CALL TO ORDER: Mayor Lary, Council Members Clanton, Rob Turner and George Turner were present at roll call. Council Member Adoma arrived at 9:30am and Council Member Cobble was absent. II. ROLL CALL: Brenda James, Interim City Clerk III. INVOCATION: Council Member Rob Turner IV. PLEDGE OF ALLEGIANCE: V. ADOPTION OF THE CITY COUNCIL AGENDA: VI. PRESENTATIONS: Mayor Lary read the following Proclamation into the record. Proclamation Whereas, Helping Oppressed Mothers Endure Inc. (H.O.M.E.) was organized in 2015 as a 501(c)3 nonprofit organization established to help single mothers thrive while working and/or going to school and 1 Whereas Carolyn Watson established this H.O.M.E. to aid single mothers in rebuilding their lives after divorce, domestic violence, abuse, incarceration, and various forms of hardship—providing new and gently used furniture as means of starting over and Whereas in 2016, H.O.M.E. was named ‘Outstanding Charity’ by the Trinity Awards and Special Whereas in 2017, H.O.M.E. received worldwide recognition by the Colin Kaepernick Foundation for its mission of fighting oppression and making a difference in the community and Whereas H.O.M.E. Inc. will host its 4th Annual Run/Walk-a-Thon in Stonecrest at Arabia Mountain Park on Saturday, June 9th and Therefore, be it proclaimed that the Mayor and City Council congratulate and support Carolyn Watson and the staff of H.O.M.E. Inc., and I hereby recognize Saturday, June 9, 2018, as Helping Oppressed Mothers Endure Day in Stonecrest In Witness Whereof, I have hereunto set my hand and caused the Seal of the City of Stonecrest, Georgia to be affixed this 5th day of June 2018 ______________________________________ Jason Lary, Mayor Dr. Barbara Lee introduced Ms. Harris and announced she is the Volunteer of the Year at Salem Middle School. Ms. Harris presented an award to Council Member George Turner for their appreciation and his commitment to Salem Middle School Band who performed at Carnegie Hall. Council Member George Turner said this is not about him it is about the children. VII. PUBLIC COMMENTS: Faye Coffield spoke on the noise on Chaparral Way, Rockdale’s mufti-use facility and the Sports Complex. Brenda Ausberry spoke against the Short-Term Vacation Rentals item. 2  Brenda Herman, spoke against the Short-Term Vacation Rental item. Ruth Floyd spoke and presented a petition against Short-Term Vacation Rentals and Bed and Breakfast. VIII. MINUTES: Approval of Minutes of the Special Called Meeting of May 3, 2018 and City Council Meeting of May 21, 2018 Special Called Minutes of May 3, 2018 Council Member Adoma said under the City Attorney comments where she states the provisions she mentioned special circumstance because of the lack of a quorum and it is not in the minutes and she also stated the legal organ said she got the notice posted at 1:52pm. The City Clerk stated the special circumstances were in the minutes and the Attorney did not say anything about 1:52p.m. Council Member George Turner made a motion to defer the Special Called Minutes until the next meeting with Council Member Adoma providing the second. The motion carried unanimously. City Council Minutes of May 21, 2018 Council Member Adoma made a motion to approve the minutes with Council Member Turner providing the second. The motion carried unanimously. IX. AGENDA ITEMS: 1. An Ordinance Amending Chapter27 Article IX Definitions to Define Short Term Vacation Rentals City Attorney Emily M. Preston gave an overview. Mayor Lary made a motion to defer the Ordinance amending Chapter 27 Article IX back to the Planning Commission with Council Member Adoma providing the second. The motion carried unanimously. 2. An Ordinance Amending Chapter 27, Article V Adding Supplemental Use Regulations for Short Tern Vacation Rentals City Attorney Emily M. Preston gave an overview. 3  Council Member Clanton made a motion to defer the Ordinance amending Chapter 27 Article V back to the Planning Commission with Council Member Rob Turner providing the second. The motion carried unanimously. 3. An Ordinance to Amend Chapter 27, Article IV Use Table to Add Provisions for Short Term Vacation Rentals City Attorney Emily M. Preston gave an overview. Council Member Clanton made a motion to defer the Ordinance amending Chapter 27 Article IV back to the Planning Commission with Council Member Rob Turner providing the second. The motion carried unanimously. 4. An Ordinance Adopting Chapter 18 Nuisances City Attorney Emily M. Preston gave an overview. Council Member Clanton made a motion to approve the Ordinance Adopting Chapter 18 – Nuisances with Council Member George Turner providing the second. The motion carried unanimously. 5. An Ordinance Amending Chapter 15 Business Licenses to add Articles VII, XI, XIII and IVII City Attorney Emily M. Preston gave an overview and corrected the number or IVII to XVII. Council Member Adoma made a motion to approve the Ordinance Amending Chapter 15 Business Licenses to add Articles VII, XI, XIII, and XVII with Council Member Georgia Turner providing the second. The motion carried unanimously. 6. Ordinance to Amend Section 2.15(a) of Article II of the City Charter City Attorney Emily Preston explained this item was advertised for adoption at the June 18, 2018 meeting. Council Member George Turner made a motion to defer this item until the next Council Meeting with Council Member Adoma providing the second. The motion carried unanimously. 7. Amendment to the Intergovernmental Agreement for the HOST /EHOST 4  Attorney To, Kurrie explained that when the original agreement was adopted it included the City of Dunwoody who has since decided not to participate. Council Member George Turner made a motion to approve the amendment to the Intergovernmental Agreement for the HOST/EHOST with Council Member Clanton providing the second. The motion carried unanimously. X. CITY MANAGER COMMENTS: None Comments XI. CITY ATTORNEY COMMENTS: City Attorney tom Kurrie said regarding the negotiation with Grice Consulting he has reached out to the Attorney Bruce Brown but he has not received anything from him. He also sent him a copy of the agreement for professional services. He said there will be a meeting on tomorrow at 2:00pm in City Hall and he has requested, and the Mayor has concurred that the City Manager, Assistant City Manager and Council Member George Turner participate as the group that will negotiate the contract to bring back to Council. XII. MAYOR AND COUNCIL COMMENTS: Council Member Adoma announced on June 16th there will be Coffee and Conversation at 9:00am at the Hilton Hotel and on June 28th at 6:00p.m. there will be a Comprehensive Planning Meeting at New Birth Missionary Baptist Church. Council Member George Turner announced on June 9th he will be attending the Winchester Community Unity Event and on June 16th there will be a Comprehensive Planning Meeting at 10:00am at Big Miller Grove, 3800 Miles E. Fowler Way. Council Member Clanton announced on June 9th District 1 will have their monthly Community Leadership meeting at 10:00 at Fair hill Baptist Church at Redan Road June 16th from 10:00 -12:00 at the Library there will be a discussion on the Airbnb’s. and finally, on June 16th the NAACP will have their Juneteenth function at Porter Sanford. Council Member Rob Turner announced on June 7th at the Lou Walker Senior Center on Panola Road there will be a Comprehensive Planning Meeting from 5:30 to 7:30p.m. and on June 9th annual Dekalb County Community Breakfast and the Greater Travelers Rest Baptist Church House of Hope. 5  City Manager, Michael Harris announced on June 16th there will be Recycling Cart Event at City Hall from 9:00am to 12:00p.m. Small carts are free and large ones are $15.00. Also, June 16th will be Council Member Clanton’s birthday. Mayor Lary introduced the new employees Elliott Maddox, Communications Coordinator and Al Franklin. Community Affairs Manager and the City Attorney Interns. He spoke on the Sports Complex and said it is an independent opportunity where people are spending their own money and are not breaking the law, so they can work at their pace and we cannot demand anything from them. He further said we had a great State of the City and it will be on the website hopefully by tomorrow. XIII. ADJOURNMENT: Council Member Rob Turner made a motion to adjourn the City Council Meeting with Council Member George Turner providing the second. The motion carried unanimously. XIV.
