STROUDSBURG BOROUGH COUNCIL SPECIAL MEETING MINUTES SEPTEMBER 26, 2016 A special meeting of the Stroudsburg Borough Council convened at 4:20 P.M. (originally scheduled to begin at 4:00 P.M.) in the Council Chambers with the following members present: Matt Abell, Council President Pro-Tem, Councilwoman Joanne Kochanski, Councilman Boyd Weiss, and Councilman Patrick Maurath. The Executive Assistant, Mary Pat Quinn, was also present. Council President Ken Lang, Council Vice-President James Smith, and Mayor Tarah Probst advised of their absences prior to the meeting. Councilman Mark Connors was not present. Ms. Quinn noted that adequate notice of the meeting was provided by publishing notice in the legal section of The Pocono Record in the issue of September 20, 2016. The purpose of the special meeting was to conduct three interviews for the position of Borough Manager via Skype. Mrs. Kochanski made a motion to carry the meeting to another date when all members of the Borough Council would be available for the interviews. The motion was seconded by Mr. Maurath. All present voted in favor of the motion. STROUDSBURG BOROUGH COUNCIL SPECIAL MEETING MINUTES OCTOBER 22, 2016 A special meeting of the Stroudsburg Borough Council convened at 10:00 A.M. in the Council Chambers with the following members present: Council Vice-President James Smith, Councilman Patrick Maurath, Councilman Mark Connors, Councilman Boyd Weiss, and Councilwoman Joanne Kochanski. The Executive Assistant, Mary Pat Quinn, was also present. Council President Ken Lang, Council President Pro-Tem Matt Abell, and Mayor Tarah Probst advised of their absences prior to the meeting. Adequate notice of the meeting was provided by publishing notice in the legal section of The Pocono Record in the issue of October 20, 2016. The purpose of the special meeting, which was a continuation of the special meeting on September 26, 2016, was to conduct three interviews for the position of Borough Manager via Skype. A motion was made by Mr. Connors, seconded by Mr. Maurath to go in to an execute session for the purpose of discussing matters involving personnel, the outcome of which may or may not be made public at this time. The motion was carried with all members voting aye. The executive session was concluded at 1:38 P.M. on a motion made by Mr. Connors, seconded by Mr. Weiss. The motion was carried with all members voting aye. OUTCOME OF EXECUTIVE SESSION A motion was made by Mrs. Kochanski, seconded by Mr. Weiss to select Mr. Steve Neratko as the candidate of record who will be scheduled for a second interview with Borough Council with the intent of offering the position of Borough Manager to him. Roll call vote: Mr. Maurath – yes; Mr. Weiss – yes; Mr. Connors – yes; Mrs. Kochanski – yes; Mr. Smith- no. Mr. Connors will reach out to Mr. Neratko to schedule the second interview for October 25, 2016 at 4:00 P.M. The meeting was carried to that date. STROUDSBURG BOROUGH COUNCIL SPECIAL MEETING MINUTES NOVEMBER 10, 2016 A special meeting of the Stroudsburg Borough Council convened at 4:00 P.M. in the Council Chambers with the following members present: Council President Ken Lang, Council President Pro-Tem Matt Abell, Councilman Boyd Weiss, Councilman Mark Connors, Councilman Patrick Maurath, and Councilwoman Joanne Kochanski. Also present was the Executive Assistant, Mary Pat Quinn. Mayor Tarah Probst and Council Vice-President James Smith were absent. Adequate notice of the meeting was provided by publishing notice in the legal section of The Pocono Record in the issue of November 4, 2016. The purpose of the meeting was to continue the special meeting of October 22, 2016 and to conduct an in-person interview with the candidate of record for the position of Borough Manager, Steve Neratko. Mr. Neratko was present. A motion was made by Mr. Weiss, seconded by Mr. Connors to go in to an execute session at 4:03 P.M. for the purpose of discussing matters involving personnel, specifically to interview Steve Neratko for the position of Borough Manager. The outcome of the executive session may or may not be made public at this time. The motion was carried with all members voting aye. The executive session was concluded on a motion made Mr. Connors, seconded by Mrs. Kochanski. The motion was carried with all members voting aye. OUTCOME OF THE EXECUTIVE SESSION Mr. Connors made a motion to put an offer together after a discussion can be held with the other Council members. He specifically suggested looking at a salary and benefits. The motion was seconded by Mrs. Kochanski. Mr. Lang and Mr. Maurath indicated that they were not prepared for that discussion yet. Roll call vote: Mrs. Kochanski – yes; Mr. Connors – yes; Mr. Abell – yes; Mr. Lang – no; Mr. Maurath – no. Mr. Weiss was not present for the vote due to another commitment. Mr. Neratko left the meeting so that the Council members could continue discussing the position. A second executive session was called at 5:00 P.M. on a motion made by Mr. Connors, seconded by Mrs. Kochanski. The motion was carried with all members voting aye. The second executive session was concluded at 5:15 P.M. on a motion made by Mrs. Kochanski, seconded by Mr. Abell. The motion was carried with all members voting aye. OUTCOME OF THE EXECUTIVE SESSION A motion was made by Mr. Maurath, seconded by Mr. Abell to conduct a second interview with Brian Bond, the Interim Borough Manager. Roll call vote: Mrs. Kochanski – no; Mr. Connors – no; Mr. Abell – yes; Mr. Maurath – yes; Mr. Lang – yes. A specific date was not determined. The meeting was adjourned at 5:25 P.M. on a motion made by Mr. Maurath, seconded by Mrs. Kochanski.
