Removal of Items from the Consent Agenda and Adoption of the Agenda A motion to remove Consent Agenda Item #9 for a separate vote and adopt the remainder of the agenda as presented was approved 8-0 6. Agenda Speakers No City Council action required. 7. Consent Agenda - A resolution to accept and appropriate Interoperability Emergency Communications Grant funds from the United States Department of Homeland Security for a regional communications needs assessment Approved 8-0 8. Consent Agenda - A resolution to accept and appropriate funds from the Virginia Office of Commonwealth Preparedness for the establishment and operation of the United States Joint Forces Command (USJFCOM) Transition and Business Development Center Approved 8-0 9. Consent Agenda - A resolution abolishing the Sister Cities Commission (This item is continued from the February 16, 2011, City Council meeting.) Public Hearing - An ordinance granting an Ordinance Text Amendment, OA01- 11, to amend the Code of the City of Suffolk, Chapter 31, Unified Development Ordinance, Appendix B, Submission Requirements, B-2 Table of Submittal Requirements, Physical and Topographic Data, regarding notes on Final Site plans and final plats Approved 8-0 11. Ordinance - An ordinance amending Sections 82-483 and 82-484 of the Code of the City of Suffolk related to Tax Relief for the Elderly and Disabled Persons and adopting a new Section 82-485 to provide tax exemption for certain disabled veterans Approved 8-0 12. Ordinance - An ordinance amending Sections 82-71, 82-72, and 82-73 of the Code of the City of Suffolk providing for the repeal of the special assessment for open space Approved 7-1 (Council Member Milteer voted in opposition.) 13. Ordinance - An ordinance amending the Code of the City of Suffolk by adopting a new Section 82-486 related to tax exemption for certain charitable and religious real and personal property Approved 8-0 14. Resolution - A resolution directing the City Manager and City Attorney to analyze data from the United States Census Bureau and to prepare a recommended redistricting plan for the City of Suffolk; and to follow the proposed 2011 Redistricting Calendar Approved 8-0 15. Staff Report - Western Tidewater Water Authority A motion to extend a vote of confidence from the Suffolk City Council as it relates to its membership in the Western Tidewater Water Authority with Isle of Wight County was approved by a vote of 8-0. 16. Staff Report - Southeastern Public Service Authority Regional Landfill No City Council action required. 17. Staff Report - Total Maximum Daily Load No City Council action required. 18. Motion - A motion to schedule a Work Session for April 6, 2011, at 4:00 p.m., unless canceled Approved 8-0 2 19. Non-Agenda Speakers No City Council action required. 20. New Business A motion to nominate and appoint Steve Barnum as an alternate to the Wetlands Board was approved by a vote of 8-0. A motion to request a report on the membership attendance of the City Council appointed boards, commissions, and authorities and a recommendation regarding an attendance policy for the May 18, 2011, City Council meeting was approved by a vote of 8-0. 21.
