MINUTES Stroudsburg Borough Executive Session Meeting Tuesday, March 21, 2017 at 6:30 p.m.  Call Meeting to Order/Roll Call 6:30pm – Present was Council Members Joanne Kochanski, Solicitor Joseph McDonald, Council President Ken Lang, Borough Manager Brian Bond, Council Member Matt Abell, Council Member Mark Connors. Absent was Council Vice President James Smith, Council Member Boyd Weiss, Mayor Tarah Probst and Council Member Patrick Maurath. A Quorum was present.  Pledge of Allegiance was skipped.  Executive Session – Motion to adjourn to Executive Session 6:30pm Mr. Abell, second by Ms. Kochanski. Call Meeting to Order/Roll Call 7:00pm – Present was Council Members Joanne Kochanski, Council Member Boyd Weiss, Mayor Tarah Probst, Solicitor Joseph McDonald, Council President Ken Lang, Borough Manager Brian Bond, Council Member Matt Abell, Council Member Mark Connors, Council Member Patrick Maurath. Absent was Council Vice President James Smith. A Quorum was present. 2. Pledge of Allegiance was recited 3. Executive Session was held 6:30pm – 6:55pm. 4. Mayoral Proclamation recognizing National Service Recognition Day. April 4th at 11:00am at the Red Cross Building we will recognize all Senior volunteers and will be giving a proclamation. 5. Public Input – Ms. Carol Kopenhaver concerned about squatters in Glen Park. We are working with SARP. Many are living on Monroe County land. Reporting that during snow removal trucks speeding down Collins, jamming on brakes, lights are flashing. Mr. Bond will speak to the Street Department. Mr. Barry Karasiewicz, Constable for the 5th ward in Stroudsburg reporting the recent snow emergency was not enforced. In Title 44 of the Pennsylvania code, Constables shall enforce the codes of the Borough. We will take under advisement and speak with the Solicitor and SARP. Mr. John Duda, Vietnam Veterans Chapter 678 in Stroudsburg. We will dedicate the memorial in Courthouse Square for residents of the county, March 29th at 11:00am. There are 2 monuments with names and acknowledging those who have served. We are asking access from Main Street, between 10:00am – 12:30pm be blocked off, bag meters and defer ticketing in the Hill District. Per Mr. Bond we will close 7th Street from Main to Monroe, bag meters on 7th from Main to Monroe. The Fire Department will re-route if services are need. There will be no ticketing in the Hill from 9:00am to 1:00pm. Motion to approve Mr. Abell, second by Ms. Kochanski. All in favor, Motion Carries. Ms. Paula Heeschen with the Brodhead Water Shed Association. Want to thank the Borough in considering supporting our grant application. We are hoping to work with the Borough with upcoming  street improvements beginning 2018. Brodhead Water Shed is applying for a grant to help install green infrastructure when we do the Street Scape project for storm water. If the Borough gets the multi modal transportation grant we would be willing to work with Brodhead Water Shed in getting their grant from the National Fish & Wildlife Foundation. It will increase fees and infrastructure. Motion to approve Ms. Kochanski, second by Mr. Abell. When we do the multi modal grant and replace the storm water basins and pave the road, Brodhead Water Shed has money to help with the infrastructure. Our offset is that we would provide the digging and would have increased fees and engineering costs. All in favor, Motion Carries. Ms. Cathy Earheart, live on Wallace Street. Received tickets for Alternate parking during the snow storm. No one on the block parked on the correct side. Update from the I80 Task Force. No update. 10. Chapter 27 Zoning changes update. Mr. Kimes advised directed by council for some language changes to residential use on the 1st floor in C-2 zoning district. Changes to specific definitions, basement and 1st floor. Will work on during the next 2 weeks. 11. Update on BTS Stroudsburg Land Development Plan. Nothing to Report 12. Cost analysis of tablet purchase. Waiting on information from Access on pricing for IPAD and HP product. Ms. Mary Pat Quinn did an analysis on paper usage. Will work on during the next 2 weeks. New Business 13. Consideration to authorize the Cooperative Agreement with Monroe County for the 2016 CDBG Program Administration. All in favor, Motion Carries. 15. Consideration of a request from the Monroe County Bar Association to hold the annual Law Day Race on April 30, 2017. Motion to approve the Monroe County Bar Association to hold the annual Law Day Race on April 30, 2017 Mr. Weiss, second by Mr. Abell. All in favor, Motion Carries. 16. Consideration to approve the HARB commendation letter. Motion to approve the HARB commendation letter and council to approve Mr. Connors, second by Mr. Abell. All in favor, Motion Carries. 17. Consideration to approve a request of the HARB to purchase and install Historic District Street Name signs. HARB will meet next in early April. Motion to table for 2 weeks Mr. Maurath, second by Mr. Weiss. All in favor, Motion Carries. 18. Consideration to advertise for an ordinance eliminating 8 parking spaces on Lower Main Street. Motion to approve an ordinance eliminating 8 non metered parking spaces on Lower Main Street for BTS Stroudsburg Mr. Abell, second by Ms. Kochanski. All in favor, Motion Carries. 19. Consideration of a request from The Housing Authority of Monroe County for 15 family pool passes at half price. Consideration of a resolution authorizing transfer of funds for 2017 budget purposes. Solicitor’s Report – BTS working on the development agreement. Parking Ordinance needed to continue. Penn Dot wants council to enforce signage on Lower Main. Follow up to advertise the proposed ordinance from Mr. Abell scheduled for April 18th. Looking at insurance issues. 23. Mayor’s Report – Issues on Fulmer. Street Department did great. Great job for the parade, good turnout. Speed signage, Kenny Palmer is working on for Thomas, Scott and South Stroudsburg. Next month Women’s Resources of Monroe County – sexual assault month. 24. Council Member Reports – Ms. Kochanski – Street Department did a great job. When will the temp signs by the bridge and alley behind Bill Diehl’s become permanent. Mr. Weiss – Congratulate the Borough for the snow letter passed out for snow removal. Great job with snow removal. Mr. Lang – Welcome Mike Laffey and Natasha Krawizuk, students who are in attendance tonight.  Mr. Abell – we reached an amicable agreement with Shanti House tonight Mr. Connors – Nothing to report Mr. Maurath – received an email from mycivic apps. Phone/IPAD/tablet app with city news, events calendar. City of Tyler TX uses the app. May be similar to the Easton app. Spoke to Jacob Morris, he provided a NY brochure listing historical sites. Great idea for Stroudsburg to use. 25. Manager’s Report – Working with Public Works and filing for FEMA money for Storm Stella for overtime, equipment and salt used. New RFP’s were sent to 13 banks, any bank within 2 miles of the Borough. Working with SARP for reportable and non-reportable accidents (4th & Main, Park & Broad, Route 191, Route 611). Going back 5 years. Asking the Street Department for input, they advise Route 191, Route 611, 2nd & McConnell. Working with SROSRC to update all rules and regulations on the municipal agreement, waterline covers, event fees they charge and we charge, trying to get the municipalities together, looking to incorporate the Borough and SROSRC. Received a thank you letter from John Padalino about Walt Phillips. John parked on Main Street and fell down. Walt helped him get to the Emergency Room. Medical marijuana ordinance, look over and ask questions before we bring to the Solicitor and Planning Commission. 26. Approval of Bills on Warrants 170321.
