STORY CITY, IOWA December 6, 2021 Mayor Jensen called the council meeting to order on Monday, December 6, at 7:00 pm at the Community Center. Present: Mayor Jensen, Administrator Jackson, Attorney Fred Larson Council Members, Ostrem, Phillips, Solberg, O’Connor Absent: Sporleder Also Present: Jenny Nelson, Story City Recreation and Aquatics Director Motion by O’Connor, seconded by Phillips, to approve the agenda. Aye: Ostrem, Phillips, Solberg, and O’Connor Nay: None Motion Carried. Motion by Solberg, seconded by Ostrem, to approve the November 15, 2021 regular meeting minutes. Aye: Ostrem, Phillips, Solberg, and O’Connor Nay: None Motion Carried. CITIZEN APPEARANCE None. LEGAL ITEMS A) RESOLUTION NO. 21-96 – SETTING DATE FOR A PUBLIC HEARING ON DESIGNATION OF THE EXPANDED STORY CITY CONSOLIDATED URBAN RENEWAL AREA AND ON URBAN RENEWAL PLAN AMENDMENT Administrator Jackson presented information on the proposed expansion and amendment to the consolidated urban renewal area. Motion by Ostrem, seconded by O’Connor, to approve Resolution No. 21-96 – Setting Date for a Public Hearing for January 3, 2022, on Designation of the Expanded Story City Consolidated Urban Renewal Area and on Urban Renewal Plan Amendment Aye: Ostrem, Phillips, Solberg, and O’Connor Nay: None Motion Carried. B) RESOLUTION NO. 21-97 – APPROVING AND ADOPTING POLICE DEPARTMENT POLICIES Motion by Phillips, seconded by Solberg, to approve Resolution No. 21-97 – Approving and Adopting Police Department Policies Aye: Ostrem, Phillips, Solberg, and O’Connor Nay: None Motion Carried. C) ORDINANCE NO. 321 – INCREASING FINE FOR IMPROPER USE OF A PERSONS WITH DISABILITIES PARKING PERMIT BY AMENDING SECTION 70.03 OF THE CODE OF ORDINANCES, SECOND READING Motion by Ostrem, seconded by O’Connor, to approve Ordinance No. 321 – Increasing Fine for Improper Use of a Persons With Disabilities Parking Permit by Amending Section 70.03 of the Code of Ordinances, Second Reading Aye: Ostrem, Phillips, Solberg, and O’Connor Nay: None Motion Carried. ADMINISTRATIVE ITEMS A) Proposed Swimming Pool Wages for 2022 Jenny Nelson recommended proposed wages and other items at the swimming pool for the 2022 season. General discussion was held by council. Motion by Solberg, seconded by Phillips, to approve Proposed Swimming Pool Wages and other items for 2022 as presented and recommended. Aye: Ostrem, Phillips, Solberg, and O’Connor Nay: None Motion Carried. B) Approve Payment of Economic Development Grant Payment to Fairview Development, LLC for Timberland Ridge Subdivision Administrator Jackson presented information about the agreement between the City and Fairview Development. Motion by Solberg, seconded by Ostrem, to Approve Payment of Economic Development Grant Payment in the amount of $263,442.35 to Fairview Development, LLC for Timberland Ridge Subdivision Aye: Ostrem, Phillips, Solberg, and O’Connor Nay: None Motion Carried. C) Approve Fiscal Year 2021-22 Property Tax Rebate Payment to Winfield Solutions Administrator Jackson presented information on the agreement between the City and Winfield Solutions. Council had general discussion. Motion by O’Connor, seconded by Ostrem, to Approve Fiscal Year 2021-22 Property Tax Rebate Payment to Winfield Solutions in the amount of $93, 619. Aye: Ostrem, Phillips, Solberg, and O’Connor Nay: None Motion Carried. PERMITS None MAYOR & CITY COUNCIL AGENDA ITEMS A) Residential Tax Abatements: 1. Adam Lande – 1213 Wicks Way Motion by Phillips, seconded by O’Connor, to approve Residential Tax Abatement - Adam Lande – 1213 Wicks Way Aye: Ostrem, Phillips, Solberg, and O’Connor Nay: None Motion Carried. APPROVAL OF BILLS AND CLAIMS Motion by O’Connor, seconded by Solberg, to approve bills and claims. Aye: Ostrem, Phillips, Solberg, and O’Connor Nay: None Motion Carried. MAYOR AND CITY COUNCIL COMMENTS REGARDING NON-AGENDA ITEMS Administrator Jackson: - Kwik Star has some site plan questions for the City - Pre-Bid conference is Dec 7th for the City Hall renovations - There is a 7:15 a.m. school meeting on Dec 7th regarding their bond issue - The ballfields project is moving forward CM Solberg: - What is the status of the grocery store process?
