STORY CITY, IOWA November 16, 2020
Mayor Jensen called the council meeting to order on Monday, November 16, 2020,
at 7:00 pm in City Hall.
Present: Mayor Jensen, Administrator Jackson, Attorney Larson
Council Members: Ostrem, Phillips, Solberg, O’Connor via telephone, and
Sporleder
Motion by Sporleder, seconded by Solberg, to amend the agenda by removal of
administrative item A Preliminary Discussion on the Fiscal Year 2021-22 Budget –
EDC, GCC, Golf Course, and Historical Society.

Nay: None
Motion Carried.
Motion by Sporleder, seconded by Ostrem, to approve the November 2, 2020
regular meeting minutes.

LEGAL ITEMS
A) ORDINANCE NO. 305 – AMENDING CHAPTER 160 OF THE CODE
OF ORDINANCES OF THE CITY OF STORY CITY, IOWA, TO
ESTABLISH FLOODPLAIN MANAGEMENT, SECOND READING
Administrator Jackson explained that floodplain maps for the city have been
updated and the ordinance needs to be updated to be consistent with state
and federal rules and regulations.
Motion by Ostrem, seconded by Phillips, to approve Ordinance No. 305 –
Amending Chapter 160 of the Code of Ordinances of the City of Story City,
Iowa, to Establish Floodplain Management, Second Reading

B) ORDINANCE NO. 306 – AMENDING THE CODE OF ORDINANCES
OF THE CITY OF STORY CITY, IOWA, BY AMENDING
PROVISIONS PERTAINING TO STANDARD PENALTY, SECOND
READING
Administrator Jackson explained that ordinances 306, 307, and 308 are
related to updates to the state code and the city ordinances need to be
updated to be consistent.
Motion by Solberg, seconded by Phillips, to approve Ordinance No. 306 –
Amending The Code Of Ordinances Of The City Of Story City, Iowa, By
Amending Provisions Pertaining To Standard Penalty, Second Reading

C) ORDINANCE NO. 307 – AMENDING THE CODE OF ORDINANCES
OF THE CITY OF STORY CITY, IOWA, BY AMENDING
PROVISIONS PERTAINING TO TOBACCO USE, SECOND
READING
Motion by Phillips, seconded by Ostrem, to approve Ordinance No. 307 –
Amending The Code Of Ordinances Of The City Of Story City, Iowa, By
Amending Provisions Pertaining To Tobacco Use, Second Reading

D) ORDINANCE NO. 308 – AMENDING THE CODE OF ORDINANCES

READING
Motion by Ostrem, seconded by Solberg, to approve Ordinance No. 308 –
Amending the Code of Ordinances of the City of Story City, Iowa, by
Amending Provisions Pertaining to Animal Control, Second Reading

E) RESOLUTION NO. 20-102 – OBLIGATING FUNDS FROM THE
URBAN RENEWAL TAX REVENUE FUND FOR
APPROPRIATIONS TO THE PAYMENT OF ANNUAL
APPROPRIATION TAX INCREMENT FINANCED OBLIGATIONS
WHICH SHALL COME DUE IN THE NEXT SUCCEEDING FISCAL
YEAR
Motion by Sporleder, seconded by O’Connor, to approve Resolution No. 20-
102 – Obligating Funds from the Urban Renewal Tax Revenue Fund for
Appropriations to the Payment of Annual Appropriation Tax Increment
Financed Obligations Which Shall Come Due in the Next Succeeding Fiscal
Year

F) RESOLUTION NO. 20-103 – APPROVING THE URBAN RENEWAL
AREA (TIF) REPORT
After review it was noted that there are a few minor changes.

103 – Approving the Urban Renewal Area (TIF) Report

General discussion of COVID-19 measures and precautions as well as
programs including recreational, facility rentals, and library.
MAYOR AND CITY COUNCIL COMMENTS REGARDING
NON-AGENDA ITEMS
• CM Ostrem: there are beavers affecting the trees on the golf course
• CM Phillips: offering an opportunity to thank electric municipal
workers for their hard work
• Administrator Jackson: paving should start this week on the
Timberland Dr. project
• Clerk Slifka: new email addresses for mayor, council members, and
city employees; will also be updated on website
There being no further business before council the meeting adjourned at 7:52 p.m.
