CALL TO ORDER: Mayor Jason Lary II. ROLL CALL: All Present III. INVOCATION: Council Member Rob Turner IV. PLEDGE OF ALLEGIANCE: V. ADOPTION OF THE CITY COUNCIL MEMBER AGENDA: Council Member Adoma made a motion to adopt the agenda with Council Member Rob Turner providing the second. The motion carried unanimously, VI. PRESENTATIONS: Proclamation Whereas, Lambert Chiropractic and Wellness Center, P.C. opened its doors 13 years ago under the leadership of Dr. Secora Lambert with the challenge of educating the community on detrimental lifestyles, proper hydration, physical activity, stress management, sleeping habits, and chiropractic care; and Whereas Lambert Chiropractic and Wellness Center, P.C. has been recognized as one of the best small businesses in Stonecrest because of its staff’s focus on a holistic approach to health, fitness, and wellness; and 1 Whereas Lambert Chiropractic and Wellness Center, P.C. has been named a winner of The 2018 American Small Business Championship by SCORE, the nation’s largest network of volunteer, expert business mentors; and Whereas Lambert Chiropractic and Wellness Center, P.C. was one of only two winners from Georgia and one of 102 national winners of The 2018 American Small Business Championship by SCORE; and Whereas Lambert Chiropractic and Wellness Center, P.C. is also eligible to win one of three additional $15,000 grand prizes by being named SCORE’s Grand Champion. Therefore, be it proclaimed that the Mayor and City Council Member congratulate and support Dr. Secora Lambert and the staff of Lambert Chiropractic and Wellness Center, P.C. and I hereby recognize Monday, June 18, 2018, as Lambert Chiropractic and Wellness Center, P.C. PUBLIC HEARINGS: 1. Industrial Parking Modifications TMOD 18-002 Nicole Dozer, Director of Planning and Development gave a presentation regarding the Industrial Parking Modification, TMOD 18-002. Council Member George Turner made a motion to open the Public Hearing for the Industrial Parking Modifications TMOD 18-002 with Council Member Adoma providing the second. The motion carried unanimously. Spoke in Favor No One 2 Spoke Against: Attorney Bernard Knight spoke for the client. He presented to Council Member a Preservation of Constitution Rights by Kelly Land Company and made a Power Point presentation. Attorney David Kirk, Troutman Sanders Mayor Lary extended the time to 10 minutes for both sides. Council Member George Turner made the motion to close the Public Hearing with Council Member Adoma providing the second. The motion carried unanimously. There was much discussion between Mayor and Council Member. This was the first reading only. 2. Special Land Use Permit SLUP 18-003 Nicole Dozier, Planning and Development Director gave a presentation regarding the Special Land Use Permit SLUP 18-003. Council Member Adoma made a motion to open the Public Hearing for the Special Land Use Permit SLUP 18-003 with Council Member Rob Turner providing the second. The motion carried unanimously. Spoke in Favor: Faye Coffield Spoke Against: No One Council Member George Turner made the motion to close the Public Hearing for the Special Land Use Permit SLUP 18-003 with Council Member Rob Turner providing the second. The motion carried unanimously. Council Member George Turner made a motion to approve the Special Land Use permit SLUP 18-003 with Council Member Adoma providing the second. The motion carried unanimously. 3 VIII. PUBLIC COMMENTS: Faye Coffield spoke on Airbnb’s. IX. MINUTES: Approval of Minutes of the Special Called Meeting of May 3, 2018 and City Council Member Meeting of June 6, 2018 Council Member George Turner made a motion to approve the minutes of May 3, 2018 with Council Member Rob Turner providing the second. Council Member Adoma said she would like me to add the date to the 1:52 time in the minutes. The City Clerk reminded her the minutes were verbatim. The motion carried unanimously. Council Member Adoma made a motion to approve the minutes of June 6, 2018 with Council Member George Turner providing the second. The motion carried unanimously. X. AGENDA ITEMS: 3. Resolution Amending the 2018 Planning and Zoning Calendar Council Member Adoma made a motion to approve the Resolution Amending the 2018 Planning and Zoning Calendar with Council Member Cobble providing the second. There was discussion of November 6th being election day and the meeting should be changed to November 7th. Council Member Adoma made a substitute motion to approve the Resolution changing the meeting from November 6th to November 7th with Council Member Rob Turner providing the second. The motion carried unanimously. Council Member Cobble made a motion to accept the substitute motion with Council Member Rob Turner providing the second. The motion carried unanimously. 4. Ordinance to Amend Section 2.15(A) of Article II to Allow the Passage of an Ordinance related to Zoning and Land Use on the First Read. Council Member Rob Turner made a motion to adopt the Ordinance to Amend Section 2.15(A) of Article II to Allow the Passage of an Ordinance related to Zoning and Land Use to pass on the First Read. Council Member George Turner provided the second. The motion carried unanimously. 5. Internal Auditor 4 Mayor Lary made a motion to reappoint Joel Thibodeaux the Internal Auditor for the City of Stonecrest with Council Member Clanton providing the second. The motion carried unanimously. 6. Ordinance for the Letter of Credit Agreement for Stonecrest Center, LLC Ashley Capital. First Read Only 7. Ordinance Adopting the City of Stonecrest Travel Policy and Procedures This was the first reading and the item was sent back to Work Session. 8. An Ordinance Adopting Chapter 14- Land Development Council Member George Turner made a motion to approve the Ordinance Adopting Chapter 14 – Land Development with Council Member Adoma providing the second. The motion carried unanimously. 9. Intergovernmental Agreement with DeKalb County for Tax Billing and Collections Council Member Adoma made a motion to approve the Intergovernnmental Agreement with DeKalb County for Tax Billing and Collection with Council Member George Turner providing the second. The motion carried unanimously. XI. CITY MANAGER COMMENTS: City Manager, Michael Harris said staff has been working on the Airbnb’s and have issued some citations. He also spoke on the completion of the Audit and work being done on the CAFR. He said a contract has been signed with LD Square to work with the Development Authority. XII. CITY ATTORNEY COMMENTS: City Attorney Emily M. Preston said there is a need for a brief Executive Session. XIII. MAYOR AND COUNCIL MEMBER COMMENTS: Council Member Cobble said there was a fantastic Comprehensive Plan Meeting and staff did a great job, 169-170 rolling carts were exchanged on Saturday and there will be another one held at the Lou Walker Center. 5 Council Member Rob Turner announced his quarterly townhall meeting on June 28th at the Lou Walker Center from 6:30pm to 8:00p.m. Council Member Clanton had no comments. Council Member George Turner announced a Comprehensive Plan Meeting will be held at Big Miller Groove on Saturday and a survey can be taken online. Council Member Adoma said they recently formed a partnership with DeKalb Realtors Association, have taken a full tour of District 5, have a Grant Writing Team, the Farm to Table Concept, Comprehensive Plan Meeting at New Birth on June 28th at 6:00pm, July 17th a Townhall Meeting at the Library, Developers Meeting in July and in October there will be a Fall Kids Health Festival and would like the entire Mayor and Council to attend. Remember July 24th runoff election. George Turner made a motion to move into Executive Session for litigation with Council Member Adoma providing the second. The motion carried unanimously. XIV. EXECUTIVE SESSION: Council Member Adoma made a motion to come out of Executive Session and reconvene back into the regular meeting with Council Member Rob Turner providing the second. The motion carried unanimously. XV. ADJOURNMENT: Council Member Cobble made a motion to adjourn the meeting with Council Member Rob Turner providing the second.
