PLAN COMMISSION MINUTES Tuesday, July 9, 2024 CITY HALL OFFICES 204 S BLOOMINGTON STREET STREATOR, IL 61364 CITY COUNCIL CHAMBERS – 6:00 P.M. CALL TO ORDER: Chairman Danko called the meeting to order at 6:00 p.m. ROLL CALL: Members Present: Dean Chalkey, Harry Godfrey, Theresa Solon Wargo, Janette Strabala, and Chairman Daniel Danko. Absent: Jeff Hatzer and Scott Scheuer. MINUTES: Approval of the minutes of the regular meeting of May 14, 2024. Chairman Danko requested a motion and second to approve the minutes of the May 14, 2024 meeting. Godfrey requested a mistake be corrected to the May 13, 2024 minutes. UNFINISHED BUSINESS 1. PLAN COMMISSION RECOMMENDATION 2024-05. Mr. Godfrey asked that the motion be changed to: MOTION: Scheuer made a motion to present the above Facade Grant Recommendation; seconded by Godfrey. MOTION: Chalkey made a motion to approve the corrected minutes; seconded by Godfrey. ROLL: Ayes: Chalkey, Godfrey, Solon Wargo, Strabala, and Chairman Danko. Absent: Hatzer and Scheuer. PUBLIC COMMENTS: There were none. UNFINISHED BUSINESS: 1. PLAN COMMISSION RECOMMENDATION 2024-07. Recommending approval or denial for the award of a “Special Use” permit under the provisions of Chapter 17, 17.16.010 in the Streator Municipal Code, to allow for the construction of a new residential garage only for property at 511 James Street, Streator, Illinois. Chairman Danko requested a motion and second to approve a recommendation awarding a “Special Use” permit to allow for the construction of a new residential garage for property at 511 James Street, Streator, Illinois. MOTION: Chalkey made a motion to approve the above recommendation to City Council; seconded by Strabala. Steve Lawless, petitioner, spoke and told the commission he had notified all the neighbors with a hand-out and asked for feedback. Godfrey asked him if he thought he could sell the lot in the future with only a garage on it. Mr. Lawless answered yes. Commissioner Scott Scheuer arrived at the meeting at 6:05 p.m. After further discussion, the roll was called. ROLL: Ayes: Chalkey, Godfrey, Scheuer, Solon Wargo, Strabala, and Chairman Danko. Absent: Hatzer. NEW BUSINESS: 2. PLAN COMMISSION RECOMMENDATION 2024-08. Recommending approval and granting an award of a “Facade Grant” to property owners, Robert and Jody Ogle, 121 E. Main Street, Streator, Illinois in the amount of $15,000.00. Chairman Danko requested a motion and second to approve a recommendation awarding a “Facade Grant” to property owners, Robert and Jody Ogle, 121 E. Main Street, Streator,  Illinois in the amount of $15,000. MOTION: Godfrey made a motion to approve the above recommendation; seconded by Strabala. Jeremy Palm, City Engineer, reported to the Plan Commission that we received a grant of $25,000 from LaSalle County that will compensate the “Facade Grant” program for FY 2024. The Council will determine which grants will be funded. ROLL: Ayes: Chalkey, Godfrey, Scheuer, Solon Wargo, Strabala, and Chairman Danko. Absent: Hatzer. 3. PLAN COMMISSION RECOMMENDATION 2024-09. Recommending approval and granting an award of a “Facade Grant” to property owners, Robert and Jody Ogle, 106 S. Park Street, Streator, Illinois in the amount of $15,000.00. Chairman Danko requested a motion and second to approve a recommendation awarding a “Facade Grant” to property owners, Robert and Jody Ogle, 106 S. Park Street, Streator, Illinois in the amount of $15,000. MOTION: Scheuer made a motion to approve the above recommendation; seconded by Strabala. Palm clarified for the commission these two addresses are one building. ROLL: Ayes: Chalkey, Godfrey, Scheuer, Solon Wargo, Strabala, and Chairman Danko. Absent: Hatzer. STATUS REPORTS: Palm updated the commission on the status of grants. PLAN COMMISSION MEMBER COMMENTS: There were none. ADJOURNMENT: AT 6:17 p.m. Chairman Danko requested a motion and second to adjourn the meeting. MOTION: Godfrey made a motion to adjourn the meeting; seconded by Strabala.
