7. Consent Agenda - A resolution authorizing the City Manager to amend the
East Washington Street Sewer Rehabilitation Construction Agreement

8. Consent Agenda - A resolution to accept and appropriate funds from the
Virginia Department of Transportation for the Highway Safety Improvement
Program (HSIP) Proactive Safety Project
Approved 8-0
9. Public Hearing - Conditional Use Permit Request, C06-08, submitted by
Kevin Breslin of Richmond Breslin, LLP, on behalf of CenterPoint Properties
Trust, property owner, to permit a religious assembly (small) use in accordance
with Sections 31-306 and 31-406 of the Unified Development Ordinance

10. Public Hearing - Conditional Use Permit Request C01-09, submitted by
Jason R. Fulford, on behalf of Suffolk Holdings, LLC, property owner, for a
tattoo parlor and body piercing salon in accordance with Sections 31-306,
31-406, and 31-721 of the Unified Development Ordinance

11. Public Hearing - A public hearing to consider an ordinance granting an
exemption from taxation to the Western Tidewater Free Clinic
A motion to schedule a public hearing at the April 1, 2009, City
Council meeting to consider an ordinance granting an
exemption from taxation to the Suffolk Partnership for a Healthy
Community, Incorporated was approved by a vote of 8-0.
12. Resolution - A resolution authorizing the City Manager to execute the
Memorandum of Agreement between the Hampton Roads Sanitation District and
the Hampton Roads jurisdictions for the mutual cooperation in the retrofit
enforcement of grease control devices

13. Staff Reports
Staff Report - Southeastern Public Service Authority
A motion to appropriate $7,124 from the City Contingency Fund
for the independent appraisal of the assets of the Southeastern
Public Service Authority was approved by a vote of 8-0.
14. Motion - A motion to schedule a Work Session for April 1, 2009, at 4:00 p.m.,
unless canceled or called earlier by the Mayor

A motion to nominate and appoint the following individuals to
the respective boards and commissions was approved 8-0:

A motion directing the City Manager and City Attorney to draft
an ordinance establishing a civic organizations grants program
in conjunction with the annual budget process to accommodate
request for City funds from civic, charitable and nonprofit
organizations was approved by a vote of 8-0.
