CITY OF STONECREST, GEORGIA Honorable Mayor Jason Lary, Sr. Council Member Jimmy Clanton, Jr. – District 1 Council Member Rob Turner- District 2 Council Member Jazzmin Cobble – District 3 Council Member George Turner- District 4 Council Member Diane Adoma – District 5 CITY COUNCIL MEETING MIINUTES November 6, 2017 10:00 a.m. Stonecrest Library 3123 Klondike Road, Lithonia, Georgia I. CALL TO ORDER: Mayor Jason called the meeting to order II. III. ROLL CALL: Council Members Rob Turner and Jazzmin Cobble were absent. IV. INVOCATION: Mayor Lary V. PLEDGE OF ALLEGIANCE: VI. PUBLIC COMMENTS: Faye Coffield spoke on the changes in the Sports Complex, Comp Plan for the City of Stonecrest, Master Plan and using the name of the City of Stonecrest. VII. MINUTES: Council Member Adoma made a motion to approve the minutes of October 16, 2017 with Council Member George Turner providing the second. The motion carried unanimously. VIII. ADOPTION OF THE CITY COUNCIL AGENDA: Council Member George Turner made a motion to adopt the agenda with Council Member Clanton providing the second. The motion carried unanimously. IX. PUBLIC HEARING: 1. An Ordinance to Adopt the Budget for the Calendar Year of 2017 City Manager Michael Harris gave an overview of the budget. Council Member Clanton made a motion to open the Public Hearing on the Budget with Council Member George Turner providing the second. The motion carried unanimously. Speakers One citizen inquired about the software to be used. X. AGENDA ITEMS: 2. An Ordinance to Amend Chapter 2 (Administration) to Declare the need for the creation of a Development Authority for the City of Stonecrest. Attorney Destiny Washington gave an overview of the Ordinance to amend Chapter 2 Administration to create a Development Authority for the City of Stonecrest. First Read Only 3. An Ordinance Adopting Chapter 9 (Municipal Court) of the City of Stonecrest. Attorney Destiny Washington gave an overview of the Ordinance Adopting Chapter 9 for the Municipal Court of the City of Stonecrest. First Read Only 4. An Ordinance to Adopt Article IV—Cable Television Franchises in Chapter 8 Attorney Destiny Washington gave an overview of the Ordinance to Adopt Article IV for the Cable Television Franchises. First Read Only 5. Approval of the Official City of Stonecrest 2017 Holidays City Clerk Brenda James read the suggested holiday for 2017. Council Member Adoma made a motion to approve November 23rd, 24th, December 22nd, 25th and 29th as official holidays for the City of Stonecrest. Council Member George Turner provided the second. The motion carried unanimously. 6. Ratification of the Approval of the Proposal for the AV System for the Council Chambers Council Member George Turner made a motion to approve the contract with LMI in the amount of $29,749.00 for the AV System. Council Member Adoma provided the second. The motion carried unanimously. 7. Approval of the Council Commitment Form of the Retreat Council Member Adoma made a motion to approve the Council Vision/Mission Statement and Commitment form with Council Member Clanton providing the second. The motion carried unanimously. XI. CITY MANAGER COMMENTS: City Manager, Michael Harris said the city is working with Congressman Hank Johnson regarding the Post Office change for the City of Stonecrest. He introduced Lt. Dean the Police Liaison from Dekalb County working with Code Enforcement. He also introduced Mary Russell and Tiffany Adams staff support for the Mayor and Council. XII. CITY ATTORNEY COMMENTS: No Comments XIII. MAYOR AND COUNCIL COMMENTS: Council Member Clanton had no comments. Council Member Adoma announced at 6:00 on November 6, 2017 District 5 will be honoring the Veterans and Arabian Mountain ROTC scholars. She announced the launching of the Stonecrest Education Advisory Plan on November 17th and spoke on the continued focus of blighted properties. Council Member George Turner reminded everyone to vote. Mayor Lary spoke on the SPLOST and how voting for it would affect our future. He announced the grand opening of City Hall on November 11th at 12:00p.m. XIV. EXECUTIVE SESSION: Council Member Clanton made a motion to recess into Executive Session for a personnel matter with Council Member Adoma providing the second. The motion carried unanimously. Council Member Clanton made a motion to reconvene into the regular meeting with Council Member George Turner providing the second. The motion carried unanimously. XV. ADJOURNMENT: Council Member Adoma made a motion to adjourn the meeting with Council Member Clanton providing the second. The motion carried at 12:00p.m. WHEN AN EXECUTIVE SESSION IS REQUIRED, ONE WILL BE CALLED FOR THE FOLLOWING ISSUES: 1) PERSONNEL, 2) LITIGATION, 3) REAL ESTATE
