I. CALL TO ORDER: Mayor Lary called the meeting to order at 10:06am
II. ROLL CALL: Mayor and all Council were present.
III. INVOCATION: Attorney Tom Kurrie
IV. PLEDGE OF ALLEGIANCE:
V. PUBLIC COMMENTS: Faye Coffield spoke on International businesses in the City
of Stonecrest, the condition of Stonecrest Mall and pay increases for Mayor and
Council.
VI. MINUTES: Council Member George Turner said the Attorney's name was spelled
incorrectly on the August 2, 2017 Council Minutes. Council Member Adoma made a
motion to approve the minutes of July 17, 2017 City Council Meeting, July 24, 2017
Special Called Meeting, July 31, 2017 Special Called Meeting and August 2, 2017
Special Called Meeting with the correction in the spelling of the City Attorney's name.
Council Member Clanton provided the second. The motion carried unanimously.
VII. ADOPTION OF THE CITY COUNCIL AGENDA: Council Member Rob Turner
made a motion to adopt the agenda moving items #12 - Appointments to the Zoning
Board of Appeals and item #16- Adoption of the Ordinance to Adopt Gas Franchise
Fee to the next Council Meeting. Council Member Adoma provided the second. The
motion carried unanimously.

IX. PUBLIC HEARING ITEMS:
1. Adoption of the Ordinance of Procedures for Zoning Hearings
City Attorney Emily M. Preston gave an overview of the Procedures for Zoning
Hearings.
Council Member George Turner made a motion to open the public hearing with
Council Member Clanton providing the second. The motion carried
unanimously.

Council Member George Turner made a motion to close the public hearing with
Council Member Cobble providing the second. The motion carried unanimously.
Council Member Adoma made a motion to adopt the Ordinance of Procedures for
Zoning Hearings with Council Member Rob Turner providing the second.
The motion carried unanimously.
2. Adoption of the Ordinance for Chapter 27-Zoning Ordinance
City Attorney Emily M. Preston gave an overview of Chapter 27 Zoning Ordinance.
Council Member Adoma made a motion to open the public hearing with Council
Member Clanton providing the second. The motion carried unanimously.

Council Member Rob Turner providing the second. The motion carried
unanimously.
Council Member George Turner made a motion to adopt the Ordinance for Chapter
27- Zoning Ordinance with Council Member Clanton providing the second. The
motion carried unanimously.
3. Adoption of the Ordinance Chapter 21- Sign Ordinance
City Attorney Emily M. Preston gave an overview of Chapter 21 Sign Ordinance.
Council Member Clanton made a motion to open the public hearing with Council
Member Rob Turner providing the second. The motion carried unanimously.

Council Member Adoma providing the second. The motion carried
unanimously.
Council Member George Turner made a motion to adopt Chapter 21 Sign
Ordinance with Council Member Clanton providing the second. The motion
carried unanimously.
4. Adoption of the Official Zoning Map of the City of Stonecrest
City Attorney Emily M. Preston gave an overview of the Official Zoning Map for
the City of Stonecrest.
Council Member Clanton made a motion to open the public hearings with Council
Member Rob Turner providing the second. The motion carried unanimously.

Council Member Clanton made a motion to close the public hearing with Council
Member Adoma providing the second. The motion carried unanimously.
Council Member George Turner made a motion to adopt the Official Zoning Map
with Exhibit A- Official Zoning Map, Stonecrest, Georgia electronic and paper
version and supporting documentation, Exhibit B- Official Zoning Map, Stonecrest,
Georgia Stonecrest Area Overlay District and Exhibit C- Official Zoning Map,
Stonecrest, Georgia, I-20 Corridor Overlay District. Council Member Clanton
provided the second. The motion carried unanimously.
5. Adoption of the Ordinance for the Comprehensive Plan
City Attorney, Emily M. Preston gave an overview of the Comprehensive Plan.
Council Member Clanton made a motion to open the public hearing with Council
Member George Turner providing the second. The motion carried unanimously.

Council Member Adoma providing the second. The motion carried
unanimously.
Council Member Adoma made a motion to adopt the Ordinance for the
Comprehensive Plan with Council Member Clanton providing the second. The
motion carried unanimously.
6, Adoption of the Ordinance to Adopt Chapter 15-Licenses, Permits and
Miscellaneous Business Regulations of the Code of Ordinances
City Attorney Emily M. Preston gave an overview on Chapter 15- Licenses, Permits
and Miscellaneous Business Regulations of the Code of Ordinances.
Council Member George Turner made a motion to open the public hearing with
Council Member Adoma providing the second. The motion carried
unanimously.

Council Member Cobble made a motion to close the public hearing with Council
Member George Turner providing the second. The motion carried unanimously.
Council Member Rob Turner made a motion to approve the Ordinance to adopt
Chapter 15-Licenses, Permits and Miscellaneous Business Regulations with
Council Member Adoma providing the second. The motion carried
unanimously.
7. Adoption of the Ordinance for Permit Fee Schedules, Signs and Development
Permits
City Attorney Emily M. Preston gave an overview of the Permit Fee Schedules,
Signs and Development Permits.
Council Member Rob Turner made a motion to open the public hearing with
Council Member Clanton providing the second. The motion carried
unanimously.

Council Member Adoma made a motion to adopt the Ordinance for Permit Fee
Schedules, Sign and Development Permits with Council Member George Turner
providing the second. The motion carried unanimously.
8. Adoption of an Ordinance to Adopt Classifications by Business Profitability of the
City of Stonecrest
City Attorney Emily M. Preston gave an overview on the Classifications by
Business Profitability of the City of Stonecrest.
Council Member Adoma made a motion to open the public hearing with Council
Member Clanton providing the second. The motion carried unanimously.

Council Member Clanton made a motion to close the public hearing with Council
Member George Turner providing the second. The motion carried unanimously.
Council Member George Turner made a motion to approve the Ordinance to adopt
Classifications by Business Profitability of the City of Stonecrest with Council
Member Adoma providing the second. The motion carried unanimously.
X. AGENDA ITEMS
9. Approval of the Resolution to Appoint the Chief Judge and Judge Pro Tempore for
the City of Stonecrest Municipal Court
Mayor Lary made a motion to appoint Jonathan Weintraub the Chief Judge for the
City of Stonecrest with Council Member Clanton providing the second. Council
Members Rob Turner, Clanton, Adoma and Mayor Lary voted yes and Council
Members George Turner and Cobble voted no. The motion passed.
Mayor Lary made a motion to appoint Michael Sheridan Judge Pro Temp for the
City of Stonecrest with Council Member Clanton providing the second. Council
Members Rob Turner, Clanton, Adoma and Mayor Lary voted yes and Council
Members George Turner and Cobble voting no. The motion passed.
10. Appointment to the Community Improvement District
Mayor Lary explained this appointment is for the East Metro Community
Improvement District. There was much discussion as to whether this was a Council
or Mayor appointee. Council Member Clanton made a motion to appoint Attorney
Bernard Knight to the East Metro Community Improvement District. Council
Member Adoma providing the second.
Council Member Cobble made a substitute motion to defer this appointment with
Council Member Rob Turner providing the second. A vote was taken on the
substitute motion. Council Members George Turner, Adoma, Clanton and Mayor
Lary voted no and Council Members Rob Turner and Cobble voted yes. The
substitute motion failed.
A vote was taken on the original motion to appoint Attorney Bernard Knight to the
East Metro Community Improvement District. Council Members George Turner,
Adoma, Clanton and Mayor Lary voted yes with Council Members Rob Turner and
Cobble voting no. The motion passed.
11. Appointments to the Planning and Zoning Commission
Mayor Lary made a motion to appoint J.W. Eady, District 1, Wanda McNeil,
District 2, Eric Hubbard, District 3, Michelle Emanuel, District 4 and Lisa Wright,
District 5 to the Planning and Zoning Commission. Council Member Clanton
provided the second. Council Members George Turner and Cobble said the person
appointed in their District was not their suggested person. A vote was taken and
Council Members Clanton, Rob Turner, Adoma and Mayor Lary voted yes and
Council Members George Turner and Cobble voted no. The motion passed.
12. Appointments to the Zoning Board of Appeals
This item was deferred to the next Council Meeting.
13. Adoption of the Ordinance to Adopt Chapter 8 Franchises and Article 1 in General
of the City of Stonecrest, Georgia Code of Ordinances
Council Member Adoma made a motion to approve the adoption of the Ordinance
for Chapter 8 Franchise and Article 1 in General of the City of Stonecrest with
Council Member Clanton providing the second. The motion carried
unanimously.
14. Adoption of the Ordinance to Adopt Article 2 Electrical Franchises in Chapter 8
Franchises of the City of Stonecrest, Georgia Code of Ordinances
Council Member Clanton made a motion to approve the adoption of the Ordinance
for Article 2 Electrical Franchises in Chapter 8 Franchises of the City of Stonecrest
with Council Member George Turner providing the second. The motion carried
unanimously.
15. Adoption of the Ordinance for Soil Erosion, Sedimentation and Pollution Control
Council Member Adoma made a motion to approve the Adoption of the Ordinance
for Soil Erosion, Sedimentation and Pollution Control with Council Member
Clanton providing the second. The motion carried unanimously.
16. Adoption of the Ordinance to adopt Gas Franchise Fees in Chapter 8 Franchises of
the City of Stonecrest
This item was deferred to the next Council Meeting.
17. Adoption of the Ordinance for the Collection of Hotel, Motel Tax
Council Member Clanton made a motion to approve the Adoption of the Ordinance
for the Collection of Hotel, Motel Tax adding to Section B "the effective date of
the hotel motel tax shall be the first day of the second month from the date this
ordinance is passed. The effective date for collection of this tax shall be the date
this ordinance is passed by the City's Mayors or Council, otherwise stated as
August 7, 2017" and Section D replace this section, with this Ordinance. Council
Member Adoma providing the second. The motion carried unanimously.
18. Approval of a Resolution setting the Zoning Calendar for 2017
Council Member Clanton made a motion to approve the Resolution setting the
Zoning Calendar for 2017 with Council Member George Turner providing the
second. The motion carried unanimously.
19. Approval to change the September 4, 2017 City Council Meeting to September 5,
2017 at 10:00am
Council Member Adoma made a motion to change the September 4, 2017 City
Council Meeting to September 5, 2017 with Council Member George Turner
providing the second. The motion carried unanimously.
XI. CITY MANAGER COMMENTS:
Michael Hanis, City Manager spoke on the increase in staff with new Code
Enforcement Officers and Building Official. He said the moratorium lifts at mid-night
August 8, 2017 and the permanent City Hall buildout should be completed in mid to
late October. He announced the Town Hall meeting hosted by Council Member Rob
Turner at Lou Walker Center.
XII. CITY ATTORNEY COMMENTS:
Attorney Laura Cosgray said they are currently working on the notice letter to Dekalb
County and the IGA with Dekalb for the elections. She also said upcoming is an
Ordinance for Chapters 1 and 2, Purchasing Policy, Chapters 7,9,14,16 and 24.
Attorney Pincher's Office is working on Energy Excise Tax.
XIII. MAYOR AND COUNCIL COMMENTS:
Council Member Cobble had no comments.
Council Member George Turner had no comments.
Council Member Adoma spoke on the Hank Johnson and Georgia Literacy and GED
Gradation Program and Citywide project with DeKalb County.
Council Member Clanton commended the staff and invited everyone to visit City Hall.
Council Member Rob Turner left the meeting at 11 :45am.
Mayor Lary spoke on the progress of the city, the appointment of the Judges,
appointment of the representative to the East Metro DIC, International business and no
pay raise for Mayor and Council.
XIV. ADJOURNMENT:
Council Member Clanton made a motion to adjourn the meeting with Mayor Lary
providing the second. The motion carried unanimously at 12:15pm.
