14. Public Hearing - An ordinance granting Comprehensive Plan Amendment,
CPA1-09, Four Farms, submitted by South Suffolk Properties, LLC, applicant, on
behalf of Douglas and Barbara Davis, W. Michael Lane, Jung Bok Kim and
Young Sook, SWB Associates, LLC, and South Suffolk Properties, LLC, property
owners, to amend the 2026 Comprehensive Plan for the City of Suffolk, from
Rural Agricultural Conservation to Inner Ring Suburban for approximately
180 acres, and Inner Ring Suburban to Core Support for approximately 28 acres
in order to permit an associated proposed rezoning for residential and
commercial development.
A motion to deny was approved by a vote of 7-1 (Vice Mayor
Brown voted in opposition.)
15. Public Hearing - An ordinance granting Rezoning Request RZ4-09(Conditional),
submitted by South Suffolk Properties, LLC on behalf of Douglas and Barbara
Davis, W. Michael Lane, Kim Jung Bok and Young Sook, SWB Associates, LLC,
Horace and Jessie Lamb, Pat and Antoinette Cotturone, and South Suffolk
Properties, LLC, property owners, for a change in zoning from A, Agricultural, to
RU, Residential Urban District (Conditional) and B-2, General Commercial
District (Conditional).
A motion to deny was approved by a vote of 7-1 (Vice Mayor
Brown voted in opposition.)
16. Public Hearing - An ordinance granting a Conditional Use Permit C14-10,
Hunter-Taylor, LLC T/A Hunter-Taylor Supply, submitted by John D. Eure, Jr., of
J. Eure Properties, Inc., applicant and owner, on behalf of Wayne Beale, of
Hunter-Taylor, LLC, for approval of a Wholesale Sales (Indoor Operations,
Storing & Loading) business in accordance with Sections 31-306 and 31-406 of
the Unified Development Ordinance.

17. Public Hearing - An ordinance granting a Conditional Use Permit C15-10,
Ounce of Hope, LLC, submitted by Tonya Taylor-Bush of Ounce of Hope, LLC,
on behalf of Andrew B. Damiani, property owner, to permit a Medical Counseling
Center (non-resident) treatment of drug abuse and/or alcohol in accordance with
Sections 31-306 and 31-406 of the Unified Development Ordinance.

18. Public Hearing - An ordinance granting a Conditional Use Permit C16-10,
Parker Oil Company, Inc., submitted by Brian J. Layne, LS, of Art-Ray
Corporation, on behalf of Parker Oil Company, Inc., property owner, to permit
Fuel Sales (not including Gasoline Service Stations) in accordance with Sections
31-306 and 31-406 of the Unified Development Ordinance

19. Ordinance - An ordinance to amend the street identification system for portions
of streets and properties identified as Highland Avenue and East Pinner Street

21. Motion - A motion to schedule a public hearing to be held on February 2, 2011,
to receive public comment on the proposed Fiscal Year 2012 – 2021 Capital

A motion to schedule a public hearing at the February 2, 2011,
City Council meeting to receive public comment regarding the
sale of publicly held real property identified as Tax Map 11A*53
was approved by a vote of 8-0
A motion to direct City Manager Selena Cuffee-Glenn to provide
a report regarding the operation of the Suffolk Executive Airport
and related matters was approved by a vote of 8-0
