Story City, Iowa August 19, 2024 Mayor Jensen called the council meeting to order on Monday, August 19, 2024, at 6:00 p.m. in the City Hall. Present: Mayor Jensen, Administrator Jackson, Attorney Larson, Council Members Ostrem, Phillips, O’Connor, and Sporleder Absent: Solberg Also Present: Nicole Engelhardt (EDC) and Shanon McKinley (GCC) Motion by Sporleder, seconded by O’Connor, to approve the amended agenda, deleting under Mayor and City Council Agenda Items B) City Hall Second Floor Flooring. Aye: Ostrem, Phillips, O’Connor, and Sporleder Nay: None Motion Carried. Motion by Ostrem, seconded by Phillips, to approve the amended August 5, 2024 regular meeting minutes with the following amendments: 1) Motion by Sporleder, seconded by O’Connor to amend the agenda to include Administrative Item C) Approve Construction Pay Application No. 5 for the 2022 Water Main Improvement Project, and 2) Motion by Phillips, seconded by Solberg, to approve the July 16, 2024 Regular Meeting Minutes and July 24, 2024 Special Meeting Minutes. Aye: Ostrem, Phillips, O’Connor, and Sporleder Nay: None Motion Carried. CITIZEN APPEARANCE None LEGAL ITEMS A) Resolution No. 24-55 – Approving Amendment No. 1 to 28E Agreement for Combined Law Enforcement Operations Motion by Ostrem, seconded by O’Connor, to approve Resolution No. 24-55 Approving Amendment No. 1 to 28E Agreement for Combined Law Enforcement Operations Aye: Ostrem, Phillips, O’Connor, and Sporleder Nay: None Motion Carried. B) Resolution No. 24-56 – Accepting Work of Contractor on Carousel Park Ballfield Fencing Project Motion by Phillips, seconded by Sporleder, to approve Resolution No. 24-56 Accepting Work of Contractor on Carousel Park Ballfield Fencing Project Aye: Ostrem, Phillips, O’Connor, and Sporleder Nay: None Motion Carried. C) Resolution No. 24-57 – Provide for Notice on the Proposed Plans, Specifications, Form of Contract, and Estimate of Cost for the 2024 Water Main Project, and the Taking of Bids Motion by Ostrem, seconded by Phillips, to approve Resolution No. 24-57 Providing for Notice on the Proposed Plans, Specifications, Form of Contract, and Estimate of Cost for the 2024 Water Main Project, and the taking of Bids. The public hearing will be held on September 16th at 6:00 p.m. and bids will be due by September 11th at 2:00 p.m. Aye: Ostrem, Phillips, O’Connor, and Sporleder Nay: None Motion Carried. D) Resolution No. 24-58 – To Fix a Date for a Public Hearing on Proposal To Enter into a General Obligation Sewer Improvement Loan and Disbursement Agreement and to Borrow Money Thereunder in a Principal Amount Not to Exceed $5,000,000 Administrator Jackson reviewed information with the Mayor and City Council on this part of the financing for the wastewater treatment plant project. The public hearing will be held on September 3rd at 6:00 p.m. Motion by Sporleder, seconded by O’Connor, to approve Resolution No. 24-58 – To Fix a Date for a Public Hearing on Proposal to Enter into a General Obligation Sewer Improvement Loan and Disbursement Agreement and to Borrow Money thereunder in a Principal Amount Not to Exceed $5,000,000. E) Ordinance No. 350 – Amending the Code of Ordinances by Amending Provisions Pertaining to Bond Requirements, First Reading Motion by O’Connor, seconded by Ostrem, to approve Ordinance No. 350 Amending the Code of Ordinances by Amending Provisions Pertaining to Bond Requirements, First Reading Aye: Ostrem, Phillips, O’Connor, and Sporleder Nay: None Motion Carried. F) Ordinance No. 351 – Amending the Code of Ordinances by Amending Provisions Pertaining to Electronic Meetings, First Reading Motion by Sporleder, seconded by Phillips, to approve Ordinance No. 351 Amending the Code of Ordinances by Amending Provisions Pertaining to Electronic Meetings, First Reading. Aye: Ostrem, Phillips, O’Connor, and Sporleder Nay: None Motion Carried. G) Ordinance No. 352 – Amending the Code of Ordinances by Amending Provisions Pertaining to Operating Budget Preparation, First Reading Motion by Ostrem, seconded by O’Connor, to approve Ordinance No. 352 Amending the Code of Ordinances by Amending Provisions Pertaining to Operating Budget Preparation, First Reading. Aye: Ostrem, Phillips, O’Connor, and Sporleder Nay: None Motion Carried. H) Ordinance No. 353 – Amending the Code of Ordinances by Amending Provisions Pertaining to Publication of Minutes, First Reading Motion by Phillips, seconded by Sporleder, to approve Ordinance No. 353 Amending the Code of Ordinances by Amending Provisions Pertaining to Publication of Minutes, First Reading. Aye: Ostrem, Phillips, O’Connor, and Sporleder Nay: None Motion Carried. I) Ordinance No. 354 – Amending the Code of Ordinances by Amending Provisions Pertaining to Fire Officials Authority to Cite Violations, First Reading Motion by Sporleder, seconded by O’Connor, to approve Ordinance No. 354 Amending the Code of Ordinances by Amending Provisions Pertaining to Fire Officials Authority to Cite Violations, First Reading Aye: Ostrem, Phillips, O’Connor, and Sporleder Nay: None Motion Carried. J) Ordinance No. 355 – Amending the Code of Ordinances by Adding a New Section Pertaining to Adult Establishment Nuisances, First Reading Motion by Ostrem, seconded by Phillips, to approve Ordinance No. 355 Amending the Code of Ordinances by Adding a New Section Pertaining To Adult Establishment Nuisances, First Reading. Aye: Ostrem, Phillips, O’Connor, and Sporleder Nay: None Motion Carried. K) Ordinance No. 356 – Amending the Code of Ordinances by Amending Provisions Pertaining to Pedestrian’s Right-of-Way, First Reading Motion by O’Connor, seconded by Phillips, to approve Ordinance No. 356 Amending the Code of Ordinances by Amending Provisions Pertaining to Pedestrians’ Right-of-Way, First Reading Aye: Ostrem, Phillips, O’Connor, and Sporleder Nay: None Motion Carried. ADMINISTRATIVE ITEMS A) Approve Construction Pay Applications: 1) Carousel Park Ballfield Fencing Project – No.5/Final, and 2) Bertha Bartlett Public Library Addition and Renovation Project – No. 6 Motion by O’Connor, seconded by Ostrem, to approve construction pay Applications for the Carousel Park Ballfield Fencing Project No.5/Final in the amount of $20,912.30 and Bertha Bartlett Public Library Addition and Renovation Project No. 6 in the amount of $183,098.42. Aye: Ostrem, Phillips, O’Connor, and Sporleder Nay: None Motion Carried. B) Review Financial Highlights for Fiscal Year 2023-24 Administrator Jackson reviewed with the Mayor and City Council the Financial highlights for the 2023-24 Fiscal Year. PERMITS A) Liquor: 1. River Bend Golf Course – 720 Forest Ave 2. Carousel Lanes – 215 W. Broad Street Motion by Phillips, seconded by Sporleder, to approve liquor permits Aye: Ostrem, Phillips, O’Connor, and Sporleder Nay: None Motion Carried MAYOR AND CITY COUNCIL AGENDA ITEMS A) Sewer Bill Adjustment – 1013 Lafayette Ave Motion by O’Connor, seconded by Sporleder, to approve the sewer bill adjustment for 1013 Lafayette Ave Aye: Ostrem, Phillips, O’Connor, and Sporleder Nay: None Motion Carried. B) Set Next Regular City Council Meeting for Tuesday, September 3rd Motion by Sporleder, seconded by O’Connor, to schedule the next regular City Council Meeting for Tuesday, September 3rd at 6:00 p.m. Aye: Ostrem, Phillips, O’Connor, and Sporleder Nay: None Motion Carried. APPROVAL OF BILLS AND CLAIMS Motion by Sporleder, seconded by O’Connor, to approve payment of bills and claims. Aye: Ostrem, Phillips, O’Connor, and Sporleder Nay: None Motion Carried. COMMENTS REGARDING NON-AGENDA ITEMS Shanon McKinley, GCC, requested that road closure for the community block party to be held on September 5th be changed from the 500 block of Pennsylvania Ave to the 500 block of Broad St. General consensus of the Mayor and City Council was approval. CM Ostrem reported on the irrigation system that was recently installed at the golf course. There being no further business before the council the meeting was adjourned at 6:32 p.m. ATTEST: Mark A.
