CITY OF STONECREST, GEORGIA CITY COUNCIL SPECIAL CALLED MEETING – MINUTES 3120 Stonecrest Blvd., Stonecrest, GA 30038 Monday, June 09, 2025 at 12:00 PM Mayor Jazzmin Cobble Council Member Tara Graves - District 1 Council Member Terry Fye - District 2 Council Member Alecia Washington - District 3 Mayor Pro Tem George Turner - District 4 Council Member Tammy Grimes - District 5 _____________________________________________________________ Citizen Access: Stonecrest YouTube Live Channel I. CALL TO ORDER: George Turner, Mayor Pro-Tem The meeting began at 12:06pm. II. ROLL CALL: Sonya Isom, City Clerk All members were present with the exception of Councilmember Alecia Washington & Councilmember Tammy Grimes. III. AGENDA ITEMS a. PUBLIC HEARING Citizens wishing to participate and comment during the public hearing portion of the meeting may comment in person. You may also submit your request including your full name, address, position on the agenda item you are commenting on (for or against) via email to cityclerk@stonecrestga.gov by 2 pm the day of the Public Hearing to be read into the record at the meeting. A zoom link for the meeting will be sent to you. When it is your turn to speak, please state your name, address and relationship to the case. There is a ten (10) minute time limit for each item per side during all public hearings. Only the applicant may reserve time for rebuttal. For Discussion/Public Hearing - Proposed 2025 Millage Rate - Eric Hawkins, Revenue Manager Presentation by Revenue Manager, Eric Hawkins, on behalf of the Finance Department. There was a review of the Notice of Property Tax Increase, including Page 1 of 3 City Council Special Called Meeting - Agenda Monday, June 09, 2025 at 12:00 PM It was stated, if the proposed millage is ceased, the city is required to There was a review of computation of millage, stating . There was an additional review of the current tax digest and five-year History of Levy, stated if adopted Mayor Cobble gave an explanation of some of the information presented by Revenue Manager Hawkins, including the millage rate and stating the city remains at the same rate it has been at the last four years. Motion – made by Councilmember Terry Fye to open public hearing for the Proposed 2025 Millage Rate. Second by Councilmember Tara Graves. Motion passed 3-0 with Councilmembers A. Washington & T. Grimes being absent. In Favor Dennis Meeks Wanda Collier ?? In Opposition N/A Motion – made by Councilmember Terry Fye to close the public hearing for the Proposed 2025 Millage Rate. Second by Councilmember Tara Graves. Motion passed 3-0 with Councilmembers A. Washington & T. Grimes being absent. Mr. Hawkins addressed questions asked by citizens, commenting that He also gave an explanation of what a millage rate is and what it is used for. Citizens can contact DeKalb County’s Tax Assessor’s office for questions regarding taxes. Mayor Cobble stated the government collects the millage. It is used across city services to support government services. Millage rate is the levy on property tax. Manager Hawkins stated all cities are going through the same exercise at this time. IV. EXECUTIVE SESSION (When an executive session is required, one will be called for the following issues: 1) Personnel, 2) Litigation, 3) Real Estate, 4) Cyber Security V. ADJOURNMENT Motion – made by Councilmember Terry Fye to adjourn the meeting. Second by Councilmember Tara Graves. Motion passed 3-0 with Councilmembers A. Washington & T. Grimes being absent. The meeting adjourned at 12:37pm.
