Story City, Iowa July 21, 2026 Mayor Jensen called the council meeting to order on Tuesday, July 21, 2026, at 6:00 p.m. in the City Hall. Present: Mayor Jensen and Administrator Jackson Council Members: Ostrem, Phillips, O’Connor, Abrams Absent: Solberg Also Present: Motion by O’Connor, seconded by Ostrem, to approve the agenda. Aye: Ostrem, Phillips, O’Connor, Abrams Nay: None Motion Carried. Motion by Ostrem, seconded by Abrams, to approve the July 7, 2026 regular meeting minutes Aye: Ostrem, Phillips, O’Connor, Abrams Nay: None Motion Carried. LEGAL ITEMS A) Resolution No. 26-50-- Accepting Work of Contractor on North Park Restroom Building Project Motion by Phillips, seconded by Abrams, to approve Resolution 26-50. Aye: Ostrem, Phillips, O’Connor, Abrams Nay: None Motion Carried. B) Resolution No. 26-51 – Establishing Strategic Priority Goals Motion by Abram, seconded by O’Connor, to approve Resolution 26-51. C) Ordinance No. 375 – Amending Chapter 166 of the Code of Ordinances Pertaining to Electronic Message Boards, Second Reading Motion by Phillips, seconded by Ostrem, to approve Ordinance 360. Aye: Ostrem, Phillips, O’Connor, Abrams Nay: None Motion Carried.  ADMINISTRATIVE ITEMS A) Approve Construction Pay Applications and Change Orders: 1. B) Review Financial Highlights for Fiscal Year 2025-26 Administrator Jackson presented a review. Mayor and Council discussed. PERMITS A) Liquor: 1. Yesway – 527 Park Ave 2. Norse Nest – 301 Washington St. Motion by Abrams, seconded by O’Connor, to approve Yesway – 527 Park Ave And Norse Nest – 301 Washington St. Aye: Ostrem, Phillips, O’Connor, Abrams Nay: None Motion Carried. MAYOR & CITY COUNCIL ITEMS A) Sidewalk Improvement Application: 1. Kevin and Peg Patterson – 342 Hillcrest Dr 2. Kallie Weber – 713 Park Ave Motion by Ostrem, seconded by O’Connor, to approve. B) Request from Bertha Bartlett Public Library to Close Broad Street from Park Ave to Elm Ave on August 18th from 6:30 p.m. to 7:00 p.m. Motion by Abrams, seconded by Phillips, to table the request pending further information. Aye: Ostrem, Phillips, O’Connor, Abrams Nay: None Motion Carried.  APPROVAL OF BILLS AND CLAIMS Motion by Ostrem, seconded by Phillips, to approve bills and claims. MAYOR, CITY COUNCIL, AND CITY STAFF COMMENTS REGARDING NON-AGENDA ITEMS • Administrator Jackson: What is the council opinion on data centers? The issue is being discussed in cities across the state. o Mayor and Council shared various opinions and perspectives • CM Phillips: Discussed e-bike and scooter regulations. o Administrator Jackson: we can put this on the next agenda for discussion • CM Ostrem: There are a number of trees that have branches hanging over the sidewalks.
