Dawley, City Clerk ABSENT None CALL TO ORDER/INVOCATION/PLEDGE OF ALLEGIANCE Mayor Johnson called the meeting to order, and Council Member Milteer provided the Invocation and the Pledge of Allegiance to the Flag. FREEDOM OF INFORMATION ACT CERTIFICATION City Clerk Dawley presented a resolution certifying the Closed Meeting of April 4, 2012, pursuant to Section 2.2-3712 of the Code of Virginia (1950), as amended. Council Member Parr, on a motion seconded by Council Member Gardy, moved that the resolution be adopted, as presented, by the following vote: AYES: Council Members Barclay, Bennett, Duman, Gardy, Milteer, Parr, Brown, and Johnson 8 NAYS: None 0 A RESOLUTION OF CERTIFICATION OF THE CLOSED MEETING OF APRIL 4, 2012, PURSUANT TO SECTION 2.2-3712 OF THE CODE OF VIRGINIA (1950), AS AMENDED 1 City Council Regular Meeting April 4, 2012 APPROVAL OF THE MINUTES Council Member Gardy, on a motion seconded by Council Member Milteer, moved to approve the minutes from the March 21, 2012, Work Session and Regular Meeting, as presented, by the following vote: AYES: Council Members Barclay, Bennett, Duman, Gardy, Milteer, Parr, Brown, and Johnson 8 NAYS: None 0 SPECIAL PRESENTATIONS There were no items under this portion of the agenda. REMOVAL OF ITEMS FROM THE CONSENT AGENDA AND ADOPTION OF THE AGENDA Mayor Johnson asked if any members of City Council wished to remove the items from the Consent Agenda for separate action. Hearing no requests for removal of the items, Mayor Johnson advised that a motion was in order at this time to adopt the remaining agenda in its entirety. CONSENT AGENDA City Clerk Dawley presented the following Consent Agenda items: Consent Agenda Item #7 - AN ORDINANCE TO ACCEPT AND APPROPRIATE FUNDS FROM THE VIRGINIA E-911 SERVICES BOARD FOR THE SUFFOLK POLICE DEPARTMENT Consent Agenda Item #8 – AN ORDINANCE TO ACCEPT AND APPROPRIATE FUNDS FROM THE VIRGINIA DEPARTMENT OF EMERGENCY MANAGEMENT VIA THE DEPARTMENT OF DEFENSE OFFICE OF ECONOMIC ADJUSTMENT TO SUPPORT THE UNITED STATES JOINT FORCES COMMAND CLOSURE PHASE II PROJECT 2 City Council Regular Meeting April 4, 2012 Vice Mayor Brown called for a report on Consent Agenda Item #8 – an ordinance to accept and appropriate funds from the Virginia Department of Emergency Management via the Department of Defense Office of Economic Adjustment to support the United States Joint Forces Command Closure Phase II project. Referring to Consent Agenda Item #8, City Manager Cuffee-Glenn gave a summation of the background information as printed in the official agenda. RESOLUTIONS Resolution – A resolution requesting that the Virginia General Assembly take action to solve our regional and statewide transportation issues City Clerk Dawley read the proposed resolution as printed in the official agenda. Paul Gillis, 2536 Woodland Trail, representing self, opined about violent crime. 4 City Council Regular Meeting April 4, 2012 NEW BUSINESS Mayor Johnson asked City Clerk Dawley if there were any New Business items for consideration. City Clerk Dawley presented the following item for consideration: Virginia Municipal League Policy Committees: reappoint Council Member Leroy Bennett to the Community and Economic Development Committee; reappoint Council Member Michael Duman to the Environmental Quality Committee; reappoint Council Member Curtis Milteer to the Finance Committee; reappoint Council Member Robert Barclay to the General Laws Committee; reappoint Council Member Charles Parr to the Human Development and Education Committee; and reappoint Vice Mayor Charles Brown to the Transportation Committee. Council Member Milteer, on a motion seconded by Council Member Parr, moved to nominate and appoint the aforementioned individuals, by the following roll call vote: AYES: Council Members Barclay, Barlow, Bennett, Brown, Gardy, Parr, Milteer and Johnson 8 NAYS: None 0 City Clerk Dawley presented the following item for consideration: a motion to direct City Manager Cuffee-Glenn to prepare an ordinance for consideration at the April 18, 2012, City Council meeting to appropriate excess General Fund Revenues from Fiscal Year 2011-2012 to the Local Transportation Construction Reserve Fund. Council Member Parr, on a motion seconded by Council Member Gardy, moved to direct City Manager Cuffee-Glenn to prepare an ordinance for consideration at the April 18, 2012, City Council meeting to appropriate excess General Fund Revenues from Fiscal Year 2011-2012 to the Local Transportation Construction Reserve Fund, by the following roll call vote: AYES: Council Members Barclay, Barlow, Bennett, Brown, Gardy, Parr, Milteer and Johnson 8 NAYS: None 0 Council Member Bennett opined about a letter from Dr. Deran R. Whitney, Superintendent of Schools, regarding an ordinance granting Conditional Use Permit Request C21-11, submitted by Dave France, PE of Kimley-Horn and Associates, Incorporated, on behalf of Suffolk Public Schools, applicant, and on behalf of Marion and Lydia Harrell, property owners. Discussion ensued among members of City Council about the proposed ordinance. Council Member Parr asked about the status of a contract for the sale of the property in question to Suffolk Public Schools for the new elementary school in the southern part of the City. City Manager Cuffee-Glenn stated that no contract has been received from Suffolk Public Schools regarding the purchase of the proposed parcel. 5 City Council Regular Meeting April 4, 2012 ANNOUNCEMENTS AND COMMENTS Utilizing a PowerPoint presentation, Interim Media and Community Relations Director Diana Klink reported on the following activities: 25th Annual Hampton Roads Telecommunicators Banquet; the C. Faye Tillery Community Cancer Awareness Day; the Community Meeting regarding the proposed 2012-2013 Operational and Capital Budget; free tax preparation assistance at the Suffolk Workforce Development Center; real estate tax relief program for the elderly and disabled; the availability of the 2012 Good Time Guides; the Relay for Life fundraiser; the Festival of Flight; the “Sounds of the Tropics” concert at the North Suffolk Library; Global Youth Services Day; and the Suffolk Humane Society and Suffolk Animal Control Adopt-a-Thon. Council Member Duman announced he attended the North Suffolk Rotary meeting, the ribbon cutting for Cut and Shears Barber Shop and Beauty Salon, the Annual Celebrity Night to benefit Prevent Child Abuse Hampton Roads fundraiser, and the American Red Cross Annual Paint the Town Red fundraiser. Council Member Barclay encouraged residents to attend the upcoming community meeting and the public hearing on proposed Fiscal Year 2012-2013 Operating and Capital Budget that was presented at today’s work session. Council Member Gardy opined about the presentation made in today’s work session by Dwight Farmer, Executive Director, Hampton Roads Planning District Commission, about regional transportation issues and the proposed Fiscal Year 2012-2013 Operating and Capital Budget. Council Member Bennett congratulated the participants in the Gamma Delta Omega Chapter of Alpha Kappa Alpha Sorority’s Annual Cotillion, Ashanti Nixon and Ravynn Stringfield. Council Member Bennett thanked City Assessor Jean Jackson for a recent presentation to residents of Olde Mill Creek. Council Member Bennett reported on ditches in need of cleaning on the Pughsville area. Council Member Bennett encouraged residents to participate in the upcoming community meeting and public hearing on the proposed Fiscal Year 2012-2013 Operating and Capital Budget that was presented at today’s work session. Council Member Parr announced he attended the ribbon cutting for NDulge Eclectic Soul Cuisine and the American Red Cross Annual Paint the Town Red fundraiser. Council Member Parr expressed his appreciation to City employees for recent blight removal on West Washington Street. Council Member Milteer encouraged residents to participate in the upcoming community meeting and public hearing on the proposed Fiscal Year 2012-2013 Operating and Capital Budget that was presented at today’s work session. Council Member Milteer reported road improvements needed on County Street. 6 City Council Regular Meeting April 4, 2012 Vice Mayor Brown congratulated Norfolk State University’s Interim Provost and Vice President for Academic Affairs, Dr. Sandra DeLoatch on her recent appointment. Mayor Johnson encouraged residents to participate in the upcoming community meeting and public hearing on the proposed Fiscal Year 2012-2013 Operating and Capital Budget, which was presented at today’s work session. Mayor Johnson opined about the presentation made in today’s work session by Dwight Farmer, Executive Director, Hampton Roads Planning District Commission, about regional transportation issues. Mayor Johnson announced the upcoming Relay for Life fundraiser. Mayor Johnson thanked City employees for their work.
