MINUTES Stroudsburg Borough Council Meeting Tuesday, January 19, 2021 at 7:00 P.M. Special Note: This meeting will be held on Zoom.com; the public may submit comments on agenda items and non-agenda items to the Borough Manager via bace@stroudsburgboro.com prior to the meeting. The public is also invited to participate via livestream by following the link on the Stroudsburg Borough Facebook page. 1. Call to Order/Roll Call – Present were: Council Member Boyd Weiss, Mayor Tarah Probst, Solicitor Joseph McDonald, Council President Anthony Lanfrank, Borough Manager Brian Ace Jr., Council Vice President Matt Abell, Council Member Victoria DeVries and Council Member Erica McCabe. Absent was Council Member Jim Evanisko and Council Member James Smith (Mr. Lanfrank advises for the record Mr. Smith was working until 8:00pm). A Quorum was present. 2. Pledge of Allegiance. 3. Consideration to approve the Preliminary/Final Land Development Plan for Shanti House as prepared by Cornerstone Consulting Engineers and Architectural, Inc. Solicitor McDonald has spoken to Mr. Nate Oiler and Mr. Ron Kimes and has confirmed receiving a letter of extension through February 2021.The alley changes were just submitted last Friday. No action needed for tonight. 8. Discussion – 2021 Annual St. Patrick’s Day Parade.Mr. Ace advisesMr. Brian Gallagher needs 45 days for a special event permit through Penn Dot.Will discuss after Executive Session with Mr. Brian Gallagher. 9. Status of Bike Rack Project. Mr. Ace will follow up with Andrew and Rich this week. 10. Status of LERTA Ordinance. No update. New Business 11. Consideration to approve a proposal from RKR Hess, a Division of UTRS, for Professional Consulting Services to Prepare and Submit the 2021 Monitoring Reports for the Joint Municipal Landfill Project to the Pennsylvania Department of Environmental Protection. The estimated range for the services is $17,550.00 to $19,950.00; East Stroudsburg Borough, Stroudsburg Borough and Stroud Township will each pay one-third of the total cost of the services. Motion by Mr. Weiss to approve a proposal from RKR Hess, a Division of UTRS, for Professional Consulting Services to Prepare and submit the 2021 Monitoring Reports for the Joint Municipal Landfill Project to the Pennsylvania Department of Environmental Protection. Consideration to adopt a Resolution of the Stroudsburg Borough Council to Scrap One 2001 Ford F-150 and One 1994 Chevy Pick-Up by the Authority of Section §1201.2 Entitled “Personal Property” of the Pennsylvania Borough Code. All in favor, Motion Carries. 15. Consideration to approve the 2021 Monroe County Farmers’ Market. Ms. Michele St Andre asked if this can include parking passes. Motion by Mr. Weiss to approve the 2021 Monroe County Farmers’ Market and parking passes, second by Ms. McCabe. All in favor, Motion Carries. 16. Consider the application of Richard Mutchler, as recommended for approval and issuance by the Historic Architectural Review Board, for the replacement of roofing at 816 Main Street. The Borough will send a letter of appreciation. 18. Consideration to appoint Michael Casey as a member of the Planning Commission for a four-year term. Consideration to approve Payment Request #3 to Northeast Site Contractors in the amount of $10,498.91 for the Lee Avenue and Stokes Avenue Paving and ADA Ramps Project. All in favor, Motion Carries. 20. Committee Reports A. Codes Committee –The next meeting is January 27th B. Budget Committee - No report C. Parking Committee– The next meeting will be the 4th Tuesday. Ms. McCabe asked if we want to keep the “No Parking Bags” on for goodwill, Council agreed. Mayor Probst asked about an oversized van parking in the Hill district. Mr. Kimes advised greater than 9 feet in height or 20 feet in length is not allowed. D. Recycling Committee - No report E. Sewer Committee – No report  F. Street Committee– The Committee met January 6th.  Neighborhood speed control, a battery charged moveable radar unit, cost of $2,900. Please add to the next agenda.  Could we put street signs on Colbert; slow down, children at play. Mr. Ace advises the signs can be made in-house but needs to call One-call for materials.  Follow up on taking back of Main Street from Penn Dot. Penn Dot has not responded. All in favor, Motion Carries.  Have reached out to Mr. Jodie Singer about the crosswalks. Will bring back to Codes Committee.  Follow up with Solicitor McDonald about the Sidewalk Ordinance. Solicitor McDonald will have for this month’s Codes Committee meeting.  We have received complaints about McDonalds drive-thru. It is backing up on McConnell Street. Solicitor McDonald advises we may need to speak with SARP. Mr. Ace will reach out to McDonalds. G. Personnel Committee– We have narrowed down the Borough Manager’s position to 3 candidates, all are available this Friday, 3:00pm, 4:00pm, 5:00pm. Mr. Lanfrank will send out a Zoom link and will forward information about each candidate. The meeting will begin as a public meeting then will go into Executive Session. A public notice has been advertised. H. Public Relations/Media Committee– The Committee met tonight.  We received the grant for the peaceful protest in March for Quaker Alley. Mr. Evanisko and Mr. Ace are working on it. The mural will be installed within 3 weeks.  We have been receiving Veterans flag requests. Toby is working with Novus on Pride Flags and June Teenth.  Adam Courtney is working with Tracy on banners on Main Street.  We will work on Historic District plaques at the next meeting. I. Redevelopment Committee – Meeting tomorrow at 3:30pm J. I-80 Expansion Task Force Committee– There was no meeting. Solicitor McDonald advises we received an inquiry from our Consulting Engineer who also represents BCRA. BCRA has been contacted by a sub-contractorof Penn Dot called Susquehanna Civil inquiring if BCRA has any utility lines in the corridor. RKR has reached out to Borough staff if we were aware. Mr. Ace was able to provide information that we do have lines. Mr. Oiler can reach out to Susquehanna Civil. Stroud Region Open Space and Recreation Commission – There is a meeting Friday 21. Mayor’s Report –Mayor Probst advises the ice rink is going up at the 3rd Street park, we are behind with Covid illness. Mr. Ace is also waiting for the fencing. The lite on Thomas is still out, Mr. Ace has not heard back from Penn Dot as this was his first day back to work. Mayor Probst and Brian will schedule some time for the newsletter. 22. Council Member Reports– Mayor Probst asked if Radar issue could be added to the next agenda from the Streets Committee. 23. Solicitor’s Report – Solicitor McDonald has 2 litigation items for Executive Session 24. Manager’s Report – There is a meeting scheduled with Mr. John Healy, the labor mediator for February 9, 2021 at 3:30pm in Council Chambers. 25. Code Enforcement Officer’s Report - No report 26.
