I. CALL TO ORDER: By Mayor Lary
II. ROLL CALL: All Members were present
III. INVOCATION: Pastor Edward Randolph, Union Missionary Baptist Church
IV. PLEDGE OF ALLEGIANCE:
V. PRESENTATIONS: Stonecrest Comprehensive Plan Kick Off & Mayor’s Presentation
Madolyn Spann of the Collaborative Group gave an overview of the Comprehensive Plan
and how it will define the city. She read the names of the members of the Steering
Committee and said the committee will consist of twenty members.
Mayor’s Presentation: Mayor Lary introduced the members of the Development Authority
Commission. Present was Antonio Render, Jim Kelly, Samuel Stuckley, Leighton Hall,
Bill Allen, Linda Hall, Sabrina Wright, Joe Coleman and Julius Lee. Dr. Cynthia Elliott
was absent. Mayor Lary introduced former Senator Doug Stoner. Mr. Stoner said he had
been the Vice Chairman and associated with the Smyrna Development Authority for over
twenty-five years. He also said the Development Authority can do many things for the
city. Afterward Mayor Lary presented a power point presentation on the SPLOST.
VI. ADOPTION OF THE CITY COUNCIL AGENDA:
City Manager Michael Harris said he would like to add Budget Transfer as #10 to the
agenda and Resolution for Certification of Election Results for SPLOST as #11. Council

Member Adoma made a motion to adopt the agenda with the additional of the two items
#10 and #11 with Council Member George Turner providing the second. The motion
carried unanimously.
VII. PUBLIC HEARINGS:
1. Rezoning (RZ 18-0001) 1882 Coffee Road Tract A
Nicole Dozier, Director of Community Development gave an overview of
the Rezoning (RZ 18-0001- 1882 Coffee Road Tract A. Afterwards,
Council Member Clanton made a motion to open the Public Hearing with
Council Member Adoma providing the second. The motion carried
unanimously.

A rebuttal was given by Bernard Knight for the applicant.
Mayor Lary made a motion to close the public hearing with Council
Member Rob Turner providing the second. The motion carried
unanimously.
There was much discussion between the Mayor and Council concerning the
health of the community, what will be developed on the property, area of
usage for M1 and M2, change of owners in the property and the trust factor.
Ms. Dozier gave overview of what type of companies can be in M2 Zoning.
Council Member Clanton made a motion to approve the rezoning of Coffee
Road with the conditions presented by Attorney Knight with Council
Member George Turner providing the second.
Council Member Adoma made a motion to defer the rezoning. The motion
died for the lack of a second.
A vote was taken on the original motion to approve the rezoning with
Council Members George Turner, Jimmy Clanton and Mayor Lary voting

“yes”. Council Members Rob Turner, Jazzmin Cobble and Diane Adoma
voted “no”. The motion fails.
2. Parking Industrial Text Amendment (TMOD 18-0002)
Nicole Dozier, Director of Community Development gave an overview of
the Parking Industrial Text Amendment. Josh Reed, Land Development
Inspector for the City of Stonecrest gave further information.
Council Member Adoma made a motion to open the Public Hearing with
Council Member Rob Turner providing the second. The motion carried
unanimously.

Council Member Rob Turner made a motion to close the Public Hearing
with Council Member Adoma providing the second. The motion carried
unanimously.
There was much discussion regarding gravel and the catch basin.
Afterwards, Council Member Clanton made a motion to defer the item with
Council Member Adoma providing the second. The motion carried
unanimously.
3. Special Land Use Permit (SLUP 17-0002) 3185 Evans Mills Road
Council Member George Turner made a motion to open the Public Hearing
with Council Member Adoma providing the second. The motion carried
unanimously.

Rebuttal by the applicant.
Council Member Adoma made a motion to close the Public Hearing with
Council Member George Turner providing the second. The motion
carried unanimously.
There was much discussion regarding the neighbors not being satisfied,
numbers needed for child care center and difference in home and project
address of applicant.
After much discussion, Council Member Adoma made a motion to deny the
Special Land Use Permit (SLUP 17-0002) at 3185 Evans Mill Road with
Council Member George Turner providing the second. The motion
carried unanimously.
4. Special Land Use Permit (SLUP 18-0001) 5951 Fairington Farms Lane
Nicole Dozier gave an overview of the Special Land Use Permit (SLUP 18-
0001).
Council Member George Turner made a motion to open the Public Hearing
with Council Member Rob Turner providing the second. The motion
carried unanimously.

Council Member Clanton made a motion to close the Public Hearing with
Council Member Adoma providing the second. The motion carried
unanimously.

There was much discussion amongst the Mayor and Council regarding this
not being a rezoning of the property, letter from applicant received from
DeKalb County, number of children on property, number of staff on
property, weather there is a business license from DeKalb County and State
of Georgia, incidents with children and community, DFAC children.
After the discussion Mayor Lary made a motion to defer this item to the
May meeting. The motion died for the lack of a second.
Council Member Cobble made a motion to deny the SLUP 18-0001 with
Council Member Adoma providing the second. Council Members Clanton,
Rob Turner and Mayor Lary voted no. Council Members George Turner,
Cobble and Adoma voted yes. The motion failed.
Council Member George Turner made another motion to defer and the
motion died for the lack of a second.
Council Member Cobble made a motion to approve the SLUP 18-0001 with
Council Member Clanton providing the second. Council Members Clanton,
Rob Turner and Mayor Lary voted yes. Council Member Adoma, Cobble
and George Turner voted no. The motion failed.
VIII. PUBLIC COMMENTS:
Patricia Willis spoke on the Spring Festival on June 6th at the Mall of Stonecrest.
Faye Coffield thanked the Mayor and Council for listening to the residents, and the placing
of rezoning signs.
IX. MINUTES: Approval of Minutes of the City Council Meeting of February 19, 2018,
Council Meeting of March 19, 2018 and Special Called Meeting of March 21, 2018
Council Member George Turner made a motion to approve the minutes of February 19,
2018 with Council Member Adoma providing the second. The motion carried
unanimously.
Council Member Rob Turner made a motion to approve the minutes of March 19, 2018
with Council Member George Turner providing the second. The motion carried
unanimously.
Council Member Rob Turner made a motion to approve the minutes of the Special Called
Meeting of March 21, 2018 with Council Member Adoma providing the second. The
motion carried unanimously.

5. Ordinance for Amendment to Pouring Hours (Incorporating Dekalb’s recent
changes)
Mayor Lary made a motion to approve the Ordinance for Amendment to Pouring
Hours with Council Members Adoma providing the second. Council Members Rob
Turner, Adoma and Mayor Lary voted yes and Council Members George Turner,
Clanton and Cobble voted no. The motion failed.
6. Ordinance to Amend the Building Permit Fee Schedule and Land Development Fee
Schedule in the City of Stonecrest
This was the First Read Only.
New Business:
7. Execution of Comprehensive SPLOST Management Contract with Grice
Consulting Group LLC
Council Member Rob Turner made the motion for the Execution of Comprehensive
SPLOST Management Contract with Grice Consulting Group. Council Member
Cobble provided the second.
Mayor Lary made a substitute motion to entertain multi RFQ’s and providers for
the SPLOST Management. Council Member Adoma provided the second. Council
Members Adoma, Clanton and Mayor Lary voted yes, and Council Members
Cobble, Rob Turner and George Turner voted no. The motion failed.
Council Member Clanton made a substitute motion for the RFQ process for
someone to oversee the SPLOST Management as Project Manager. Mayor Lary
provided the second. Council Member Clanton and Mayor Lary voted yes. Council
Members Cobble, Rob Turner, George Turner and Adoma voted no. The motion
failed.
After much discussion the vote returned to the original motion for the Execution of
Comprehensive SPLOST Management Contract with Grice Consulting Group.
Council Members George Turner, Clanton and Mayor Lary voted no and Council
Members Rob Turner, Adoma and Cobble voted yes. The motion failed.

8. Adjustment to the Authorized Spending Limit for the Mayor and City Manager
Council Member Cobble made a motion to change the spending authority of the
City Manager back to $25,000.00 with Council Member Rob Turner providing the
second.
Mayor Lary made a substitute motion to set a policy for change in the spending
limit with Council Member Clanton providing the second. Council Members
Clanton and Mayor Lary voted yes and Council Members Rob Turner, George
Turner, Adoma and Cobble voted no. The motion failed.
The vote was taken on the original motion to lower the spending authority to
$25,000.00 with Council Members Clanton and Mayor Lary voting no and Council
Members Cobble, Adoma, Rob Turner and George Turner voting yes. The motion
passed.
9. Resolution Delegating and Authorizing the Mayor to Sign Certificate of Payments
of Costs in Appeals from Chapter 27 of Special Land Use Permit Decisions
Council Member George Turner made a motion to approve the Resolution
delegating and authorizing the Mayor to sign Certificate of Payments of Cost in
Appeals from Chapter 27 of Special Land Use Permit Decisions. Council Member
Clanton provided the second. The motion carried unanimously.
10. Budget Transfer
Council Member Cobble made a motion to move $45,000.00 from Council Salary
to Economic Development with Council Member Adoma providing the second.
The motion carried unanimously.
11. Resolution of the City of Stonecrest for Certification of Elections Results
Council Member Clanton made a motion to approve the Resolution of the City of
Stonecrest for Certification of the SPLOST Election Results with Council Member
Adoma providing the second. The motion carried unanimously.

Council Member Adoma made a motion to adjourn the meeting at 1:00am with Council
Member George Turner providing the second. The motion carried unanimously.
