1. CPMT Chair Kimberly Jennings calls the meeting to order at 9:12 a.m.
2. CPMT Chair Kimberly Jennings entertains motion for the approval of the February 21,
2024 meeting minutes. Motion made by Jessica Joyner to approve the minutes as written,
seconded by Nicole Porter. All are in favor and the motion passed.
3. Rachel Lewis reviewed the Financial Report as of March 20, 2024. CSA net projected
expenditures have decreased slightly. There has been an increase in WRAP expenditures;
a request for additional funding will be submitted. Mrs. Lewis stated that 62% of CSA
funding has gone towards private day and foster care expenditures. IV-E funds cannot be
used for clothing when children are in congregate care. IV-E funds can be used for a group
home for room and board for the first 14 days. Once eligibility is determined, CSA will be
receiving IV-E reimbursements. VDSS sent out a broadcast to update every one of the
changes. CPMT Chair Kimberly Jennings entertains motion for the approval of the
financial report. Motion made by Jenny Hodge to accept Financial Report as written,
seconded by Brandy Miller. All are in favor and the motion passed.
4. CLOSED SESSION - CPMT Chair Kimberly Jennings entertains a motion to convene a
Closed Meeting for the purpose of discussing cases before the Family Assessment and
Planning Team in accordance with the provisions in subsection A of ş 2.2-3711 of the Code
of Virginia as amended in 2001 and 2005 respectively. Only applicable exceptions as
provided in section ş 2.2-3707 or subsection A of Section ş 2.2-3711 are to be discussed.
Marli Laudun motions to enter closed session. Jenny Hodge seconds motion to enter into
closed session. All are in favor and the motion passed.
5. RETURN TO OPEN SESSION – CPMT Chair Kimberly Jennings entertains a motion to move
out of Closed Meeting. Marli Laudun motions to enter open session. Sheridan Meriwether
seconds the motion. All are in favor and the motion passed. Kimberly Jennings initiated a
roll call certifying that to the best of each member’s knowledge only the following matters
were discussed during the closed session: 1) public business matters lawfully exempted
from statutory open meeting requirements and 2) public business matters identified in
the motion to convene the closed meeting. All Affirmed.
CPMT Chair Kimberly Jennings entertains a motion to approve all cases presented. Jenny
Hodge enters the motion to approve all cases presented and appropriately discussed.
Saniyyah Manigault-Westbrook seconded the motion. Jenny Hodge abstains from her
vote when a case is with Tidewater Youth Services Commission. All other members are in
favor and the motion passed. Total CSA request approved $86,331.55.

7. New Business
A. CSA Contracts for 2025-2026 – consideration for Continuum Behavioral Health for
telehealth ABA services - Rachel Lewis informed members of the upcoming new
vendor’s presentation being held on Thursday, March 28, 2024 here at SDSS. There
will be five vendors, which indicates a reflection of losing vendors. Continuum
Behavioral Health would like to come and present their services for telehealth ABA.
Motion made by Jenny Hodge to decline the offer due to preponderance of local
vendors that will provide in person services for ABA. Seconded by Brandy Miller. All
members are in favor and the motion passed.
B. Service Gap Survey – Rachel Lewis discussed FY 2024 CSA Service Gap Survey. A new
gap in services would be Respite. Some of the barriers when working with other
providers, public and/or private seems to be they are too competitive, quality has
diminished, some providers present well but do not have good quality of services.
CPMT members made necessary changes to the survey.
C. CQI Dashboard Review – Rachel Lewis gave an overview of the number of children
who have received funding through CSA. The average expenditures has remained the
same in comparison through 2020. Private Day and Foster Care continues to have the
highest cost in reference to CSA expenditures.
D. Items from the Members – Jenny Hodge discussed the FY 2025-2026 Virginia Juvenile
Community Control Act (VJCCCA) Plan Fund Allocations. Suffolk depleted all funding
by the end of January 2024. A request for additional funding of $200,000 has been
submitted, waiting to hear if it was approved. They continue to advocate for Suffolk
and Isle of Wight due to the increase in population and the need for services. CPMT
Chair Kimberly Jennings entertains motion for the approval of the FY 2025-2026
VJCCCA Plan. Motion made by Marli Laundun to approve the FY 2025-26 VJCCCA plan
and to have the CPMT Chair or Co-Chair sign the plan. Seconded by Jessica Joyner. All
are in favor and the motion passed.
Jenny Hodge gave an update on the Crisis Intervention Home. She is happy to report
that DJJ passed the audit. Tidewater Youth Services Commission has hired a new
Program Director. There are job vacancies due to turnover in staff. Ms. Hodge will
keep members updated.
8. Adjourn – CPMT adjourned the meeting at 12:12p.m. Motion to adjourn made by Marli
Laudun, seconded by Brandy Miller. All are in favor and the motion passed.
