Vice Mayor Brown offered the Invocation, and James Jones, Boy Scout Troop #1, led the Pledge of Allegiance to the Flag. FREEDOM OF INFORMATION ACT CERTIFICATION City Clerk Dawley presented a resolution certifying the Closed Meeting of September 17, 2014, pursuant to Section 2.2-3712 of the Code of Virginia (1950), as amended. Council Member Duman, on a motion seconded by Council Member Fawcett, moved that the resolution be approved, as presented, by the following vote: AYES: Council Members Duman, Fawcett, Gardy, Milteer, Parr, Ward, Brown and Johnson 8 NAYS: None 0 A RESOLUTION OF CERTIFICATION OF THE CLOSED MEETING OF SEPTEMBER 17, 2014, PURSUANT TO SECTION 2.2-3712 OF THE CODE OF VIRGINIA (1950), AS AMENDED 1 City Council Regular Meeting September 17, 2014 APPROVAL OF THE MINUTES Council Member Gardy, on a motion seconded by Council Member Fawcett, moved to approve the minutes from the September 3, 2014, Work Session and Regular Meeting, by the following vote: AYES: Council Members Duman, Fawcett, Gardy, Milteer, Parr, Ward, Brown and Johnson 8 NAYS: None 0 SPECIAL PRESENTATIONS Special Presentation - Proclamation in recognition of “Walk to End Alzheimer’s Day” Mayor Johnson presented the above referenced item to Gino Colombara, President and Chief Executive Officer of the Southeastern Virginia Chapter of the Alzheimer’s Association. Mr. Colombara offered comments. Special Presentation - A resolution recognizing Commissioner of the Revenue Thomas A. Hazelwood for his years of service Mayor Johnson presented the above referenced to Commissioner of the Revenue Hazelwood who offered comments. Council Member Fawcett, on a motion seconded by Council Member Duman, moved that the resolution be approved, as presented, by the following vote: AYES: Council Members Duman, Fawcett, Gardy, Milteer, Parr, Ward, Brown and Johnson 8 NAYS: None 0 A RESOLUTION RECOGNIZING COMMISSIONER OF THE REVENUE THOMAS A. HAZELWOOD FOR HIS YEARS OF SERVICE REMOVAL OF ITEMS FROM THE CONSENT AGENDA AND ADOPTION OF THE AGENDA Mayor Johnson asked if any members of City Council wished to remove any of the Consent Agenda items for separate action. Hearing no requests for removal of any items, Mayor Johnson advised that a motion was in order at this time to adopt the agenda as presented. Council Member Fawcett, on a motion seconded by Council Member Gardy, moved to adopt the agenda as presented, by the following vote: AYES: Council Members Duman, Fawcett, Gardy, Milteer, Parr, Ward, Brown and Johnson 8 NAYS: None 0 2 City Council Regular Meeting September 17, 2014 AGENDA SPEAKERS Chris Dove, 852 Colonel Meade Drive, representing self, opined about Consent Agenda Items 7 through 9, - An ordinance to accept and appropriate a Bulletproof Vest Partnership Grant from the United States Department of Justice; an ordinance to accept and appropriate a Justice Assistance Grant from the United States Department of Justice in support of the Suffolk Police Department and the Office of the Commonwealth’s Attorney; and an ordinance to accept and appropriate funds from the Virginia Department of Motor Vehicles Highway Safety Grant Program for the Suffolk Police Department, respectively. Vice Mayor Brown asked for a summary of Consent Agenda Items #8 and #9 - An ordinance to accept and appropriate a Justice Assistance Grant from the United States Department of Justice in support of the Suffolk Police Department and the Office of the Commonwealth’s Attorney and an ordinance to accept and appropriate funds from the Virginia Department of Motor Vehicles Highway Safety Grant Program for the Suffolk Police Department. Referring to Consent Agenda Items #7 and #8, Police Chief Thomas Bennett provided a summary of the background information as printed in the official agenda and Fire Chief Cedric Scott offered supplementary information. Referring to Consent Agenda Item #9, City Manager Cuffee-Glenn offered a report on the background information as printed in the official agenda. Referring to Consent Agenda Item #7, Council Member Parr asked about the frequency of bulletproof vest replacement. Police Chief Bennett replied that vests are replaced about every five years for current officers, and vests are purchased for new officers when they begin service. 3 City Council Regular Meeting September 17, 2014 Council Member Parr, on a motion seconded by Council Member Duman, moved to approve the Consent Agenda, as presented, by the following vote: AYES: Council Members Duman, Fawcett, Gardy, Milteer, Parr, Ward, Brown and Johnson 8 NAYS: None 0 PUBLIC HEARINGS There were no items under this portion of the agenda. ORDINANCES Ordinance – An ordinance to rezone and amend the official zoning map of the City of Suffolk, to change zoning from OI, Office-Institutional, to B-1, Neighborhood Commercial District for properties located at 3345 Bridge Road and 3345 Bridge Road, Units 900, 904, 908, 912, 916, 920 & 924 and are further identified as zoning Map 12, Parcels 34C, 34C*9A, 34C*9B, 34C*9C, 34C*9D, 34C*9E, 34C*9F and 34C*9G; RZ06-13 (This item was continued from the June 18, 2014, City Council Meeting.) Utilizing a PowerPoint presentation, Planning and Community Development Director D. Scott Mills supplied a summary of the background information as printed in the official agenda. Council Member Fawcett moved to continue consideration of the proposed ordinance to the October 15, 2014, City Council meeting. The motion failed for lack of a second. Council Member Parr, on a motion seconded by Vice Mayor Brown, moved to continue consideration of the proposed ordinance to the November 19, 2014, City Council meeting. Council Member Duman inquired about the time frame for the issue to be heard by Planning Commission for recommendation to City Council. City Attorney Holland advised the Planning Commission will follow the direction of City Council. NEW BUSINESS Council Member Parr, on a motion seconded by Vice Mayor Brown, moved to direct City Manager Cuffee-Glenn to determine a permanent funding mechanism for infrastructural improvements in older neighborhoods, by the following vote: AYES: Council Members Duman, Fawcett, Gardy, Milteer, Parr, Ward, Brown and Johnson 8 NAYS: None 0 ANNOUNCEMENTS AND COMMENTS Utilizing PowerPoint and video presentations, Media and Community Relations Manager Timothy Kelley reported on the following items: City Council’s Strategic Planning Retreat; 19th Annual City Treasurer’s United Way Golf Tournament; Think Green R(e)cycling and Tire Amnesty Day; Suffolk Police Promotional Ceremony; National Take-Back Initiative Day; Suffolk Animal Care Adopt-a-thon; Library Card Sign up Month; Peanut Fest events; Touch a Truck, Train and More; and Mystery of a Masterpiece exhibit at the Suffolk Center for Cultural Arts. Council Member Fawcett thanked City Administration for arranging the marker dedication for the former Rosenwald School site in Huntersville. Council Member Fawcett reported he attended the following: Parks and Recreation Master Plan Community Meeting; Taste of Suffolk; and Taste of Home Cooking School. Council Member Fawcett encouraged everyone to attend Art d’Vine at the Suffolk Center for Cultural Arts. Council Member Fawcett offered condolences to the family of the late Marine Sergeant Charles Strong. Council Member Ward offered congratulatory remarks to retiring Commissioner of the Revenue Hazelwood. 5 City Council Regular Meeting September 17, 2014 Council Member Ward reported potholes on College Drive and thanked City Administration for resolving an issue on Respass Beach Road. Council Member Ward reported a problem with standing water at 6445 Town Point Road. Council Member Ward thanked City Administration for the marker dedication ceremony for the former Rosenwald School site in Huntersville and funding for improvements to older neighborhoods. Council Member Gardy opined about the new Pioneer Elementary School. Council Member Gardy announced he received his library card to support Library Card Sign up Month. Council Member Gardy congratulated Commissioner of the Revenue Hazelwood on his upcoming retirement. Council Member Duman offered condolences to the family of the late Marine Sergeant Charles Strong. Council Member Duman reported he attended the Meals on Wheels Volunteer Recognition Banquet and Taste of Suffolk. Council Member Duman complimented the Suffolk Public Library System. Council Member Duman advised he attended Oakland/Chuckatuck Civic League meeting and offered thanks to the Office of the Registrar for its assistance. Council Member Duman invited everyone to the Suffolk Humane Passion for Paws event at Riverstone Chophouse. Council Member Duman offered remarks on the Joint City-School Task Force. Council Member Milteer offered condolences to the family of the late Frances Cleveland. Council Member Milteer opined about funding for infrastructure in older neighborhoods. Council Member Parr opined about funding for infrastructure in older neighborhoods Council Member Parr congratulations to Commissioner of the Revenue Hazelwood on his retirement. Council Member Parr announced the ribbon cutting for Pioneer Elementary School. Council Member Parr said he attended the Parks and Recreation Master Plan Community Meeting. Council Member Parr opined on library services. Council Member Parr informed everyone about an upcoming community meeting in Franklin about the Atlantic Coast Pipeline. Council Member Parr offered condolences to the family of the late Marine Sergeant Charles Strong in Afghanistan 6 City Council Regular Meeting September 17, 2014 Council Member Parr encouraged residents to attend the Peanut Fest Queen’s Banquet. Vice Mayor Brown opined about the Parks and Recreation Master Plan Community Meetings. Vice Mayor Brown congratulated Commissioner of the Revenue Hazelwood on his upcoming retirement. Vice Mayor Brown recognized friends of the late Marine Sergeant Charles Strong in attendance. Vice Mayor Brown opined about the Walk to End Alzheimer’s. Vice Mayor Brown reported he attended the Taste of Suffolk. Council Member Parr asked about the start time for the Walk to End Alzheimer’s. Mayor Johnson advised that the opening ceremony is at 9:30 a.m. on Saturday, September 20, 2014, and the walk begins at 10 a.m. Mayor Johnson opined about the Walk to End Alzheimer’s. Mayor Johnson advised that Virginia Natural Gas is working with City Administration to schedule a community meeting in Suffolk about the Atlantic Coast Pipeline. Mayor Johnson reported she attended the Delta Sigma Theta Suffolk Alumnae Chapter 50th anniversary event. Mayor Johnson encouraged residents to participate in the Healthy People Healthy Suffolk Million Step Challenge. Mayor Johnson opined about the upcoming City Council retreat and upcoming move into the new City Hall. Mayor Johnson offered condolences to the family of the late Marine Sergeant Charles Strong. Mayor Johnson opined about the importance of the City’s bond rating. Council Member Fawcett congratulated Commissioner of the Revenue Hazelwood on his upcoming retirement.
