously.  New Business 5. Vehicle Allowance for the Mayor Council Member Adoma made a motion to provide the Mayor with a $650.00 a month car allowance with Council Member George Turner providing the second. The motion carried unanimously. 6. Legal Organ for the City of Stonecrest Council Member Adoma made a motion to name On Common Grounds as the legal organ for the city with Council Member Clanton providing the second. After much discussion, Council Member Adoma rescinded her motion to name On Common Grounds as the legal organ and made a motion to move the item to the next Work Session with presentations from the newspaper providers. Council Member Clanton provided the second and the motion carried unanimously. 7. Agreement for Financial Services between the City of Stonecrest and the Financial Service Provider Council Member George Turner made a motion to approve the agreement with the Financial Service Provider and Ed Walls for the Financial Services for the City of Stonecrest. Council Member Adoma provided the second. The motion carried unanimously. 8. Security for Mayor and Council Meetings The City Manager stated he has spoken with DeKalb County Police regarding security at the meetings and he would bring back a report. X. CITY MANAGER COMMENTS:  The City Manager spoke on code enforcement issues, property taxes and the progress with the City Hall. XI. CITY ATTORNEY COMMENTS: None XII. MAYOR AND COUNCIL COMMENTS: Council Member Rob Turner left at 11:50a.m. Council Member George Turner gave a recap of the Townhall Meeting for District 4. Council Member Adoma announced her Townhall meeting on July 18, 2017 at the Stonecrest Library, Coffee with Council Member Adoma, Technology Partner for Technology Village, donation of land to the city, Youth Intervention and Benchmark Citizen Committees. Council Member Cobble announced the District 3 Community Clean Up and District Committees. Council Member Clanton had no comments. Mayor Lary thanked all the Council Members for their support. XIII. ADJOURNMENT: Council Member Adoma made a motion to adjourn the meeting at 12:01 with Council Member Clanton providing the second. The motion carried unanimously. XIV.
