PLAN COMMISSION MINUTES CITY HALL- 204 S. BLOOMINGTON STREET STREATOR, IL 61364 CITY COUNCIL CHAMBERS Tuesday, October 8, 2024 - 6:00 P.M. CALL TO ORDER: Chairman Danko called the meeting to order at 6:00 P.M. ROLL CALL: Members present: Dean Chalkey, Harry Godfrey, Scott Scheuer, Theresa Solon Wargo, Jason Telford, and Chairman Daniel Danko. Absent: Janette Strabala. Staff present: Jeremy Palm, City Engineer, Patricia Henderson, City Clerk, and Sheryl Churney, City Attorney. MINUTES: Approval of the minutes of the regular meeting of September 10, 2024. Chairman Danko requested a motion and second to approve the minutes of the September 10, 2024 meeting. MOTION: Solon Wargo made a motion to approve the minutes; seconded by Chalkey. ROLL: Ayes: Chalkey, Godfrey, Scheuer, Solon Wargo, Telford, and Chairman Danko. Motion passed. PUBLIC COMMENTS: City Attorney Churney addressed the public and explained that there would be no public comments regarding the status of the Solar Farm Neighborhood Plan Commission Recommendation on Golf Road at this meeting. The November 12, 2024 Plan Commission meeting will be noticed in the newspaper, and the Public Hearing will be re-opened at that time. You are welcome to come to the podium with any public comments other than Solar Farm Neighbor recommendation. No public comments were made at this meeting. UNFINISHED BUSINESS DISCUSSION WITH STAFF ONLY REGARDING PLAN COMMISSION RECOMMENDATION 2024-11. RECOMMENDING APPROVAL AND ISSUANCE OF A “SPECIAL USE” PERMIT UNDER THE PROVISIONS OF CHAPTER 17, 17.16.090 TO ALLOW FOR THE CONSTRUCTION OF A NEIGHBORHOOD UTILITY SOLAR ELECTRIC FACILITY LOCATED ON 520 GOLF ROAD, IN THE CITY OF STREATOR, LASALLE & LIVINGSTON, COUNTIES, ILLINOIS (No additional evidence to be taken at this meeting) Attorney Churney reminded the Commission that at the next Plan Commission on November 12, 2024, 11 findings must be addressed to make a positive or negative vote on a “Special Use” permit. She also stated that it is not appropriate to permit TotalEnergies to present at a City Council meeting. There were no questions from the Commission. STATUS REPORTS: Jeremy Palm, City Engineer, gave a status report regarding façade grants and reported Joe’s Pizza and Lilja are planning to begin work yet this fall. PLAN COMMISSION MEMBER COMMENTS: Scheuer thanked the public for attending and encouraged them to attend the November 12, 2024 Plan Commission meeting here at City Hall. ADJOURNMENT: AT 6:08 P.M. Chairman Danko requested a motion and second to adjourn the meeting. MOTION: Godfrey made a motion to adjourn the meeting; seconded by Chalkey.
