PARKS AND RECREATION COMMITTEE MINUTES Date & Time: Tuesday, June 16, 2026, at 6:00 pm Location: In Person at Public Works Building or Virtual: Teams Members Present: Regina Hirsch, Phil Caravello, Patrick Butler, Mike Vienneau, Sandra Black, Nicole Dewitt, Tim Swadley, and Tony King Guests: Bob Wahlin, Reijo Wahlin, and Sue Vanderbilt (Stoughton Trailers, Inc.) Call to Order Chair Hirsch called the meeting to order at 6:01 pm. Roll Call Roll call was conducted. Quorum was present. All members were in attendance. Approval of Minutes from May 19, 2026 Motion by Vienneau to approve the May 19, 2026 minutes, seconded by Butler. Motion carried 6-0. Stoughton Trailers Community Park Fundraising Discussion The Committee moved this agenda item forward to accommodate guests from Stoughton Trailers, Inc. Bob Wahlin provided an overview of fundraising efforts and expectations related to the Stoughton Trailers Community Park project. Discussion topics included fundraising strategies, participation expectations from STI, future press releases, third-party fundraising opportunities, potential in-kind donations from STI, establishment of a 501(c)(3) organization, and the use of a fundraising subcommittee. Closed Session Motion by Vienneau, seconded by Hirsch, to convene in closed session pursuant to Wisconsin State Statute §19.85(1)(e) for deliberations regarding the STI Letter of Intent. Motion carried by roll call vote, 6-0. Reconvene in Open Session Motion by Butler, seconded by Vienneau, to reconvene in open session pursuant to Wisconsin State Statute §19.85(2). Motion carried 6-0. Superintendent Report King reviewed the June Superintendent Report, including updates on River Park, Mandt Park, Greg Standard Legacy Park, Teigen Farms Park, and the Stoughton Comprehensive Plan. Butler asked about aeration operations at City ponds. Discussion followed regarding pond aeration and management practices. Dewitt asked about the draft Comprehensive Plan Natural Resources chapter. The Committee discussed reviewing the chapter and agreed to place the Comprehensive Plan review on the July agenda as a future agenda item. Shelter Fees Review King reviewed the shelter fee adjustments and rationale outlined in the memorandum provided to the Committee. Discussion included fee comparisons with surrounding communities and increased operational and maintenance costs. Motion by Black to affirm the shelter fee increases, seconded by Dewitt. Motion carried 6-0. Future Agenda Items • Capital Improvement Plan (CIP) • Monthly Budget Review • STI Contract • Stoughton Comprehensive Plan Review Adjourn Motion by Butler to adjourn, seconded by Caravello. Motion carried 6-0. Meeting adjourned at 8:27 pm.
