CITY OF STONECREST, GEORGIA Honorable Mayor Jason Lary, Sr. Council Member Jimmy Clanton, Jr. – District 1 Council Member Rob Turner- District 2 Council Member Jazzmin Cobble – District 3 Council Member George Turner- District 4 Council Member Diane Adoma – District 5 CITY COUNCIL MEETING MINUTES September 5, 2017 10:00 a.m. Stonecrest Library 3123 Klondike Road, Lithonia, Georgia I. CALL TO ORDER: Mayor Jason Lary II. ROLL CALL: All Present III. INVOCATION: Council Member Rob Turner IV. PLEDGE OF ALLEGIANCE: V. PUBLIC COMMENTS: Percy Brooks spoke on National Distribution of Heating and Air. Faye Coffield thanked Code Enforcement Officer Kirkland. She spoke on her belief that Bernard Knight had run background checks on her, appointments made in the city and the franchise fees by Snapping Shoals Electric. John Evans spoke on cityhood and how the Mayor and Council should think. Jeannette Mickle spoke against the franchise fee from Snapping Shoals Electric and issues at the Klondike Store. Joel Thibadeaux spoke on the removal of Confederate Monuments in the City of Stonecrest Mayor Lary asked Mr. Knight if he had anything to say regarding the statement from Faye Coffield. Mr. Knight said he would like to speak and said he has not run a background check on Mrs. Coffield, she is mistaken. VI. MINUTES: Approval of Minutes of the August 21, 2017 City Council Meeting Council Member George Turner said regarding Donna Coleman, she was not at the meeting, but there was a representative there for her. Also, add Mayor before Lary and Pam Stevenson should be Stephenson. Mayor Lary made a motion to approve the minutes with the necessary changes. Council Member George Turner provided the second. The motion carried unanimously. VII. ADOPTION OF THE CITY COUNCIL AGENDA: Council Adoma made a motion to move the Presentations before the Financial Management Policies Purchasing Policy. Council Member Rob Turner made the second. The motion carried unanimously VIII. AGENDA ITEMS: IX. New Business: 1. Ordinance to Adopt Chapter 1- General Provisions of the Code of Ordinances of the City of Stonecrest, Georgia Attorney Laura Cosgray gave an overview of the Ordinance to adopt Chapter 1- General Provisions. This was the First Read Only. 2. Ordinance to Adopt Chapter 2- Administration of the Code of Ordinances of the City of Stonecrest, Georgia Attorney Tom Kurrie gave an overview of the Ordinance to Adopt Chapter 2- Administration. This was the First Read Only. 3. Ordinance Adopting Chapter 24 Taxation, Article 1 to Adopt Insurance License Fees and premium Tax Regulations Attorney Kurrie gave and overview of the Ordinance Adopting Chapter 24- Taxation, Article 1 to Adopt Insurance License Fees and Premium Tax Regulation. This was the First Read Only. 4. Ordinance Adopting Fees for Annexation Applications for the City of Stonecrest Attorney Kurrie gave an overview of the Ordinance adopting Fees for Annexation Applications. This was the First Read Only. 5. Ordinance to Amend the Schedule of Fees for Business, Alcohol and other Licenses and Permits in the City of Stonecrest Attorney Kurrie gave an overview on the Ordinance to amend the Schedule of Fees for Business, Alcohol, Licenses and Permits. This was the First Read Only. 6. Ordinance to Amend Chapter 4-Alcoholic Beverages of the City of Stonecrest, Georgia Code of Ordinances Attorney Kurrie gave an overview of the Ordinance to amend Chapter 4- Alcoholic Beverage. This was the First Read Only. X. PRESENTATIONS: Mayor Lary recognized Council Member Jazzmin Cobble as the youngest city council person and the first female elected to the City of Stonecrest. He also recognized Brenda James as the City Clerk. He spoke on the Stonecrest Fest and introduced Charlotte Cain who is leading the Fest. He then introduced Sabrina Wright who is the new Director of Economic Development and Michael Hightower the contracting company for Economic Development. Mayor Lary spoke on two companies working with the City of Stonecrest; CH2M and stated they have a female President and John Funny of the Grice Consulting Group. 7. Financial Management Policies Purchasing Policy Attorney Kurrie gave an overview of the Financial Management and Purchasing Policy. No action was taken and it will come to the Work Session for more discussion. 8. Administrative Assistant for the City Council Michael Harris, City Manager said they are looking to hire one fulltime person for Administrative Assistant to the Council by the end of the year and then they will look at the 2018 budget later. 9. Change of Appointment to the Zoning Board of Appeals Council Member Cobble made a motion to appoint Sonya Hicks to the Board of Appeals to replace Stacy Thibadeaux with Council Member George Turner providing the second. The motion carried unanimously. XI. CITY MANAGER COMMENTS: City Manager, Michael Harris spoke on the importance of the Franchise Fees to the City of Stonecrest. He spoke on all the calls coming to the Assistant City Manager regarding those fees. He said the city had a press release ready to send to the citizens but Snapping Shoals sent one out before the city. XII. CITY ATTORNEY COMMENTS: Attorney Kurrie spoke on how critical the SPLOST and Intergovernmental Agreements are to the City of Stonecrest. He said he would like to undertake a study on the removal of confederate monuments. XIII. MAYOR AND COUNCIL COMMENTS: Council Member Cobble spoke on the District 3 Community Meeting, September 14th at Ousley United Methodist Church, a Community Cleanup at Farrington Road on September 16th and a meeting of the Dekalb Young Democrats on September 20th. Council Member George Turner spoke on the Fun Run on September 16th, the G-man Run for hypertension and the Think Tank on September 18th from 10:00 a.m. to 2:00 p.m. hosted by Congressman Hank Johnson. Council Member Adoma spoke on an investor looking at the corner of Klondike and Browns Mill, Congressman Hank Johnson’s Literacy Program, Smart City Forum at 6:00 p.m. on September 12th, Townhall meeting at 6:00 p.m. September 18th at Stonecrest Library and a Wine and Cheese Reception October 12th at the Start Up Factory. Council Member Clanton spoke on District One Community Meeting on September 9th at Fairview Baptist Church and a Townhall Meeting for anyone on September 11th. Council Member Rob Turner spoke on the 3 senior centers in Stonecrest; Alice Williams, Lou Walker and Panola Gardens. He announced there will be a meeting with the seniors on September 8th at Alice Williams Senior Center. Mayor Lary thanked everyone and said he appreciated the people working together for the City of Stonecrest. He said he spoke with the Mayor of Houston after the hurricane. He announced the City of Stonecrest will host the Georgia Association of Black Mayors in 2018. XIV. ADJOURNMENT: Council Member George Turner made a motion to adjourn the meeting at 12:15 p.m. with Council Member Rob Turner providing the second.
