Consent Agenda - An ordinance to accept and appropriate funds from the City of Suffolk Industrial Development Authority for the Phase IV extension of Obici Boulevard located within Suffolk Industrial Park – Second Reading Approved 7-0 7. Consent Agenda - An ordinance to accept and appropriate project income for the Fifth Judicial District Community Correction Program – First Reading Approved 7-0 8. Consent Agenda - An ordinance to accept and appropriate funds from the Commonwealth of Virginia Department of Aviation and to provide for a local cash match – First Reading Approved 7-0 9. Consent Agenda - An ordinance to accept and appropriate funds from the Commonwealth of Virginia Department of Health for the Four-For-Life Program – First Reading Approved 7-0 1 10. Public Hearing - Conditional Use Permit Request C21-05, submitted by Jennifer Trump of Sandy Bottom Materials, Incorporated on behalf of Bobby Byrum property owner, to permit the construction of a borrow pit in accordance with Sections 31-306 and 31-406 of the Unified Development Ordinance Approved 7-0 13. Public Hearing - Conditional Use Permit Request C28-05, submitted by Doug Fohl of A and B Propane, on behalf of Charles B. Pond, III, property owner, to permit fuel sales of propane in accordance with Sections 31-306 and 31-406 of the Unified Development Ordinance Approved 7-0 14. Public Hearing - Rezoning Request RZ14-05 (Conditional), submitted by Jeffrey L. Public Hearing - Street Vacation Request SV1-05, submitted by Robert C. Barclay, IV of Cooper, Spong and Davis, applicant, on behalf of Floyd M. Martin, Jr., and Cowles M. Spencer, Jr. property owners, for the vacation of right-of-way located on the east side of Shoulders Hill Road Approved 7-0 2 16. Public Hearing - A public hearing on the proposed Franchise Agreement for electrical services A motion was made to approve the ordinance to grant to Dominion Virginia Power a Franchise Agreement for the City’s electrical services. Approved 7-0 17. Public Hearing/Appeal of Historic Landmarks Decision - Certificate of Appropriateness Request HC-2005 by Edward R. Liggins (property owner) for an after-the-fact deck enclosure at 130 Oakdale Terrace A motion was made to refer this item back to the Historic Landmarks Commission in order to provide the applicant an opportunity to present his case for an after-the-fact enclosure at 130 Oakdale Terrace. Approved 7-0 18. Resolution - A resolution to eliminate the vehicle decal program Approved 7-0 19. Motion - A motion to schedule a Work Session for March 1, 2006, at 4:00 p.m., unless canceled. Approved 7-0 A motion to amend the agenda to consider the following item was approved by a vote of 7-0: A motion approving an amendment to the Western Tidewater Water Authority, Isle of Wight County, and City of Suffolk water agreement as proposed by the Isle of Wight County Board of Supervisors Approved 7-0 20. Late Appearances - Guidelines for the Late Appearances period are outlined in the City Code Section 2-96 and permit each speaker five (5) minutes to address City Council. There is no limitation on the total time period for Late Appearances No City Council action was required. 21.
