Story City, Iowa May 19, 2025 Mayor Jensen called the council meeting to order on Monday, May 19, 2025, at 4:00 p.m. in the City Hall. Present: Mayor Jensen, Administrator Jackson, Attorney Larson Council Members: Ostrem, Phillips, Solberg, and Sporleder Absent: O’Connor Also Present: Joe Lucas, Parks and Recreation Superintendent; Nicole Engelhardt, ACT Insurance; Shanon McKinley, GCC Motion by Ostrem, seconded by Phillips, to approve the agenda. Aye: Ostrem, Phillips, Solberg, and Sporleder Nay: None Motion Carried. Motion by Sporleder, seconded by Solberg, to approve the May 5, 2025 regular meeting minutes. Aye: Ostrem, Phillips, Solberg, and Sporleder Nay: None Motion Carried. PUBLIC HEARINGS A) Proposed Amendment to the Fiscal Year 2024-25 Budget Mayor Jensen opened the public hearing. With no public comment, Mayor Jensen closed the public hearing. LEGAL ITEMS A) Resolution No. 25-27 – Approving and Adopting an Amendment to the Fiscal Year 2024-25 Budget Motion by Ostrem, seconded by Sporleder, to Approve Resolution 25-27 Aye: Ostrem, Phillips, Solberg, and Sporleder Nay: None Motion Carried. B) Resolution No. 25-28 – Setting a Date of Meeting at Which it is Proposed to Approve a Development Agreement with Fareway Stores, Inc., Including Annual Appropriation Tax Increment Payments Motion by Solberg, seconded by Phillips, to approve Resolution 25-28 Aye: Ostrem, Phillips, Solberg, and Sporleder Nay: None Motion Carried. C) Consideration of Bids for the Rich Olive Street Improvements Project Administrator Jackson reported that the City is working on completing some steps for the Federal and State funding on this project and the bids are not ready for consideration. Motion by Solberg, seconded by Sporleder, to table until June 3, 2025 meeting. Aye: Ostrem, Phillips, Solberg, and Sporleder Nay: None Motion Carried. D) Ordinance No. 361—Amending Section 99.07 of the Code of Ordinances to Amend the Sewer User Charge for Sewer only Customers, Waive Two Readings and Proceed to Final Reading. Council Member Phillips introduced Ordinance No. 361 – Amending Section 99.07 of the Code of Ordinances to Amend the Sewer User Charge for Sewer only Customers, Waive Two Readings and Proceed to Final Reading Motion by Sporleder, seconded by Solberg, to adopt Ordinance 361. Aye: Ostrem, Phillips, Solberg, Sporleder Nay: None Motion Carried. The Mayor declared the motion duly carried and declared that the ordinance had been given its initial consideration. Motion by Ostrem, seconded by Phillips, to suspend the provision requiring an ordinance to be considered and voted on at two meetings prior to the meeting at which it is finally passed, pursuant to 380.3 of the Iowa Code. Aye: Ostrem, Phillips, Solberg, and Sporleder. Nay: None. Motion carried. The Mayor declared the provision requiring an ordinance to be considered at two meetings prior to passage be suspended. Motion by Phillips, seconded by Ostrem, to approve Ordinance No. 361 – Amending Section 99.07 of the Code of Ordinances to Amend the Sewer User Charge for Sewer only Customers, Waive Two Readings and Proceed to Final Reading Aye: Ostrem, Phillips, Solberg, and Sporleder. Nay: None. Motion carried. ADMINISTRATIVE ITEMS A) Approve Construction Pay Applications and Change Orders: 1. Bertha Bartlett Public Library Addition and Renovation Project Pay Application No. 15 2. I-35 Business Park North Water and Sanitary Sewer Project Phase 1 Pay Application No. 4 Motion by Solberg, seconded by Ostrem, to approve Bertha Bartlett Public Library Addition and Renovation Project Pay App No. 15 for $136,295.05 and I-35 Business Park North Water and Sanitary Sewer Project Phase 1 Pay App No. 4 for $29,046.25. Aye: Ostrem, Phillips, Solberg, and Sporleder Nay: None Motion Carried. B) Request Authorization to Purchase Truck for Parks and Recreation Department Joe Lucas presented information about the request and answered questions. Motion by Phillips, seconded by Solberg, to approve the request for an estimated cost of $44,830.20. Aye: Ostrem, Phillips, Solberg, and Sporleder Nay: None Motion Carried. PERMITS A) Liquor: 1. Dolgencorp – 1543 Broad St. (Tabled from May 5th Meeting) Motion by Phillips, seconded by Solberg, to Table motion to approve Dolgencorp Liquor permit pending notification of current fire marshal inspection. Aye: Ostrem, Phillips, Solberg, and Sporleder Nay: None Motion Carried. B) Tobacco: 1. Caseys – 1625 Broad St. 2. H&S Stores – 622 Broad St. Motion by Ostrem, seconded by Phillips approve Tobacco Permits for Caseys and H&S Stores Aye: Ostrem, Phillips, Solberg, and Sporleder Nay: None Motion Carried. MAYOR & CITY COUNCIL AGENDA ITEMS A) Residential Tax Abatement: Michael and Sara Truesdale- 1209 Wicks Way Motion by Sporleder, seconded by Phillips, to approve Abatement Aye: Ostrem, Phillips, Solberg, and Sporleder Nay: None Motion Carried. B) Request to have chickens- Christina and Berry Saunders, 719 Elm Motion by Phillips, seconded by Ostrem, to approve request. Aye: Ostrem, Phillips, Solberg, and Sporleder Nay: None Motion Carried. APPROVAL OF BILLS AND CLAIMS Motion by Phillips, seconded by Ostrem, to approve payment of bills and claims. Aye: Ostrem, Phillips, Solberg, and Sporleder Nay: None Motion Carried. PUBLIC COMMENTS REGARDING NON-AGENDA ITEMS • Nicole Englehardt shared that the Scandinavian Days Committee is looking for a large generator to use during the event. MAYOR, CITY COUNCIL, AND CITY STAFF COMMENTS REGARDING NON-AGENDA ITEMS • Administrator Jackson stated that the City may want to consider a public measure in this year’s municipal election that would allow non-residents to serve on the Library Board. • CM Ostrem presented an interest in upgrading the exterior of the Carousel Baseball Diamond concession stand.
