Dawley, City Clerk ABSENT None CALL TO ORDER/INVOCATION/PLEDGE OF ALLEGIANCE Mayor Johnson called the meeting to order, and Council Member Milteer provided the Invocation and the Pledge of Allegiance to the Flag. FREEDOM OF INFORMATION ACT CERTIFICATION City Clerk Dawley presented a resolution certifying the Closed Meeting of October 3, 2012, pursuant to Section 2.2-3712 of the Code of Virginia (1950), as amended. REMOVAL OF ITEMS FROM THE CONSENT AGENDA AND ADOPTION OF THE AGENDA Mayor Johnson asked if any members of City Council wished to remove the items from the Consent Agenda for separate action. Hearing no requests for removal of the items, Mayor Johnson advised that a motion was in order at this time to adopt the agenda in its entirety. CONSENT AGENDA City Clerk Dawley presented the following Consent Agenda items: Consent Agenda Item #7 - AN ORDINANCE TO ACCEPT AND APPROPRIATE FUNDS FROM THE VIRGINIA DEPARTMENT OF CRIMINAL JUSTICE SERVICES FOR THE SUFFOLK VICTIM/WITNESS PROGRAM Consent Agenda Item #8 - AN ORDINANCE TO ACCEPT AND APPROPRIATE A GRANT FROM THE VIRGINIA DEPARTMENT OF CONSERVATION AND RECREATION FOR THE LAKE MEADE PARK TRAIL PROJECT AND TO PROVIDE A LOCAL CASH MATCH THROUGH A TRANSFER FROM THE PARKS AND RECREATION CAPITAL MAINTENANCE ACCOUNT 2 City Council Regular Meeting October 3, 2012 Council Member Parr asked for an outline of Consent Agenda Item #8 - an ordinance to accept and appropriate a grant from the Virginia Department of Conservation and Recreation for the Lake Meade Park Trail Project and to provide a local cash match through a transfer from the Parks and Recreation Capital Maintenance account Vice Mayor Brown called for an overview of Consent Agenda Item #7 - an ordinance to accept and appropriate funds from the Virginia Department of Criminal Justice Services for the Suffolk Victim/Witness Program. Referring to Consent Agenda Item #7, City Manager Cuffee-Glenn supplied a summary of the background information as printed in the official agenda. Referring to Consent Agenda Item #8, Parks and Recreation Director Lakita Watson provided an overview of the background information as printed in the official agenda utilizing a PowerPoint presentation. Council Member Parr, on a motion seconded by Council Member Duman, moved to director City Manager Cuffee-Glenn to invite representatives from the City’s recycling services vendor, TFC, to present information on their program and to provide a staff report on the Southeastern Public Service Authority at the October 17, 2012, City Council meeting, by the following vote: AYES: Council Members Barclay, Bennett, Duman, Gardy, Milteer, Parr, Brown, and Johnson 8 NAYS: None 0 4 City Council Regular Meeting October 3, 2012 ANNOUNCEMENTS AND COMMENTS Utilizing PowerPoint presentation, Interim Media and Community Relations Manager Timothy Kelley reported on the following activities: the Peanut Fest; the Suffolk Police Department Badge Pinning Ceremony; the Parks and Recreation Department’s Sleepy Hole Haunted Hayride; an article in American Road Magazine including the City of Suffolk; the Budget Office’s Distinguished Budget Presentation Award from the Government Finance Officers Association; the Litter Prevention and Recycling Program’s Grant Award from the Virginia Department of Environmental Quality; the Health and Wellness Program’s 2012 Wellness in the Workplace Award from the Virginia Business Coalition on Health; the City Employee Wellness Awards Reception; groundbreaking ceremony for NowCare and Suffolk Medical Associates; and the closure of all City officers for the observance of Columbus Day; Council Member Duman advised that he attended the following events: the Western Tidewater Free Clinic Recognition Banquet; the Peanut Fest Queen’s Luncheon; and the Peanut Fest Parade. Council Member Duman acknowledged the organizers of the Chuckatuck Volunteer Fire Department Fish Fry and the Boys and Girls Club Barbeque and Oyster Roast. Council Member Duman announced the upcoming Shrimp Feast. Council Member Barclay advised that he attended the following events: the Western Tidewater Free Clinic Recognition Banquet; the Suffolk Center for Cultural Arts Auction and the Peanut Fest Parade. Council Member Gardy announced he attended the Peanut Fest Pre Parade Reception and the Peanut Fest Parade. Council Member Bennett advised that he attended the following events: the Peanut Fest Queen’s Luncheon; the Boys and Girls Club Barbeque and Oyster Roast; and the Peanut Fest Parade. Council Member Parr reported that the Route 460 presentation provided at today’s Work Session will be available on the City’s web site. Council Member Parr opined about the recent City Council retreat. Council Member Milteer announced the upcoming Peanut Fest. Vice Mayor Brown commended organizers of the City Employee Wellness Awards Reception and the City Council Retreat. Mayor Johnson advised she attended the following events: the Healthy People/Healthy Suffolk Fall 5K Run/Walk; the Peanut Fest Parade; the Chuckatuck Volunteer Fire Department Fish Fry and the Boys and Girls Club Barbeque and Oyster Roast. 5 City Council Regular Meeting October 3, 2012 Mayor Johnson recognized the following organizations for their respective awards and events: the Budget Office on receiving the Distinguished Budget Presentation Award from the Government Finance Officers Association; the Human Resources Department for hosting the City Employee Wellness Awards Reception; the Western Tidewater Free Clinic on its fifth anniversary; the organizers and volunteers of Peanut Fest and the Peanut Butter Sculpting Contest; and the Parks and Recreation Department for the upcoming Sleepy Hole Haunted Hayride.
