City of Suffolk Children’s Services Act Community Policy and Management Team Meeting Minutes December 21, 2022 9:00 am Social Services Building, Third Floor Conference Room Members Present: Mary Bess- Parent Representative Donna Boykin – WTCSB (Chair) Glynda Branch - Fiscal Agent Jenny Hodge – Tidewater Youth Services Commission Kimberly Jennings – 5th District Court Services Unit (Vice Chair) Rachel Lewis – CSA Coordinator Saniyyah Manigault-Westbrook – Suffolk Dept. of Social Services Sheridan Meriwether – The UP Center (Secretary), virtual Members absent: Randah Gaitan – Administrative Analyst, City of Suffolk Marli Laudun – Suffolk Health Dept. Stephanie Whitley – Suffolk Public Schools Guests Present: Roxanne Flamer – CSA Office Assistant 1. The meeting is called to order at 9:19 a.m. by Donna Boykin. 2. Sheridan Meriwether has requested to attend virtually due to the illness of her daughter. Motion made by Jenny Hodge and seconded by Saniyyah Manigault- Westbrook to allow virtual participation. All are in favor and the motion passed. 3. Approval of minutes for November 2022 were tabled until January 2023. 4. Rachel Lewis reviewed the Financial Report as of December 21, 2022. CSA expenditures for private day is a very large amount. Trying to stay within the city allocated amount. If necessary CSA can apply for supplement funding. Motion made by Jenny Hodge to accept Financial Report as written, seconded by Glynda Branch. All are in favor and the motion passed. 5. CLOSED SESSION - Donna Boykin entertains a motion to convene a Closed Meeting for the purpose of discussing cases before the Family Assessment and Planning Team in accordance with the provisions in subsection A of ş 2.2-3711 of the Code of Virginia as amended in 2001 and 2005 respectively. Only applicable exceptions as provided in section ş 2.2-3707 or subsection A of Section ş 2.2-3711 are to be discussed. Glynda Branch motions to enter closed session. Kimberly Jennings seconds motion to enter into closed session. All are in favor and the motion passed. 6. RETURN TO OPEN SESSION – Kimberly Jennings entertains a motion to move out of Closed Meeting. Mary Bess motions to enter open session. Sheridan Meriwether seconds the motion. All are in favor and the motion passed. Kimberly Jennings initiated a roll call certifying that to the best of each member’s knowledge only the following matters were discussed during the closed session: 1) public business matters lawfully exempted from statutory open meeting requirements and 2) public business matters identified in the motion to convene the closed meeting. All Affirmed. 7. Motion to approve all cases presented. Jenny Hodge enters the motion, seconded by Saniyyah Manigault-Westbrook. All are in favor and the motion passed. Total amount approved: $800,868.78. 8. Old Business A. ARPA Mental Health Grant/Community Violence Initiative Update– Committee members met on December 14, 2022. The Community Violence Survey was finalized and the committee voted on a soft run of 100 surveys to be taken into the communities of Suffolk by Mr. Jones and his organization members for feedback. The committee will receive an update at the January 2023 meeting. Mr. Brown of Suffolk Public Schools and Major Bouie of the Suffolk Police Department joined the meeting to discuss concerns within the city and schools along with upcoming changes. Next meeting will be held on January 24, 2023 at 1 p.m. Suffolk DSS. B. Truancy Meeting – follow up – Rachel Lewis sent out a doodle poll but did not receive many replies. Mrs. Lewis will try again after the holidays to move forward on getting a meeting scheduled. C. Follow up – FAPT Parent Representative Concerns – Rachel Lewis CSA Coordinator presented an update regarding the motion made by CPMT during October’s meeting. CPMT members discussed next steps. Motion made by Kimberly Jennings to table the discussion in reference to FAPT Parent Representative until January 2023, seconded by Saniyyah Manigault-Westbrook. All are in favor and the motion passed. D. Items from Members – There were no items presented. 9. New Business A. State Reports to the General Assembly: 1) Work group on Special Ed, 2) Office of the Children’s Ombudsman – Rachel Lewis briefed members on the information given in the summaries. B. Press release: Gov. Youngkin Launches Prompt Placement Task Force – Rachel Lewis will discuss at January’s meeting. C. CQI – Data Review summary from October meeting – additional review and consideration of Benchmark/Objectives - Will be revisited at January’s meeting.  D. Items from Members – There were no items presented. 10. Adjourn – CPMT adjourned the meeting at 11:55 a.m. Motion to adjourn made by Kimberly Jennings, seconded by Saniyyah Manigault-Westbrook.
