This Regular Meeting of Council was called to order on Monday, September 12, 2022 at 9:05 p.m. by Julie Field, Council President. Moved by Mr. Ring, seconded by Mr. Lampa. Upon voice vote, motion carried. Citizens’ Comments None. Reports/Communications from Depts/Boards/Commissions Chief Reinholz said the 9-11 Memorial service was well attended on Sunday morning. Mr. Mytinger said there were still spots open for anyone that wanted to register for the Bicentennial Blast 5K and Fun Run for Saturday, September 17, 2022. The race was at 9 a.m. followed by the Community Picnic at 11 a.m., and the Big Picture at 1 p.m. in front of the Fire Department, and then the time capsule burial after that. Council Members suggested the Big Picture go in the time capsule, but that may not be possible. The Big Picture would be displayed by the Heritage Foundation at the Singletary House, like the community picture from 150 years ago. The Vintage Baseball Game and Portage County Leadership Brewfest will be on Saturday, October 1, 2022 starting about noon with Streetsboro leadership and community members on the local baseball team playing by 1860 rules. Mr. Cieszkowski asked Council to schedule a Special Service Committee Meeting on September 26, 2022 to consider an amendment to the Integrated Development Plan for Streetsboro Commons if the Planning Commission approved the applicant’s request at tomorrow night’s Planning Commission Meeting to keep the development approval process moving forward. The Special Service Committee Meeting would allow the applicant to complete the first phase of the development approval process a couple weeks sooner than the normal schedule. MOTION: THAT THE LAW DIRECTOR BE AUTHORIZED TO INITIATE LITIGATION AS THE LAW DIRECTOR DEEMS NECESSARY IN ORDER TO PRESERVE THE CITY’S POSSESSORY AND CONTRACT RIGHTS WITH RESPECT TO ITS INTEREST IN LEASED PREMISES AT 9307 STATE ROUTE 43, AND TO LITIGATE TO JUDGMENT, SETTLE, COMPROMISE, AND/OR DISMISS ANY ACTION BROUGHT UNDER THE AUTHORITY OF THIS MOTION. THIS MOTION DOES NOT APPROPRIATE ANY FUNDS, AUTHORIZE ANY MONETARY SETTLEMENT, OR PROVIDE FOR EXPENDITURES OTHER THAN THOSE NECESSARY TO INITIATE AND CONDUCT THE LITIGATION. Moved by Mrs. Field, seconded by Mr. Ring. Upon roll call vote, motion carried unanimously. Mayor’s Report Mayor Broska reported the Ohio Turnpike had posted detour signs recently. They would be resurfacing the on and off ramps east bound and west bound at certain locations and the detours would be in place from Friday, September 16, 2022 at 8 p.m. until Monday, September 19, 2022 at 6 a.m. It might extend to the next weekend, depending on the weather. If you don’t intend to use the Turnpike, you don’t have to worry about the detours. Mayor Broska also reported the Portage Pointe project detour had to be extended by 2-3 days because there were supply chain issues with getting concrete. There was some conversation about using asphalt vs. using concrete. Mayor Broska thanked everyone that came to the 9-11 Memorial service on Sunday morning. Josh Lampa sang a terrific rendition of the Star Spangled Banner. President of Council’s Comments None. Council Members’ Comments Mr. Lombardo clarified with the Mayor regarding the vehicles that were ordered earlier this year; the Mayor’s vehicle would be delivered in grey instead of white. Mr. Lombardo and Mr. Michniak thanked Mr. Mytinger and everyone that had been working so hard on the information for the Community Center building at City Park. Mr. Ring asked about police car #9. Chief Wain explained that it never had the oil changed and after 20,000 miles the engine seized and was not salvageable. The car had no warning lights appear on the dash to alert the drivers. New additional steps were in place now to track maintenance at the Service garage and the Police Department. Bill Miller confirmed all City vehicles were being checked to be sure their maintenance schedules were up to date so this would not happen again.
