Capital Improvement Plan (CIP) Committee of the City of Stoughton Wednesday, August 23, 2023 at 7:00 p.m. The meeting was a hybrid meeting located in the City Council chambers of the Public Safety Building at 321 S. Fourth St as well as concurrently held via Zoom. Committee members present: Regina Hirsch (Chair), Phil Caravello, Greg Jenson, Tom Majewski, Lisa Reeves, Jonathon Schroerlucke, Brett Schumacher and Tim Swadley (ex-officio) Members absent: None Guests present: Brandon Hill (remote), Dave Ehlinger, Dan Glynn (remote), Brett Hebert (remote), Dan Jenks, John Montgomery, Daniel Payton (remote), Jim Ramsey (remote) and Rodney Scheel 1. Call to order – Hirsch called the meeting to order at 7:00 p.m. 2. Roll call and verification of quorum – All members were present. 3. Certification and compliance with open meetings law – Hirsch indicated the meeting was properly noticed. 4. Approval of minutes from August 17, 2023 - Motion by Majewski/Reeves to approve the minutes as drafted. 5. Communications a. Badger Book update 08-18-2023 – Ehlinger recapped Christen’s email regarding Badger Books questions raised at the August 17, 2023 meeting. b. Asphalt Zipper update 08-18-2023 – Ehlinger indicated that the Capital Improvement Plan v7 had been updated with the updated amounts. General conversation on the topic occurred. 6. Mill rate versus tax levy dollars – Ehlinger went through his PowerPoint regarding mill rate calculations and various examples of the effects on each property tax dollar changes. General discussion occurred. 7. CIP Budget overview v6 – Ehlinger recapped several changes that were made from version six to version seven. 8. Departmental presentations of Capital Improvement Plan a. Planning and Development – Scheel went through his various requests. General conversation on the topic occurred. 9. Discussion and possible action regarding Capital Improvement Plans a. City of Stoughton – Capital Improvement Plan v6 b. City of Stoughton – Construction Capital Improvement Plan v2 The committee went through the various department requests: ● Motion by Majewski/Jenson to include funding for the Power House Building for (a) repair and re-roof at $50,000, (b) tuck pointing at $65,000) and (c) additional building repair costs at $200,000 with the $315,000 funding coming from debt issue. General discussion on the topic occurred. The motion passed 7-1 with Reeves voting against the motion. ● General discussion occurred about potentially charging Stoughton Utilities and Stoughton Area School District for proposed road work outside the waste water facility and bus depot, respectively. By consensus, no action was taken. ● City Clerk – No questions were raised. ● Emergency Medical Services – By consensus, it was agreed that American Rescue Plan Act (ARPA) funds would be used for purchase of the ambulance chassis, along with the related state grants, in calendar year 2024. ● Recreation Programs – General discussion on the various projects occurred. Ehlinger indicated that Ehlers did not express any concerns with the requested amounts. ● Public Works – Motion by Majewski/Schroerlucke to amend the Capital Improvement Plan to has the city welcome signs funding come from debt issue rather than ARPA funds. The motion passed 7-0. ● Police – No questions were raised. ● Information Technology – No questions were raised. ● Fire – No questions were raised. ● Planning & Development – No questions were raised. 10. Finalize and approve Construction Capital Improvement Plan 2024-2028 11. Finalize and approve Capital Improvement Plan 2024-2028 – Motion by Jenson/Schumacher to recommend approval to the Common Council for (a) Streets and Storm Water Construction v3 at $5,876,832 and (b) general Capital Improvement Plan v7 at $11,196,643 for total debt issuance of $17,073,475. The motion passed 7-0. 12. Adjourn – Motion by Jenson/Reeves to adjourn at 8:54 p.m. The motion passed 7-0. Respectfully submitted, David P.
