MINUTES- PLAN COMMISSION PLAN COMMISSION MEETING Tuesday, May 12, 2026 City Council Chambers – 6:00 P.M. CALL TO ORDER Chairman Chismarick called the meeting to order at 6:00 P.M. ROLL CALL Members present: Frank Ligori, Jason Telford, Tanya Zehr Pearce, and Chair Patrick Chismarick. Andy Urbanec arrived at 6:02 P.M. Members absent: Theresa Solon Wargo. APPROVAL OF MINUTES Chair Chismarick requested a motion and second to approve the minutes of the April 14, 2026, meeting. MOTION: Telford made a motion to approve the above minutes; seconded by Zehr Pearce. ROLL: Ayes: Ligori, Telford, Urbanec, Zehr Pearce, and Chair Chismarick. Absent: Solon Wargo. PUBLIC COMMENT There were no public comments. NEW BUSINESS 1. Short Term Rental Zoning City Attorney Churney relayed to the Commission that the City Council created a registration process and an inspection process for short term rentals. We will include this in the June packet to share with the Plan Commission. 2. Build Up Illinois Resolution & Recommendation Churney handed out a resolution to the chairs, a proposed resolution for the city. It is based on a template that the Illinois Municipal League prepared for municipalities to prepare and send in as soon as possible, supporting IML’s stand on this legislation. The legislation that is pending in Springfield would significantly affect our ability to control residential housing. Highlights of the bill are: - Single-family residential Municipalities can not require additional parking spaces - We could not require a minimum or maximum square footage in the bedrooms - We could not set the lot size for a house with a minimum or maximum square footage - They would need to be inspected within a 14-day limit Telford asked if she had any idea why the state is doing this, and Churney replied that they believe there is a shortage of housing and local restrictions are preventing the building of new homes. In January, they passed legislation and have already started on the counties' control, and now they are starting the municipalities. We need to send a message to Springfield: “Hands-off”. We know our community, and let us figure out what works best for our community and stop the statewide mandates. We know this may work for Chicago and the suburbs, but it doesn’t work for us downstate. Urbanec said he sees this a big overreach of power and is glad we are standing up against this legislation. We will slowly begin losing control of our municipalities if we allow this. Chismarick said I have studied this, and it is more for the suburban areas. I calculated it at 7500 square feet, and they could put up 8 units on one lot. And that is a standard city lot. My advice is to vote against the legislation. Chismarick requested a motion and second to approve the IML resolution opposing the Build Up Illinois legislation and recommending this resolution be passed by the City Council. MOTION: Telford made a motion to make the above recommendation to the City Council; seconded by Ligori. ROLL: Ayes: Ligori, Telford, Urbanec, Zehr Pearce, and Chair Chismarick. Absent: Solon Wargo.
