MINUTES – PLAN COMMISSION Tuesday, April 14, 2026 City Council Chambers – 6:00 P.M. CALL TO ORDER Chairman Chismarick called the meeting to order at 6:01 P.M. ROLL CALL Members present: Frank Ligori, Theresa Solon-Wargo, Jason Telford, Andy Urbanec, Tayna Zehr Pearce, and Chair Patrick Chismarick. Staff present: Jeremy Palm, Engineering Consultant, Dean Chalkey, Director of Development, Dave Pyman, City Manager, Patricia Henderson, City Clerk, and Sheryl Churney, City Attorney. APPROVAL OF MINUTES FROM THE FEBRUARY 10, 2026 MEETING Chairman Chismarick requested a motion and second to approve the minutes of the February 10, 2026, meeting. MOTION: Telford made a motion to approve the above minutes; seconded by Solon Wargo. ROLL: Ayes: Ligori, Solon Wargo, Telford, Urbanec, Zehr Pearce, and Chairman Chismarick. PUBLIC COMMENTS There were no public comments. PUBLIC HEARING ON PROPOSED TEXT AMENDMENTS TO SECTION 17.36.010 J. OF THE CITY’S ZONING TITLE CONCERNING DEVELOPMENT REQUIREMENTS APPLICABLE TO SELF-SERVICE STORAGE FACILITIES. Chairman Chismarick requested a motion and second to open the Public Hearing on the proposed text amendments to Section 17.36.010 J of the City’s Zoning Title concerning development requirements applicable to Self-Service Storage Units. MOTION: Solon Wargo made a motion to open the Public Hearing; seconded by Telford. ROLL: Ayes: Ligori, Solon Wargo, Telford, Urbanec, Zehr Pearce, and Chairman Chismarick. Palm presented the information to the Commission, prepared by the City Attorney, providing all self-service facilities shall be governed by the provisions of the Illinois Self-Service Storage Facility Act, 770 IL et seq. The amendments are as follows: Each facility shall provide a fence and landscaping shall be provided which completely encloses the facility and screens it from view on all sides, all vehicular and pedestrian access roadways, lanes, and aisles within the facility shall be graded and surfaced with asphalt, concrete, or other material that will protect from potholes, erosion, and dust, and exterior lighting meeting the requirements of Section 17.040020 C of the City Zoning Title shall be required. Since no public attended the meeting, Chairman Chismarick requested comments from the Commission regarding the recommendation for the City Council. Solon asked if the new rules would apply to new permits and special uses. Yes, the new rules will apply to each facility. They will not be grandfathered in with the old guidelines. Ligori asked a question regarding whether an existing facility had decided to do a large expansion, and whether the new guidelines would apply. There was no further discussion or questions. Chairman Chismarick requested a motion and second to close the Public Hearing. MOTION: Telford made a motion to close the Public Hearing; seconded by Zehr Pearce. Attorney Churney asked if the Commission wanted to proceed with a vote on the recommendation to the City Council. ROLL: Ayes: Ligori, Solon Wargo, Telford, Urbanec, Zehr Pearce, and Chairman Chismarick. DISCUSSION AND POSSIBLE ACTION ON A PLAN COMMISSION RECOMMENDATION REGARDING APPROVAL OF AMENDMENTS TO TITLE 17 OF THE STREATOR MUNICIPAL CODE (THE CITY ZONING TITLE) CONCERNING SELF-SERVICE FACILITIES. Attorney Churney asked if the Commission wanted to proceed with a vote on the recommendation to the City Council. MOTION: Solon Wargo made a motion to approve a Plan Commission Recommendation to the City Council to amend Title 17 of the Streator Municipal Code (Zoning Title) concerning Self-Service Storage Facilities; seconded by Ligori. ROLL: Ayes: Ligori, Solon Wargo, Telford, Urbanec, Zehr Pearce, and Chairman Chismarick. STATUS REPORTS Palm reported that Joe’s Pizza is still waiting for the sign to be completed. He also informed them that two façade grants have been submitted for 2026. 12th Street Tap and Mushro Machine will be eligible for consideration in August. Urbanec said he recalled a few years ago that some of the façade grants had been highlighted on Facebook and thought that could be discussed in the future. PLAN COMMISSION MEMBER COMMENTS Urbanec asked whether any other businesses should be spelled out regarding guidelines similar to the self- storage units. This discussion led to car washes, and Palm pointed out that car washes are already covered in an ordinance. Chalkley reported to the Commission that the final plans for Beck’s construction will come before the Plan Commission when they are completed. ADJOURNMENT AT 6:20 P.M. Chairman Chismarick requested a motion and second to adjourn the meeting. MOTION: Ligori made a motion to adjourn the meeting; seconded by Telford.
