1. CPMT Secretary Jessica Joyner calls the meeting to order at 9:20 a.m.
2. WTCSB Presentation – CCBHC Model/Crisis Program Updates – WTCSB Director of
Business Operations Brandon Rodgers updated everyone with a PowerPoint presentation
on Right Help Right Now, 988 and CCBHC. Right Help Right Now was launched January
2023 The Governor’s New Reforms transforming behavioral healthcare for Virginians.
The local number WTCSB set up to connect to 988 is 757-656-7755 this local number is
given priority over the 988. All 40 Community Services Boards (CSB’s) will convert to a
Certified Community Behavioral Health Care model. Rachel Lewis will email the
PowerPoint to all CPMT members.
3. Motion made by Jenny Hodge to approve the September 20, 2023 minutes as written,
seconded by Jessica Joyner. All are in favor and the motion passed.
4. Rachel Lewis reviewed the Financial Report as of October 25, 2023. CSA reports a total of
$281,509.29 net year to date expenses. There is a total of $9,443.86 in SPED Wrap Funds
with total projected expenditures for FY 2024 of $1,040,105.73. CSA is well within the
City of Suffolk’s budget. Jenny Hodge would like to see the comparison from last year’s
budget. Motion made by Saniyyah Manigault-Westbrook to accept Financial Report as
written, seconded by Vonda Warren-Lilly. All are in favor and the motion passed.
5. CLOSED SESSION - Sheridan Meriwether entertains a motion to convene a Closed
Meeting for the purpose of discussing cases before the Family Assessment and Planning
Team in accordance with the provisions in subsection A of ş 2.2-3711 of the Code of
Virginia as amended in 2001 and 2005 respectively. Only applicable exceptions as
provided in section ş 2.2-3707 or subsection A of Section ş 2.2-3711 are to be discussed.
Vonda Warren-Lilly motions to enter closed session. Jessica Joyner seconds motion to
enter into closed session. All are in favor and the motion passed.
6. RETURN TO OPEN SESSION – Sheridan Meriwether entertains a motion to move out of
Closed Meeting. Jenny Hodge motions to enter open session. Wendy Warfel seconds the
motion. All are in favor and the motion passed. Sheridan Meriwether initiated a roll call
certifying that to the best of each member’s knowledge only the following matters were
discussed during the closed session: 1) public business matters lawfully exempted from
statutory open meeting requirements and 2) public business matters identified in the
motion to convene the closed meeting. All Affirmed.
7. Jenny Hodge enters the motion to approve all cases presented and appropriately
discussed. Saniyyah Manigault-Westbrook seconded the motion. All are in favor and the
motion passed. Total amount approved $62,811.10.
8. Old Business
A. ARPA Mental Health Grant/Community Violence Initiative Update– Rachel Lewis gave
an update. Committee members met on September 27, 2023 to provide updates per
the list of action items. The group adopted the acronym SAAV – Suffolk Alliance
Against Violence. The committee is currently working on a conference for the future.
They also discussed putting together subcommittees for after school teen groups,
adult and professional sessions. The next meeting is set for October 25, 2023 @ 2pm
here at Suffolk DSS.
B. Follow up – Suffolk Opioid Abatement Authority Town Hall (9/27/23) – Vonda
Warren-Lilly shared updated information in reference to the Town Hall meeting held
on September 27, 2023. The meeting was overall successful although there was no
participation from the community. Mrs. Warren-Lilly did receive feedback from
surveys that are still coming in. Data from the Suffolk substance use survey will be
presented to the City Manager after the needs assessment is complete. In addition to
the Town Hall meeting, an interview with Suffolk News Herald will help with the
awareness of Opioid. Saniyyah Manigault-Westbrook informed everyone that the
Omini needs assessment is currently taking place. They have been getting feedback
and giving incentives for citizens taking the survey.

9. New Business
A. FY 2023 Service Gap Survey Report (PowerPoint) – Jenny Hodge enters the motion to
table the FY 2023 Service Gap Survey Report until November CPMT meeting. Saniyyah
Manigault-Westbrook seconded the motion. All are in favor and the motion passed.
B. Universal Referral Form (enclosure) – Rachel Lewis discussed the Universal Referral
Form. “Localities can begin using this form if they choose, and PRTF and CRF providers
are able to receive/use the form as well”. Mrs. Lewis has shared this information with
all the case managers. One of the primary issues are VA children are going out of State
for services but VA is taking out of state children for the services VA children are in
need of it.
C. Items from the Members – Sheridan Meriwether informed everyone that she is no
longer employed with the Up Center and is currently employed with Blakey Weaver
Counseling Center. They offer a variety of services such as mental health, anger
management, psychosexual, substance abuse and trauma. Blakey Weaver will accept
individuals with no insurance, along with providing virtual and in person services.
10. Adjourn – CPMT adjourned the meeting at 11:25 a.m. Motion to adjourn made by
Saniyyah Manigault-Westbrook, seconded by Vonda Warren-Lilly. All are in favor and the
motion passed.
