I. CALL TO ORDER: Mayor Jason Lary
II. ROLL CALL: All Present
III. INVOCATION: Council Member Rob Turner
IV. PLEDGE OF ALLEGIANCE:
V. PUBLIC COMMENTS: Prior to the public comments the Clerk, Brenda James
read the Rules for Public Comments.
Faye Coffied inquired as to when Stonecrest will get their own Zip Code. She said she
and John Evans did not come to the last meeting together and said she has her issues
with the appointments but she means no harm to anyone on Council.
Harold Smith spoke on the lack of the agenda and minutes information on the city’s
website for the public.
VI. MINUTES: Approval of Minutes of the September 5, 2017 City Council Meeting
Mayor Lary stated on the first page of the minutes change the second sentence of Mrs.
Coffield’s statement to read “She spoke on her belief or claim that Bernard Knight had
run background checks on her”, and on the second page change the minutes to read
“Mr. Knight said no, he has not run a background check on Mrs. Coffield and she is
mistaken.”
Council Member George Turner made a motion to approve the minutes with the
changes. Council Member Adoma provided the second. The motion carried
unanimously.
VII. ADOPTION OF THE CITY COUNCIL AGENDA:
Mayor Lary asked to move #7 to item #1 and add SPLOST Bond Resolution and
Financing as #8. Council Member Rob Turner made a motion to adopt the agenda with
the changes. Council Member George Turner provided the second. The motion
carried unanimously.
VIII. PRESENTATIONS: There were no presentations.
IX. AGENDA ITEMS:
Approval of the Resolution in Support of the Dekalb Housing Authority to
Exercise its Powers within the City of Stonecrest for a Multifamily Housing Project
for Seniors.
City Manager, Michael Harris gave an overview of the project. Mr. Pete Walker,
CEO of the Dekalb Housing Authority also spoke. Mayor Lary said he and Mr.
Walker were classmates at Clark University.
Council Member Adoma made a motion to approve the Resolution in Support of
the Dekalb Housing Authority with Council Member George Turner providing the
second. The motion carried unanimously.
1. Adoption of the Ordinance to Adopt Chapter 1- General Provisions of the Code of
Ordinances of the City of Stonecrest, Georgia
Attorney Cosgray gave an overview of Chapter 1- General Provision of the Code.
Council Member Adoma made a motion to approve the Ordinance to Adopt
Chapter 1- General Provisions of the Code of the City of Stonecrest with Council
Member Rob Turner providing the second. The motion carried unanimously.
2. Adoption of the Ordinance to Adopt Chapter 2- Administration of the Code of
Ordinances of the City of Stonecrest, Georgia
Attorney Destiny Washington gave an overview of the changes made since the last
meeting. She stated the Ethic Policy would come at a later meeting.
Council Member Rob Turner made a motion to approve the Ordinance to Adopt
Chapter 2- Administration of the Code with Council Member George Turner
providing the second. The motion carried unanimously.
3. Adoption of the Ordinance Adopting Chapter 24 Taxation, Article 1 to Adopt
Insurance License Fees and premium Tax Regulations
Attorney Destiny Washington gave an overview of Chapter 24 Taxation.
Council Member George Turner made a motion to approve the Adoption of Chapter
24 Taxation with Council Member Adoma providing the second. The motion
carried unanimously.
4. Adoption of the Ordinance Adopting Fees for Annexation Applications for the City
of Stonecrest
Attorney Emily M. Preston gave an overview of the Fees for Annexation
Applications.
Council Member Rob Turner made a motion to approve the Ordinance Adopting
Fees for Annexation Applications with Council Member George Turner providing
the second. The motion carried unanimously.
5. Adoption of the Ordinance to Amend the Schedule of Fees for Business, Alcohol
and other Licenses and Permits in the City of Stonecrest
Attorney Emily M. Preston gave an overview of the Ordinance to amend the
schedule of fees.
Council Member George Turner made a motion to approve the Schedule of Fees
with Council Member Adoma providing the second. The motion carried
unanimously.
6. Approval of the Financial Management Policies Purchasing Policy
Attorney Destiny Washington gave an overview of Financial Management Policies.
Council Member Adoma made a motion to approve the Financial Management
Polices with Council Member Clanton providing the second. The motion carried
unanimously.
8. Discussion on the SPLOST/ Bond Resolution
Attorney Tom Kurie gave an overview of the SPLOST and a General Obligation
Bond and spoke on how both will impact the City of Stonecrest. He introduced
Susan Langford and James Garner of the Butler Snow LLP Group and Serena
Nowell of Fincher and Denmark. No Action was taken.
X. CITY MANAGER COMMENTS:
City Manager, Michael Harris explained there had been some complications regarding
the staff that post the agenda on the system, but they are currently working on it. He
said if you have questions about the agenda, please contact the City Clerk. He also
spoke on a meeting with the judges.
XI. CITY ATTORNEY COMMENTS: No Comments
XII. MAYOR AND COUNCIL COMMENTS:
Council Member Cobble thanked everyone for the community cleanup, and announced
on Wednesday, September 20th there will be a meeting of the Dekalb County Young
Democrats.
Council Member George Turner announced a District 4 meeting at Big Miller Grove
Baptist Church on September 21th.
Council Member Adoma left at 12:05pm
Council Member Clanton had no comments.
Council Member Rob Turner announced a Townhall Meeting for the SPLOST at the
Lou Walker Center on September 19th.
Mayor Lary spoke on two new committees, Arabian Mountain Advisory Board and
Citizens Mayor Council. He said the SPLOST meetings have been great because it is a
complicated subject. Mayor Lary announced the City of Stonecrest is bidding for
Amazon.
XIII. ADJOURNMENT:
Council Member Cobble made a motion to adjourn with Council Member Rob Turner
providing the second. The motion carried unanimously.
