CALL TO ORDER: Mayor Jason Lary II. ROLL CALL: Council Member Jazzmin Cobble was absent. III. INVOCATION: Invocation was led by Pastor C. L. May of more than Conquerors Church. IV. PLEDGE OF ALLEGIANCE V. AWARDS AND HONORS VI. APPROVAL OF THE COUNCIL AGENDA: Motion 1- was made by Council Member Rob Turner to approve the agenda and was seconded by Council Member Jimmy Clanton. Motion passed unanimously. VII. MINUTES: Motion 2- was made by Council Member George Turner to approve the Council Meeting Minutes from September 23, 2019 and Council Member Rob Turner gave the second.. Motion passed unanimously. 1  Motion 3- was made by Council Member George Turner to approve the Council Meeting Minutes from October 3, 2019 and Council Member Rob Turner gave the second.. Motion passed unanimously. VIII. PRESENTATIONS: None. IX. PUBLIC COMMENTS: None. X. APPOINTMENTS: None. XI. PUBLIC HEARINGS: 1. SLUP 19-003 6764 Hill Creek Cove Chris Wheeler, Planning and Zoning Director, briefly overviewed the Staff Recommendations along with the Planning Commissions recommendations to approve SLUP- 19-003 with 7 conditions (see staff report.) Motion 4- was made by Council Member Jimmy Clanton to open the Public Hearing and seconded by Council Member George Turner. Motion passed unanimously. Ms. Lisa Foster spoke in favor of approving the Public that spoke in Opposition: None Motion 5- was made by Council Member Jimmy Clanton to close the Public Hearing and was seconded by Council Member George Turner. Motion passed unanimously. Motion 6- was made by Council Member Jimmy Clanton to approve SLUP-19-003 with conditions listed in the staff report and a second was provided by Council Member George Turner. Motion passed unanimously. 2  XII. NEW BUSINESS: 1. Final Plat- Parks of Stonecrest Pod D Phase 1 Motion 7- was made by Council Member Jimmy Clanton to defer discussion until October 28, 2019 Work Session and defer decision until October 28, 2019 City Council Meeting and a second was provided by Council Member George Turner. Motion passed unanimously. XIII. OLD BUSINESS: 1. Capital Asset Policy Discussion by Joel Thibodeaux and Julian Jackson Motion 8- was made by Council Member George Turner to approve the Resolution as read and was seconded by Council Member Rob Turner. Motion passed unanimously. XIV. EXECUTIVE SESSION: WHEN AND EXECUTIVE SESSION IS REQUIRED, ONE WILL BE CALLED FOR THE FOLLOWING ISSUES: 1) PERSONNEL, 2) LITIGATION, 3) REAL ESTATE None. XV. CITY MANAGER COMMENTS: No comments. XVI. CITY ATTORNEY COMMENTS: No comments XVII. MAYOR AND COUNCIL COMMENTS: Council Member Rob Turner- Invited the Public to come to the Entertainment Expo on October 19 at North DeKalb Mall. Council Member Jimmy Clanton- Very proud of the Grand Opening at Browns Mill Park and the Grand Opening of the Double Scoops Council Member George Turner Enjoyed the 5K Run to Outrun Cancer at Arabia Mountain on October 12 3  Mayor Jason Lary- Please with the decision of the Personal Care Home. Just came back from the doctor and no cancer was detected. Fairington Road Fence was repaired today. A young entrepreneur received her business license today. XVIII.
