Tuesday, April 9, 2024 - 6:00 P.M.
CALL TO ORDER:
Chairman Danko called the meeting to order at 6:00 P.M.
ROLL CALL: Members present: Harry Godfrey, Scott Scheuer, Theresa Solon Wargo, and Daniel Danko,
Chairman.
Members absent: Dean Chalkey, Jeff Hatzer, and Janette Strabala.
Staff present: Jeremy Palm, City Engineer and Patricia Henderson, City Clerk.
MINUTES: Approval of the minutes of the regular meeting of February 13, 2024.
Chairman Danko requested a motion and second to approve the minutes from the February 13, 2024 meeting.
MOTION: Godfrey made a motion to approve the minutes; seconded by Scheuer.
ROLL: Ayes: Godfrey, Scheuer, Solon Wargo, Chairman Danko.
Absent: Chalkey, Hatzer, and Strabala.
PUBLIC COMMENTS:
There were none.
NEW BUSINESS
1. PUBLIC HEARING Regarding the petition of Robinson Outdoor, LLC, petitioning for
a “Special Use” permit under the provisions of Chapter 15, 15.48.100 to allow for the
installation of an electronic billboard zoned in a “C-3” General Commercial, on a
portion of the 1712 N. Bloomington Street Lot, Streator, Illinois.
Chairman Danko requested a motion and second to open the Public Hearing regarding the petition
of Robinson Outdoor, LLC, petitioning for a “Special Use” permit under the provisions of
Chapter 15, 15.48.100 to allow for the installation of an electronic billboard zoned in a “C-3”
General Commercial, on a portion of the 1712 N. Bloomington Street Lot, Streator, Illinois.
MOTION: Scheuer made a motion to open the Public Hearing; seconded by Godfrey.
ROLL: Ayes: Godfrey, Scheuer, Solon Wargo, Chairman Danko.
Absent: Chalkey, Hatzer, and Strabala.
COMMENTS:
James McMullen – A neighbor in the vicinity said he would like to see a curb, or a sidewalk,
installed along the lot for the safety of the school children.
Danny Marler, a representative from Robinson Outdoor, attended to promote the electronic
billboard and answer questions, but also to share that a Scooter’s Coffee Shop will also be opened
on the property. They come as a package deal together. Mr. Palm commented we will welcome
two new companies.
Plan Commission members questioned Mr. Marler.
Chairman Danko requested a motion and second to close the Public Hearing.
MOTION: Solon Wargo made a motion to close the Public Hearing; seconded by Godfrey.
ROLL: Ayes: Godfrey, Scheuer, Solon Wargo, Chairman Danko.
Absent: Chalkey, Hatzer, and Strabala.
2. PLAN COMMISSION RECOMMENDATION 2024-03. Recommending approval or
denial for the award of a “Special Use” permit under the provisions of Chapter 15,
15.48.100 to allow for the installation of a billboard zoned in a “C-3” General
Commercial for property at 1712 N. Bloomington Street, Streator, Illinois.
Chairman Danko requested a motion and second to approve the award of a “Special Use” permit
under the provisions of Chapter 15, 15.38.100 to allow for the installation of an electronic
billboard on property 1712 N. Bloomington Street, Streator, Illinois.
MOTION: Scheuer made a motion to approve and award the “Special Use permit; seconded by
Godfrey.
ROLL: Ayes: Godfrey, Scheuer, Solon Wargo, Chairman Danko.
Absent: Chalkey, Hatzer, and Strabala.

Use” permit under the provision of Chapter 15, 15.48.100 to allow for the installation of
an electronic message board in a “R-1A” Single Family Residential, on a portion at 1207
Reading Street, Streator, Illinois.
Chairman Danko requested a motion and second to open the Public Hearing regarding the petition
of Kimes School, petitioning for a “Special Use” permit under the provisions of Chapter 15,
15.48.100 to allow for the installation of an electronic message board zoned in a “R-1A Single
Family Residential zoning district on a portion of the 1207 Reading Street, Streator, Illinois.
MOTION: Solon Wargo made a motion to open the Public Hearing; seconded by Godfrey.
ROLL: Ayes: Godfrey, Scheuer, Solon Wargo, Chairman Danko.
Absent: Chalkey, Hatzer, and Strabala.
COMMENTS:
Jordan Risley, Director of Safety for Streator Elementary Schools, was present to represent
Kimes School regarding the “Special Use” permit. He stated this is mainly being done to upgrade
the old sign. It will be used basically like St. Michael’s School, to advertise school events and to
disseminate information. It will be equipped with a timer and the timer will be adjusted to time
changes for the different seasons. Mr. Palm told him that part of the recommendation if
approved, will be to turn off at 9:00 p.m. There was no further discussion.
Chairman Danko requested a motion and second to close the Public Hearing.
MOTION: Godfrey made a motion to close the Public Hearing; seconded by Solon Wargo.

Absent: Chalkey, Hatzer, and Strabala.
4. PLAN COMMISSION RECOMMENDATION 2024-04. Recommending approval
and awarding a “Special Use” permit under the provisions of Chapter 15, 15.48.100 to
allow for the installation of an electronic message board in a “R-1A” Single Family
Residential for Kimes School, property at 1207 Reading Street, Streator, Illinois
Chairman Danko requested a motion and second to approve the award of a “Special Use” permit
under the provisions of Chapter 15, 15.38.100 to allow for the installation of an electronic
message board on property 1207 Reading Street, Streator, Illinois, with a turn off time of
9:00 p.m.
MOTION: Godfrey made a motion to approve and award the “Special Use” permit; seconded by
Solon Wargo.
ROLL: Ayes: Godfrey, Scheuer, Solon Wargo, Chairman Danko.
Absent: Chalkey, Hatzer, and Strabala.
5. PLAN COMMISSION RECOMMENDATION 2024-05. Recommending approval
and granting an award of a “Facade Grant” to property owners, Robert & Marla Black,
915 E. Main Street, Streator, Illinois in the amount of $15,000.00.
Chairman Danko requested a motion and second to approve and award a “Facade Grant” to
property owners, Robert & Marla Black, 915 E. Main Street, Streator, Illinois, in the amount of
$15,000.
MOTION: Godfrey made a motion to approve and award the “Façade Grant”; seconded by
2 Solon Wargo.

Mr. Palm noted this was outside of the Central Business District (not downtown). He also noted
this could be considered maintenance and not necessarily a Façade Grant.
Scheuer said he would like the petitioner to come and speak to the Commission regarding this
grant. After discussion, the Commission decided to table this grant.
MOTION: Scheuer made a motion to table the recommendation 2024-05, until the owners could
speak with the Commission; seconded by Solon Wargo.
ROLL: Ayes: Godfrey, Scheuer, Solon Wargo, Chairman Danko.
Absent: Chalkey, Hatzer, and Strabala.
6. PLAN COMMISSION RECOMMENDATION 2024-06. Recommending approval
and granting an award of a “Facade Grant” to property owner, Daniel Riordan, 1726 N.
Bloomington Street, Streator, Illinois, in the amount of $15,000.00.
Chairman Danko requested a motion and second to approve and award a “Facade Grant” to property owner,

MOTION: Godfrey made a motion to approve and award the “Facade Grant”; seconded by
Solon Wargo.

STATUS REPORTS:
Mr. Palm reported to the Commission that 112 N. Monroe Street is finishing up their project and already has
a tenant moving in.
PLAN COMMISSION MEMBER COMMENTS:
There were none.

AT 6:25 P.M. Chairman Danko requested a motion and second to adjourn the meeting.
