SPECIAL CALLED MEETING MINUTES
July 24, 2017

I. CALL TO ORDER: Mayor Jason Lary
II. ROLL CALL: All members present
III. ADOPTION OF THE AGENDA:
Council Member Adoma made a motion to adopt the agenda with Council Member
Clanton providing the second. The motion carried unanimously.
IV. AGENDA ITEMS:
1. Review and Approval of the Tax Anticipation Note Proposals
Mr. Ed Walls of Piper Jaffrey made the presentation. He read all the banks that
were asked to bid. He said some were not comfmiable with new cities, some said
the amount was too small and others just did not want to bid. He announced the
winner of the bid was Iberia Bank. They are willing to loan the city a nontaxable
amount of$579,000 with 2.92% interest and a taxable amount up to $1,000,000.00
with 4.33%. He said this TAN will be a line of credit and funds can be pulled down
when needed. He also said with the list of our revenues and expenses we should
net $64,000.00 at the end of the year. After much discussion Council Member
Clanton made the motion to adopt an Ordinance Authorizing the issuance and sale
of a Tax-Exempt Tax Anticipation Note in the principle face amount of up to
$579,000.00 and a Taxable Tax Anticipation Note in the principal face amount of
up to $1,000,000.00. Council Member George Turner provided the second. The
motion carried unanimously.
2. Amendment to the Hotel, Motel Tax Ordinance
City Attorney Kurrie gave an overview of the hotel, motel taxes. He said the city
must change from 8% to 5% because to have 8% the city would have to go before
the state legislature. Council Member Adoma made a motion to adopt the
amendment to the Hotel, Motel Tax Ordinance changing the tax from 8% to 5%
with Council Member Rob Turner providing the second. The motion carried
unanimously.
3. Soil Erosion, Sedimentation and Pollution Control Ordinance- First Read

4. Discussion on the Role of the City Council Members
City Attorney Kurrie spoke on the role of Councilmembers. He said their role
includes; Passing laws by ordinance and resolution consistent with the charter, levy
taxes, regulate land use, borrow money, provide for fines and penalties, establish
policies, department, purchasing, ethics and budget procedures, make inquiries and
investigations of staff, create district advisory committees, confirm appointments
of the Mayor, nominate and elect Mayor Pro Tempore, Internal Auditor and
Independent Auditors. He also said Council is prohibited from conflict of interest
such as, employment by other cities or counties and interference with or giving
orders to any staff members either publicly or privately.
V. ADJOURNMENT:
Council Member Cobble made a motion to adjourn the meeting at 7:05pm with Council
Member Rob Turner providing the second. The motion carried unanimously.
