5. Removal of Items from the Consent Agenda and Adoption of the Agenda
A motion to defer the Staff Report regarding the Refuse
Enterprise Fund, Southeastern Public Service Authority (SPSA)
and Curbside Recycling Update and to adopt the remainder of
the agenda as presented was approved by a vote of 7-0. (Council
Member Duman was excused.)

7. Consent Agenda - An ordinance to accept and appropriate funds from the
Virginia Department of Aviation in support of the Corporate Hanger Access Road
Project at the Suffolk Executive Airport

8. Public Hearing - An ordinance granting Rezoning Request, RZ07-12, submitted
by Clarence H. Brooks, on behalf of LeOtis Williams of LW’s Lawn Service, LLC,
applicant and property owner, to request a change in zoning from M-2, Heavy
Industrial Zoning District, to B-2, General Commercial Zoning District
Approved 7-0 (Council Member Duman was excused.)
9. Public Hearing - An ordinance granting Conditional Use Permit Request
C16-12, submitted by Clarence H. Brooks, on behalf of LeOtis Williams of LW’s
Lawn Service, LLC, applicant and property owner, to permit a public assembly in
accordance with Sections 31-306 and 31-406 of the Unified Development
Ordinance
Approved 7-0 (Council Member Duman was excused.)
10. Public Hearing - An ordinance granting Conditional Use Permit Request
C12-12, submitted by Charles and Earlene Peirce, property owner and applicant,
to permit the installation of an accessory dwelling unit (mobile home) in
accordance with Sections 31-306, 31-406, and 31-701(b) of the
Unified Development Ordinance
