Mullins, on behalf of Exeter, LLC, property owner, to permit a commercial stable in accordance with Sections 31-306, 31-406, and 31-702 of the Unified Development Ordinance Approved 8-0 9. Public Hearing - Ordinance Text Amendment OA2-08, amendments to Section 31-505, Authority, and Section 31-514, Family Transfers, Article 5, Subdivision of the Unified Development Ordinance Approved 6-2 (Vice Mayor Milteer and Council Member Bennett voted in opposition.) 10. Public Hearing - A public hearing to receive public comment on the proposed Capital Improvements Plan for the Fiscal Years 2009-2010 through 2018-2019 The public hearing on this item was closed and the companion resolution was considered under Item 12. 11. Resolution - A resolution to adopt the Capital Improvements Plan for the Fiscal Years 2009-2010 through 2018-2019 Approved 7-1 (Council Member Bennett voted in opposition.) 13. Resolution - A resolution to initiate a review of the M-2, Heavy Industrial zoning map classification for property located on Clary’s Drive and further identified as Tax Map 34G19, Parcels (A)95 through 104 and being located on Clary’s Drive Approved 8-0 15. Resolution - A resolution regarding proposals to privatize the solid waste management system currently owned and operated by the Southeastern Public Service Authority Approved 8-0 16. Staff Report - Sanitary Sewer System Smoke Testing Program No City Council action required. 17. Motion - A motion to schedule a Work Session for March 4, 2009, at 4:00 p.m., unless canceled or called earlier by the Mayor Approved 6-0-2 (Vice Mayor Milteer and Council Member Bennett were out of the chamber at the time of the vote.) 18. Non-Agenda Speakers No City Council action required. 19. New Business A motion to authorize Mayor Linda Johnson to send a letter to the Virginia Resource Authority and Governor Timothy Kaine regarding the restructuring of the debt of the Southeastern Public Service Authority and related matters, in substantially the same form as has been presented to City Council.
