Consent Agenda - Approval of the minutes Approved 6-0 (Mayor Ralph was excused.) 6. Consent Agenda - An ordinance to appropriate funds from the Suffolk Taxing District unappropriated fund balance for improvements and services in the district - Second Reading Approved 6-0 (Mayor Ralph was excused.) 7. Consent Agenda - An ordinance to accept and appropriate donations to the City - Second Reading Approved 6-0 (Mayor Ralph was excused.) 8. Consent Agenda - An ordinance to accept and appropriate funds from the Commonwealth of Virginia Compensation Board and to provide for a local cash match - Second Reading Approved 6-0 (Mayor Ralph was excused.) 9. Public Hearing - Rezoning Request RZ6-05 (Conditional), submitted by Whitney G. Saunders of Saunders, Barlow, Riddick, Babineau, Farmer, and Brewbaker, P.C., applicant, on behalf of A.C. Miller of D&A L.L.C., property owner, for a change in zoning for approximately 85 acres from B-2, General Commercial District to M-1, Light Industrial District Approved 6-0 (Mayor Ralph was excused.) 15. Public Hearing - Conditional Use Permit Request C23-04, submitted by Whitney G. Saunders of Saunders, Barlow, Riddick, Babineau, Farmer, and Brewbaker, P.C., and, Justin King of Sims Metals, applicants, on behalf of Henry Hawking, et, al, property owners, to permit the operation of a recycling transfer facility in accordance with Sections 31-306, 31-406 and 31-708 of the Unified Development Ordinance Approved with amendments 6-0 (Mayor Ralph was excused.) 16. Public Hearing - Conditional Use Permit Request C25-05, submitted by Whitney G. Saunders, of Saunders, Barlow, Riddick, Babineau, Farmer, and Brewbaker, P.C., applicant, on behalf of Jesse D. Williams and Travis W. Williams, property owners, to permit the expansion of existing playing fields for Nansemond Suffolk Academy in accordance with Sections 31-306 and 31-406 of the Unified Development Ordinance. The property affected is located to the south of Nansemond Suffolk Academy and is further identified as Tax Map 25, Parcel 57C and a portion of 57B, Suffolk Voting Borough, Nansemond Taxing District, Zoned A, Agriculture Approved 6-0 (Mayor Ralph was excused.) 2 17. Ordinance - An ordinance to establish a road maintenance special revenue fund, to authorize a loan from the general fund to the road maintenance fund, to establish an appropriation in the road maintenance fund and to authorize personnel in the road maintenance fund Approved with amendments 6-0 (Mayor Ralph was excused.) 18. Ordinance - An ordinance to provide for the implementation of the 2004-2005 changes to the Personal Property Tax Relief Act of 1998 Approved 6-0 (Mayor Ralph was excused.) 19. Motion - A motion to schedule a Work Session for February 1, 2006, at 4:00 p.m., unless canceled. Approved 6-0 (Mayor Ralph was excused.) 20. Late Appearances - Guidelines for the Late Appearances period are outlined in the City Code Section 2-96 and permit each speaker five (5) minutes to address City Council. There is no limitation on the total time period for Late Appearances No City Council action was required. 21.
