1. Roll Call and Pledge of Allegiance.
2. Notice of Posting of Open Meetings Law by the Mayor.
3. Notice of changes in the agenda by the City Clerk. (Additions may not be made
to this agenda less than 24 hours before the beginning of the meeting unless added
under Item 3 of this agenda.)
4. Citizens with business not scheduled on the agenda. (As required by State Law,
no matter may be considered under this item unless Council determines that the
matter requires emergency action.)
5. Approve December 27, 2022 Minutes.
6. Accept December 2022 Police Report.
7. Accept November 2022 Treasurer’s Report.
8. Review and Accept Fiscal Year Ending September 30, 2022 Audit Report.
9. Public Hearing and Decision on Request from Bob Berggren and Russell
Cleland d/b/a RCB Investment Properties for a Special Use Permit for 401 East
4th Street (Old High School) for the Following:
a. To allow the building to be rented out to three existing apartments and to
create more apartments in the future.
b. Renting Office Space.
c. Athletic Practices.
d. Storage.
e. Events Using the Two Existing Theaters and Gymnasium including food
service and lodging.
10. Review 2023 Wholesale Electric Rates.
11. Update on Solar Project.
12. Discussion and Decision to Approve the Revised Truck Parking Contract with
Craige Allison, Jr. with Price Increase.
13. Approve Contract with the Nebraska Department of Transportation for
Reimbursing the City for Costs to Relocate Natural Gas Lines for the Highway 81
Rebuild Project.
14. Review and Acceptance of Annual Certification for the Volunteer Emergency
Responders for State Incentive Act.
15. Approve Changes to the Natural Gas Operation and Maintenance Manual.
