CITY OF STONECREST, GEORGIA Special Administrative Permit (SAP) Public Hearing Summary Minutes March 17, 2026, at 3:30 P.M. *IN-PERSON MEETING Planning-zoning@stonecrestga.gov Stonecrest's YouTube Broadcast Link Citizens wishing to actively participate and comment during the public hearing portion of the meeting may comment in person. You may also submit your request, including your full name, address, and position on the agenda item you are commenting on (for or against) via email to Planning-Zoning@stonecrestga.gov by 5 pm the day before the Public Hearing to be read into the record at the meeting. When it is your turn to speak, please state your name, address, and relationship to the case. There is a three (3) minute time limit for each speaker submitting or reading a public comment. Individuals will be held to established time limits. Only the applicant may reserve time for rebuttal. I. CALL TO ORDER AND INTRODUCTIONS: Senior Planner – Ramona Eversley Zoning Deputy Director Ellis Still was in attendance. II. REVIEW OF THE PURPOSE AND INTENT OF THE SPECIAL ADMINISTRATIVE PERMIT PUBLIC HEARING AND RULES OF CONDUCT: Senior Planner – Ramona Eversley III. Case(s) for Discussion: Senior Planner – Ramona Eversley presented an overview of case SA26-010. LAND USE PETITION: SA26-010 PETITIONER: Tyrone Major of Major Perspective Photography LLC. LOCATION: 6293 Cathedral Lane PETITIONER’S REQUEST: The petitioner is seeking a Special Administrative Permit (SAP) to operate as a Type 1 Home Occupation for administrative office use for an off-site photography business. Tyrone Major, the applicant, stated that he is an (offsite) photographer and that he will only be using the office space in his home to edit photos. Senior Planner – Ramona Eversley presented an overview of case SA26-011. LAND USE PETITION: SA26-011 PETITIONER: Adam Stumbo of Rare Plant LLC. LOCATION: 6686 Old Covington Road PETITIONER’S REQUEST: The petitioner is seeking a Special Administrative Permit (SAP) to operate as a Type 1 Home Occupation for administrative office use for  CITY OF STONECREST, GEORGIA an off-site agriculture consultant business. Adam Stumbo, the applicant, stated that he and his wife are agricultural consultants who travel to nurseries to observe the operations. Samples from them may be sent out, but his home will just be used as office space. Joyce Pierce, a resident, stated that she was concerned about whether there would be an increase in activity from the home and that she wanted confirmation on the type of business proposed. Ramona Eversley (Senior Planner) relayed the regulations for a Type 1 Home Occupation. IV.
